3 Executive summary This deliverable reports on the state-of-the-art on ICT enabled smart PPS for fire fighters. Together with Deliverable 1.4 b State-of-the-art study textile part, it gives a complete overview of the stateof-the-art of the components to be used in the future smart fire fighter garment. A detailed state-of-the-art study on ICT enabled smart PPS will allow defining the actual highest level of development in the sector. The convergence between good understanding of & access to the state-of-the-art with the innovation expectations (end-user requirements of fire fighters) will allow us to start identifying the innovation potential. This report focuses on the web search executed to identify existing available products. Reference architecture First, a list of 54 use cases was collected from representatives of different user groups. This list was used to map actual user needs. Based on this list, a total of 41 abstract PPS building blocks were defined by which the user needs would be satisfied. These form our reference architecture. The building blocks can be grouped in following logical sections: Location/positioning systems: e.g. my location, that of my team members Environmental sensors: e.g. temperature outside PPE, presence of toxic gasses Body sensors: e.g. my heart rate, hydration level PPS sensors: e.g. integrity, sweat Actuators: e.g. ventilation to remove sweat, active illumination Intelligence: e.g. interface capability to launch alerts Relay (Remote monitoring): e.g. availability of firefighters data for external team members Integration: integration of capabilities without exceeding weight or available power supply Web search An exploratory web search resulted in more than 20 typical suppliers. These could be consulted to assess current technological possibilities. For our most important and common user priorities (positioning, environmental sensors, remote monitoring ) we found sufficient suppliers to allow for interesting innovation platform sessions. Some examples: Location capabilities: Globe (US), TRX Systems (US), Honeywell (US), TNO (EU) PPS sensors and their integration in smart textiles: Viking (EU), OhmaTex (EU) Remote monitoring: Zephyr Technologies (US), Equivital (EU) Next, we made the observation that: Nearly all suppliers are international players, way beyond BE, FR, UK Often, they are from US & military origin When organizing the market consultation rounds, we will have to take into account the international character of our audience. page:3

4 1. Introduction This deliverable reports a detailed state of the art from textile point of view. Together with Deliverable 1.4b State-of-the-art study textile part, it forms the entire state-of-the-art. All information is gathered in an Excel file (Smart@Fire - State of Art scan ICT ) that goes together with this document. That file consist all the found information. How the search was conducted and what was found is described in what follows. 2. Context 2.1 Smart@Fire: PCP for Smart PPE s for firefighters Instead of working in a theoretical way with joint PCP, the aim of the project is to address a real existing problem that will be recognized by organizations in many different Member States. In accordance to the specificities of the current call, the following challenge was chosen by the leading procuring partners: integration of innovative ICT solutions in smart personal protective systems for fire fighters and first responders. Few public services exist where personal safety is more important and the potential for technological innovation to improve the provision of services is higher than with the fire fighters. Although the first technological advancements are finally finding their way into this field, a lot remains to be done. The introduction of ICT solutions (sensors, processors, cameras, wireless transmission...) in the personal protective system of the fire fighters is making the textiles they are wearing smarter, and can thus greatly increase both their own safety, the safety of people trapped in a fire and the effectiveness of their intervention and most of all: it can save lives! Although research for smart textiles and Smart PPS has already been conducted, none of these programs have advanced to the state of being able to present a working prototype that is ready of day-to-day use. In Smart@Fire we start from a concrete need for which the market at the moment cannot offer a suitable solution and R&D efforts remains to be performed by suppliers. The situation is even more complex as the procurers have no clear idea about functionality and required performance of the solution: at best, the fire brigades and first responders can describe the desired outcome or effect of the innovation, which is a more general requirement than a functional ICT requirement. In this case the procurers cannot enter into a regular procurement exercise, but have to spur the suppliers to enter into an R&D development by launching a PCP. Pre-commercial procurement aims primarily at reducing the risks inherent to R&D in order to avoid 1 : procurers to finance the development of technologies that are already available on the market; procurers to purchase R&D that is technically/technologically too challenging and unrealistic to result in an industrial application. 1 Wilkinson report, Public procurement for research and innovation: developing procurement practices favorable to research and innovation, 2005 page:4

5 Taking these two points into account a phased approach is not only needed but also required in order to achieve the goals of a PCP. 2.2 Preliminary phase: Needs assessment, end-user requirements, state-of-the-art The Smart@Fire project will conduct in the Preliminary Study (WP1) Phase a Needs Assessment in order to detect updated end-user requirements and innovation expectations of the purchasing partners (fire fighters brigades/ first responders/ central procuring entities). In the proposed methodology, innovation is driven by the end-user, more in particular the end-user requirements and needs. It is important to perfectly understand these pain points and fully describe new functional solutions, existing alternatives, quantified added value, etc. From a technological point of view a state-of-the-art study will be carried out. The outcome and findings of this phase will allow the setup of an Innovation Platform. The Smart@Fire Innovation Platform brings together the demand/buyer s side (the end-users, the public purchasers which have a specific need or request) and the supplier s side (private companies, R&D organizations, Research Centers, Industry sector organizations). 2.3 Progress beyond State-of-the-Art Compared to the firefighting clothing in use today, the envisaged innovation intends to be a breakthrough compared to the actual field systems. Many, if not all components to be used, will be new and have to be integrated in a way that guarantees optimal protection in real life situations. This means we expect a lot of R&D has to be carried out at integration level, with probable implications at component level. Technology wise, the Smart@Fire Project will go beyond current state-of-the-art in the following ways: Collect a comprehensive list of end-user requirements as well as technological feasibility aspects (taking into account projected technological progress). This will be realized in the Innovation Platform Identify and report on gaps and RTD needs. This will also be realized in the Solution Exploration phase. Specification and building of actual prototypes combining state-of-the-art technologies. This will be realized in the Prototyping phase. Testing the feasibility of (small scale) production of complete products. This will be realized in the Batch production phase. The technology development by the companies participating in the PCP call will further be stimulated and supported by three important factors: - Feedback from R&D side by Smart@Fire partners CTB and UGENT who are experts in this field - Interaction with a technical committee for PPS fire fighter clothing via partner CTB. Partner CTB can issue certification for fire fighter clothing. The availability of knowledge from this side can help and stimulate the solutions. - Assistance with the IPR management via coordinator IWT (see also part on IPR management and exploitation) page:5

6 There are currently some developed prototypes that show promising results. But, a major problem they are all facing is the day-to-day practical usability. A suit full of working ICT is no good if you cannot wash the suit after an intervention. This project aims to develop a final product which incorporates all the functionalities of the developed prototypes, but which is also a completely finished, ready-to-use product through PCP. It is clear that the domain of Smart PPS is already heavily researched. Smart@Fire will use the past experiences and results maximally via the interactions in the Innovation Platform. Moreover, it is complementary to previous projects by offering two novel aspects: Clear focus on the integrated practical usability of the developed solution. Practical usability meaning: durability, reliability, ergonomics, washability. Focus on mass production feasibility. Indeed, the presence of this final part of the joint PCP call will force the participating companies to keep this in mind from the beginning. This is in contrast with several R&D projects of the past where the prototypes originate from universities and/or research centers that do/did not always keep this in mind. 3. Task 1.2: State-of-the-art study 3.1 Task 1.2 As for the user requirements, a detailed state-of-the-art study on smart textiles and protective systems will allow to define the actual highest level of development in the sector. The convergence between good understanding of and access to the state-of-the-art with the innovation expectations (end-user requirements of fire fighters and first responders) will allow us to start identifying the innovation potential. This is crucial for the setup of an Innovation Platform (WP2), as it will provide the platform manager with a better understanding of what is currently available on the market in the domain of Smart PPS and what is relevant. This way, it will be easier during the Innovation Platform to identify the innovation potential and focus on actual and relevant innovation challenges. Within the state-of-the-art study, the following tasks can be identified: a. An investigation of all projects logged within the EU and national databases to locate projects related to smart textiles, Smart PPE, high-end sensors, life support monitoring with a focus on final results the lessons learned. b. Execution of an IP scan, analyzing patents in order to understand the major players, recent developments and breakthroughs... c. Evaluation of relevant recent developments published in scientific journals d. Web search to identify existing available products e. Redaction of a complete state-of-the-art report concluding all of the information found in the previous tasks The state-of-the-art study will be performed by CTB, UGent and Addestino. This document focuses on the web search, executed to form an idea of existing available products with regard to ICT enabled smart PPS. page:6

7 3.2 Deliverable D1.4 - State-of-the-art study: a text document describing the current state-of-the-art in terms of IP, scientific publications and available products concerning the Smart PPS. In this document we will describe the web search results, performed to identify existing available products with regard to ICT enabled smart PPS. 4. Results 4.1 Reference architecture First, a list of 54 use cases was collected from representatives of different user groups. This list was used to map actual user needs.
