3 Description of the deliverable This is a formal delivery D3.2 within WP3 of the INNO-Partnering Forum (IPF) project. This is deliverable describes the process for selection of twinning cases and the actual selection of the cases. 7 1 Overview of the process The developed twinning concept was verified in 3 pilot twinning cases a joint design exercise on the Innovation Procurement (SBIR). VINNOVA, FFG and Tekes have started designing a scheme on SBIR using the expertise and the best practices of NL Agency and TSB. The results of the pilot were summarised in the PCP-Design Options Paper. Next step was an Open Call on PCP started in January The offer for interested agencies were in-depth analysis of the two peer reviewed PCP programmes (SBIR/SBRI), the design options for PCP measures (Design Options Paper) as well as individual coaching for agencies with serious intentions to implement a PCP measure in their respective country. The call ended in March agencies were selected. 2 Pilot Twinning Case The objective of the pilot twinning was to test the Twinning concept described in Report D3.1 and at the same time refine and improve the Twinning concept based on practical experience. Besides this objective, the pilot will also addressed real needs at the participating agencies thereby contributing to their internal plans to develop an SME measure. The Pilot Twinning Case (PTW) is a full-fledged Twinning case. To test the Twinning model before offering it to a broader public (see below), we limit the participation to the IPF partners only. Three partner agencies expressed their interest to participate in the PTW: VINNOVA (Sweden), FFG (Austria) and TEKES (Finland). We selected SBIR/SBRI for the pilot Twinning case (PTW) since it fulfils the two objectives above. That is, FFG, Tekes and VINNOVA are all planning for developing precommercial procurement schemes. Since none of the agencies have this kind of measures in their portfolios the PTW was a joint design exercise: Joint design of an SBIR-Programme by VINNOVA, FFG and TEKES using GP from NL Agency and TSB. The evaluation was performed by an expert panel using design documentation and an interactive workshop consisting of the panel and pilot representatives from the pilot partners (FFG, VINNOVA and TEKES) the outcome of the evaluation is recommendation for improving the Twinning concept and the process of reviewing Twinning results. 8 The two main results of the Pilot Twinning Case were: a) the concrete learnings of the non-experienced agencies and b) the PCP Design Option Paper (written by both sides, the learning and experienced agencies). D.3.2. The call ended in March After that an Open Call for Twinning was started in January Agencies across Europe were invited to apply for twinning activities on pre-commercial procurement. This call was closed in March agencies were shortlisted. An initial workshop with the potential candidates was held in May 2011 in Vienna. Five organisations / agencies from France (OSEO), Italy (Ministry), Spain (CDTI), Slovenia (TIA) and Czech Republic (TACR) were selected June From the beginning of October the concrete twinning exercises will start. 4 What happens after Twinning? Analyses of the twinning results and an ex-post evaluation will finalize the twinning activities. Planning and methodology for these activities will be decided in the IPF Management Team. PAGE 5
