1 REQUEST FOR PROPOSALS Rochester Downtown Alliance Rochester, Minnesota 2013 Transformer Cabinet Mural Project Budget of $500 per large transformer The Rochester Downtown Alliance is seeking to commission multiple artists to work with the Transformer Cabinetry Mural Project on numerous locations in Rochester, MN. The murals are intended to Color Downtown using present transformer cabinets already in place. The jury will select artists for multiple locations, cabinets will be primed and anti-graffiti coated by the Rochester Downtown Alliance. 2 PROJECT The Rochester Downtown Alliance of Rochester, MN is requesting artist proposals in an open competition for artists to create murals on identified electrical equipment (transformer cabinets) sited within the Rochester Downtown Special Service District. The goal of the project is to Color Downtown. The transformer cabinets are functioning units and need to be opened periodically by utility personnel. Safety & Durability -- The work is intended to be a permanent addition to Rochester. Design and installation must consider that the work will be situated in a public location and subject to the elements and potential vandalism. Access to the boxes and to the contents of the boxes must be possible at any time. The contents of the boxes have the potential to generate extreme levels of heat. The existing required labeling for each electrical utility unit must remain visible. The cabinets will be painted or a vinyl application (scanned from your art or computer generated.) Available cabinets, dimensions, and acceptable methods of application (painted or vinyl) for each cabinet are provided in this document. Please refer to the Image Gallery at the end of this document for an idea on the caliber of art we are seeking. ELGIBILITY If painting the cabinet, the artist must be able to complete the project in a two-week timeframe. Vinyl applications will be taken care of by RDA or its contractors. MEDIA The RDA is looking for murals to be painted on and/or a vinyl application on working transformer cabinets. The surface treatment should allow the box to be opened and worked on by the utility crews. Painted cabinets: the RDA will prepare the surface for painting and add a final anti-graffiti coating to the piece. Vinyl applications: the RDA will prepare the surface and apply the vinyl. BUDGET The total contract amount for all applicable expenses, which includes all fees for consulting with jury, design, travel time, and execution of all artwork selected as well as project signage shall be $500. Compensation will be given at the end of the project on June 30 th. SELECTION PROCESS The selection committee may consist of members of the RDA, Rochester Art Center, Arts Council, City of Rochester and the Cultural Initiatives Committee. The committee will review applications and make final recommendations. The RDA gives final approval. The selection committee reserves the right to reject any and all entries at any time in the review and selection process.

3 SELECTION CRITERIA 1. Suitability of the arts to the project demonstrated in resume and letter of intent. 2. Quality of artist s previous work as demonstrated in digital images and references. CONTRACT Upon selection and final design approval, the artist must complete a contract with the RDA. All finished work shall be faithful to the drawings, design, and concept approved by the RDA. Payments will be made on June 30 th, APPLICATION MATERIALS TO BE SUBMITTED Please include all of the following on a CD labeled with your full name, phone number and address. 1. One page artist statement 2. Address and location of the cabinet you have selected. 3. A statement describing the letter of intent, including renditions of the imagery that is intended for the cabinet on all sides. 4. Image list including, name, title, media, dimensions, date of completion and description of artwork. (Images must be no more than 1,200 pixels in the longest dimension and 96 dpi.) 5. Name and phone number of two professional references INFORMATIONAL SESSION At 5:30 p.m. on Wednesday, April 17 th, the Rochester Downtown Alliance will host a how to apply informational session for interested artists. Topics will include tips for proper documentations, formatting, and selection of work.
