EMC & Radio requirements within EU Roy Uggerud 2018/10/17 1

New directives EMC 2014/30/EU (replace EMC directive Implemented RED 2014/53/EU (replace R&TTE directive 1999/5/EC) Implemented 13.June 2017 after one year transition period 2

Standard development New revisions of existing standards and new standards for a range of new products now falling under RED and EMC directive. Focus on receiver requirements for all types of radio equipment 3

New Standards EMC standards for non radio products EN Emission EN Immunity EMC standards for radio products EN (1 to 52) EN GNSS receivers Multimedia equipment Radio standards EN WiFi & Bluetooth 2,4GHz EN WiFi 5 GHz EN Short range (25 MHz to 1GHz) EN GNSS receivers 4

What is new? Common framework for the marketing of products Improved market surveillance rules, safer products Clear rules (accreditation) for conformity assessment bodies Clarifies the meaning of CE marking 5

Why EMC requirements? Emission Immunity Product Product 6

EMC demonstration DAB Radio Soap dispenser 7

Radio directive 2014/53/EU RED directive 2014/53/EU is now a directive for products communicating by radio waves. 8

Radio Determination: 9

Change in scope from R&TTE to RED R&TTE frequency range: 9 khz GHz RED frequency range: GHz 10

New products in RED Broadcast Radio and TV receivers (moved from EMCD to RED) 11

New products in RED < 9 khz (moved from EMC to RED) Railway applications Robotic lawnmowers Animal fences

New products in RED < 9 khz (moved from EMC to RED) Metal detectors Stud finders T-Coils

RED does not cover Fixed line terminal equipment (Moved from R&TTE to EMC) Radio amateur equipment Military equipment

RED does not cover Maritime equipment (Wheelmark) Airborne equipment Custom build evaluation kits

RED essential requirements Article 3.1(a): Health and Safety Article 3.1b: EMC (Electromagnetic compatibility) Article 3.2: Radio Spectrum 16

Use of Radio modules Adding Radio modules into non-radio products Product behavior changes Radio brings with it new opportunities and new challenges Many existing standards only address issues around the core product or primary function Combined equipment is radio equipment EG (ETSI) help to understand the conformity assessment of this type of equipment 17

Using pre-approved modules 18

What is a module A radio module is a stand-alone radio transmitter or transceiver on its own PWB with all radio functions built on the board. Not a reference design Complies with all applicable rules in its own right Must be tested with specific antenna(s). 19

Complete radio test (WiFi & Bluetooth) 20

Radio test performance 21

What is not a module? A radio chipset placed on the product s main PWB is not a radio module. A copy of a reference design is not a module Does not contain design elements as antenna matching circuitry and antenna. Not tested on it s own PWB 22

Using approved radio module with new antenna Additional tests? Radiated Spurious emissions Output power (EIRP) Why? New antenna s can have different gain and exeed the required output power. New antenna can have different impedance matching and could generate unwanted emissions. 23

Considerations on choosing a module Must have an up-to-date certification May have conditions not met in all products Distributors often sell inventory, not solutions for certification Consider technical support: certificates, reports Software tools for continuous transmission, frequency selection and modulation etc. 24

Where is modular approval allowed? Many countries do not have a modular approval scheme and thus do not allow modular certification Some countries will allow for modular approval but only in specific types of end products (ITE and Household products) A country that does not allow for modular certification may allow the test data for the module to be used to gain certification on various end products but only allow one model per certificate. Some countries that allow modular approval: Canada/USA China (for radio modules that will be used in ITE or Household devices. EU (self-declaration for the end product) Japan 25

Labelling the end product for modular approvals Labelling is mandatory for the module Labelling is also mandatory for the host FCC ID:xxxyyy Contains : FCC ID:xxxyyy 26

Radio and non-radio «Combined Equipment» Refrigerator with WiFi WiFi Scales WiFi Coffee machines WiFi Dishwashers Smart products IOT connected home products 27

Radio and non-radio «Combined Equipment» Using already approved radio modules No need for duplicate radio measurements Emissions from the complete product with the radio active is however necessary. Using non-approved radio modules or chipset. Complete radio performance test have to be performed. 28

RED essential requirements, cont. Radio equipment falling under the scope of the RED are excluded from both the Low Voltage Directive (LVD) and Electromagnetic Compatibility Directive (EMCD): Therefore the LVD and EMCD do not apply. However the RED refers to the essential requirements of the LVD and EMCD. 29
