3 Acronyms and abbreviations Acronym/Abbreviation PCP PPS PPE Description Pre-commercial Procurement Personal Protective System Personal Protective Equipment Definitions For the purpose of the project Personal Protective System (PPS) means: all parts of the equipment worn by an individual fire fighter including auxiliary elements and that protect the individual from hazards to his health and safety. All parts from head to toes and from skin to outer layer are included. This includes (non-exhaustive list) : Personal Protective Equipment (PPE), non PPE clothing, ICT hardware and software, data logging, monitoring sensors, warning systems, localization equipment, Accurate monitoring and warning for both the individual fire fighter and the incident management are part of the PPS. 4 1 Context 1.1 Positioning of this document To better protect firefighters and first responders from hazards to their health and safety, the European project (FP7-ICT ) envisions the next generation Smart Personal Protective System (PPS): an integrated system covering primarily localization and positioning, environmental sensing, body monitoring, data transfer and visualization for remote coordination, data interpreting intelligence, intuitive audiovisual feedback, smart textiles, etc. The reference architecture is depicted below. To this end, leading European public procurement agencies apply a novel tendering procedure, known as Pre-Commercial Procurement (PCP), organized in 3 stages: Stage 1: Market consultation sessions where suppliers and buyers fine tune the scope of the prototype Stage 2: Pre-commercial procurement of working prototype systems (co-developed and co-financed) Stage 3: Launch of final joint EU tender to purchase on large-scale the productized prototype systems As a preparative measure of stage 1, the project s work package WP1 Preliminary Study focuses on: In depth analysis of the End-User Requirements and Needs Assessment State-of-the-art study regarding smart textiles and PPE Identification of legal frameworks for the launch of a Joint PCP and final procurement Risk assessment of the procurement procedure Assessment of the standardization frameworks and requirements for PPE within the EU IWT- Knowledge Centre Procurement of Innovation addendum to D1.7 page:4

5 More in particular, Task 1.4 Standardization addresses potential issues regarding standardization of the PPS in order to diminish the risk of ending up with a working prototype that is not conform standardization prescriptions and hence cannot receive certification. These issues need to be translated into understandable guidelines used throughout the project as hard constraints. In a first step, Centexbel created in D1.7 detailed standardization guidelines from a PPE and (smart-) textile-perspective, hereby listed all existing relevant standards, EU directives and testing procedures. This document positions as an addendum to D1.7, by adding an ICT viewpoint to the conformity assessment guidelines of smart personal protective systems (PPS). As the PPS is envisaged as integrated system (it is at this moment not clear if integration will be vertical, modular or full), it needs to comply to several directives and regulations all with their respective conformity assessment procedures and markings. From a textile and PPE perspective, these directives and (harmonized) standards are well elaborated for fire and rescue applications. When integrating ICT solutions to the textile and/or PPE for fire and rescue applications (i.e. the PPS), harmonized standards and directives do not (yet) exist. To not jeopardize the subsequent phases of the Smart@Fire project, a sound PPS conformity assessment procedure should be developed within the boundaries of the existing directives, while guaranteeing the safety of the fire fighters and first responders at all times. 2 Objectives The current addendum to D1.7 aims to formulate recommendations as basis of a PPS conformity assessment procedure. To this end guidance is provided on following questions: For each PPS component of the reference architecture, what are the key performance characteristics (e.g. water resistance, leak currents, etc.) and related standards (e.g. MIL_STD XXX)? For the communication between technological components, what are available standards (e.g. Bluetooth, WiFi, Zigbee, Z-wave, etc.) and which standards are envisioned for the Smart@Fire PPS? What are the related legislations (EU directives, national deviations or add-ons)? What are the current gaps in the legislation? How can these be overcome in a transparent way? Who is responsible for which part of the conformity assessment (manufacturer, system integrator, notified body, )? What is the responsibility of the different concerned parties (including care and maintenance responsibilities)? Finally, at PPS system level, what are the recommended performance characteristics, testing procedures, standards to be followed in order to award certification at system level? These guidelines will also serve as knowledge base to formulate detailed PPS prototype requirements in stage 2 of the Smart@Fire project: the precommercial procurement (PCP) means to convince potential suppliers (especially SME s) to participate by clarifying liability issues common ground for suppliers and purchasers for the assessment of the solutions offered tool for future discussions with the relevant parties on PPS legislation and standardization IWT- Knowledge Centre Procurement of Innovation addendum to D1.7 page:5

6 3 Specific Approach A structured approach organized in different steps is adopted and elaborated below. Step 0: Starting point: PPS reference architecture Starting point of the approach is the PPS reference architecture and all of its components building blocks, as illustrated above, including additional key building blocks such as breathing apparatus. Too exotic building blocks are left out. Step 1: List, structure, analyze what standards are available For each PPS building block, A thorough fire and rescue market search is performed to find relevant manufacturer s product datasheets. Combining several datasheets for all building blocks will provide insights on the key performance characteristics of the suppliers offers to the market and related available standards. Primary focus during the search will be on European manufacturer s products and solutions, given the direct link with European standards and directives. Step 2: Review, synthesize and iterate step 1 An iterative approach is adopted balancing: in-depth analysis: to gather a maximum of data points on PPS component conformity assessment procedures and performance requirements; taking a step back and performing synthesis: is there an underlying pattern emerging? Comparing the different standards indicate gaps, contradictions, practical issues, etc. As a result a consolidated list of applicable legislation and standards is created and potential gaps are identified. Step 3: Formulation of recommendations as basis of a PPS conformity assessment procedure The file provides guidance to the questions as described in section 2: Objectives. The file is a Word document describing the approach followed, the analysis material, and the basis for a recommended PPS conformity assessment procedure, supported by working material in Excel and Powerpoint. The file will be disseminated for review to Centexbel, as established notified body within the field and the members of the Smart@Fire advisory board. Subsequent steps beyond the scope of the current document: EU evaluation, validation of the PPS conformity assessment file The Smart@Fire project management supported by one or more experts in PPS applicable legislation and Centexbel may consult the main relevant notified bodies and the European Commission FP7, DG Research & Innovation and DG Enterprise for their advice on the recommendations. With the advice of the European Commission and the notified bodies, the Smart@Fire project management aims to receive confirmation on the procedure to follow to obtain certification at PPS system level, and hence how to proceed with the prototype development in further stages of the Smart@Fire project. 7 4 Results 4.1 Fire and rescue market research: collection of data sheets Starting from the PPS architecture, more than 20 datasheets from multiple European vendors have been captured, analyzed and compared. These datasheets are structured in a two-dimensional matrix, differentiating between: 5 levels of exposure to flames/hazard: o L0 inside inner layer of turnout gear, touching skin o L1 inside turnout gear (under thermal barrier), not touching skin o L2 integrated in PPE, not touching skin o L3 outside outer shell of turnout gear, full exposure o L4 remote, non-hazardous Multiple characteristics/dimensions: o General applicable standards o Rugged option specs o Environmental specs o Electrical properties o Battery specs o Communication specs o Encryption specs o HW o SW o Video o Audio o Device Management o GPS Specs o Dimensions/weight w/wo battery o Remarks, application domains IWT- Knowledge Centre Procurement of Innovation addendum to D1.7 page:7

8 The illustration below overviews the considered datasheets of existing products and solutions for the fire and rescue market. Appendix 1 provides the detailed analysis material. 4.2 Emerging observations from the analysis Conclusions emerge on three levels: Within the fire & rescue ICT-related products and systems, 5 levels of directives and harmonized standards are commonly complied with: 1. Environmental standards & directives, such as MIL-STD 810, IP67, etc. In case the device s intended use comprises explosive environments, extra standards and directives apply: ATEX and IEC-Ex. 2. Functional specifications and standards, such as the Pressure Equipment Directive (PED): 97/23/EC; standards for gas detection modules like EN 50217:2001 (Kat-Ex sensors methane tot nonane), standard positioning protocols like: ETSI LIP, Motorola LRRP, communication codec standards like TETRA Speech codec (ACELP) according to EN , etc. 3. Radio & communication compatibility standards, such as RTTE Directive 1999/5/EC, FCC regulation, TETRA standard EN V+D Air Interface, Bluetooth protocols (e.g EDR), etc. 4. Medical standards and directives in case the device intended use involves skin touching and medical diagnostic decision making, such as IEC (General Medical Electrical Standard), ECG Type: EC38 Type 3, etc. 5. 9 These standards and directives are known by vendors given their products and systems comply with these standards and directives. Vendors obtain certification through test procedures specified in the harmonized standards, carried out by known certified bodies. For smart textiles, ICT integrated within textile, no harmonized standards and directives exist today. Throughout the analysis of the existing commercially available ICT/technology related products and solutions, despite their intended use for fire and rescue applications, almost no reference is given of compliance with the PPE standards and directives, as described in detail in D1.7. This may indicate that intended use of these devices in the extreme conditions of firefighting is only valid under very short periods of time, which is not realistic in practice. Basically, the fire fighter in the field does not know if and to what extent the devices are safe under extreme conditions, as simulated during standard test procedures such as heat resistance, convection or radiant heat, flame engulfment, etc. An exception are the self-contained breathing apparati (SBCA), which comply with the SCBA standard: EN137:2006. Noteworthy to mention is that in the datasheet of an IR thermal imaging device, reference is made of compliance to Flame engulfment-test according to SCBA EN137: Implications for the PPS prototype At all times the PPS prototype should fulfill basic health and safety requirements. At PPE level these requirements are fulfilled through standard testing procedures. Standard testing procedures which do not necessarily apply (according to regulation) on ICT related products exposed to the same hazardous conditions. Therefore, in addition to the known standards and directives for PPE and for ICT related firefighting products and solutions, it is recommended that the conformity assessment procedure of the PPS prototype describes a selected set of testing procedures. These tests can directly be derived from the most common standard tests used on fire fighter suits. Structured from relatively easy to fulfill towards more challenging, the Smart@Fire PPS as a system should be subjected to following tests: Heat resistance ISO min at 180 C No melting, no dripping, no ignition, Radiant heat EN ISO kW/m² remain functional, able to remove Convection heat EN kW/m² Flame engulfment SCBA EN 137 Whether the results of these tests should be used as knock-out criteria during the evaluation of the PPS prototype(s), is yet to be decided. At least the results should be known to the user community. As such this recommended testing procedure will be included in the pre-commercial procurement tender. Tenants will be asked to clarify their view on the conformity assessment procedure of the PPS prototype(s). The central question within the Smart@Fire project that will have to be answered during the market consultation sessions becomes then: can the innovation potential be realized within the boundaries of known harmonized standards and directives, and bearing in mind the recommended additional test procedures at system level?
