8 Fast progresses After 20 years as the Galileo system design authority, ESA has handed the turnkey system to GSA ESA developed key technologies and validated the system in-orbit under its GalileoSat Programme ESA was entrusted with the procurement, deployment and operations of the full operational capability system and responsible for initial services provision until June 2017 After successful Infrastructure Operations Hand-Over Review (IOHR), ESA handed over to GSA for routine operations Performance and launch cadence convinced chipset and equipment manufacturers to rely on Galileo Performance of the system largely exceeds the minimum required initial services Key Performance Indicators Steady plans for deployment of ground segment improvements and resilience Next quadruple Ariane 5 launches planned mid 2018 Galileo has finally reached the mass market of location based services (LBS) and will be blooming in all fields of GNSS open service and commercial applications The majority of high end smartphones are now equipped with Galileo-enabled chipsets. With iphone 8, 8 Plus and 10/X Apple joined Samsung, Sony, Huawei, BQ and other smartphone manufacturers Leading automotive chip producers (ST Micro, u-blox) have embarked on the Galileo train Ongoing discussions on international scale for leveraging Galileo in ADAS and self driving car evolution By 2020, around 8 billion GNSS users: this is the potential of GNSS!

9 What is coming: E-call regulation mandating all new cars to be equipped with Galileo-enabled devices as from April 18. Dual frequency chips for mass-market devices High Accuracy Service Smarter APPs using Raw Measurements Authentication Services Several Timing & Synchronisation Services

10 NAVISP, our new programme in Navigation is designed to foster innovation & competitiveness of European industry To leverage these upcoming opportunities, European GNSS industry will need to: Develop cutting-edge technologies & effective products & services Maintain & increase competitiveness of the manufacturing sector to keep it competitive w.r.t. existing and emerging non-eu solutions Improve industrial innovation and competitiveness at all industrial levels and all industrial sizes, and driving growth and jobs Flexibility for MS to target investments to support national objectives, under MS control Enables ESA MS to invest in developing industrial capacity, e.g. qualify new entrants for the market Uses best practice in terms of responsiveness and fast contracting procedures; Designed to avoid any duplication with work funded by the EU under H2020 or Fundamental Elements Open for non-space industry to capture the full spectrum of PNT innovation and commercialisation

14 Preliminary Fast Track How to attract PNT actors: setting up of a road show Work to increase Plan NAVISP outreach (1/2) This road show has the goal to find new champions for the NAVISP programme; Exploiting the already existing contacts triggered via the key strategic assets such as the AP platforms deployed; Leverage on examples of past activities to demonstrate NAVISP attractiveness in new stakeholders domains; Relevant national delegations should be encouraged to take the lead and coordination role to have the road show in place.

15 Preliminary How to attract Fast PNT Track actors: setting up of a road show to increase NAVISP outreach (2/2) Work Plan Conduct one-on-one sessions with key potential industry players in all potential markets in each NAVISP MSs; Three outputs: Subjective but realistic assessment of likely investment in their product portfolio; Development of a core group of players to become new champions in NAVISP; Understanding of the terms under which key players will participate. ESA and the national delegations will jointly take the driving seat, providing materials, programmatic contacts and technical elements and ad hoc logistic support (venues); Potential suitable industrial contacts will be found according to the available set of player collected so far.

16 The NAVISP Portal A web portal serves as a gateway to the NAVISP programme. The goals of this portal is: - Serve as a notice board for NAVISP calls, ITTs, news stories, events, workshops - Repository of documentation and information / education tool for user - Promotional tool for NAVISP activities (workplan, feasibility studies, etc.) - Repository of documentation and information / education tool for users - Promotional tool for NAVISP activities (workplan, Element 1 studies, demo projects, etc.) - A central single entry point (of contact) for all NAVISP 1 6

17 The NAVISP programme is off to a great start Several NAVISP activities very much linked to the broader PNT sector; NAVISP Element & 2018 workplans already defined and on the way of being implemented (22 activities approved and half of them de facto contractually incubated), 2018 Addendum on ist way; Element 2 activities have been incubated at a very fast pace together with several MSs and key European PNT stakeholders (39% of the total available funds are de facto already committed); New MSs subscriptions to NAVISP are already materialising.

22 NAVAC NAVISP Advisory Committee The goal of NAVAC is to get external advice for the benefit of NAVISP Senior external expertise is essential for the sustainability of NAVISP NAVAC will infuse thematic PNT perspectives in the planning of NAVISP activities NAVAC Tasks Advising and/or making recommendations on: Proposals for developments in NAVISP Element 1; Thematic areas for the developments in NAVISP Element 2; Support to enhance programme effectiveness.

27 NAVISP Element 1 Future Steps Need to increase outreach actions in 2019: through GSAC for science-inspired proposals (addendum of the 2018 workplan very much stimulated by GSAC interaction) through sectorial senior advice (creation of the NAVISP advisory committee (i.e. NAVAC) on its way, selected the secretary (Rafael Lucas) and the first chair (Roger Mckinlay)) shaping, maintaining and hooking to sectorial roadmaps (beyond railway and maritime) through sustained interaction with Member States Harvest initial feedback from launched WP2017 activities: Industry Workshop (similarly to ARTES to be held by the end of 2018) promoting formulation of outline proposals for Element 2 activities

30 NAVISP Element 2 implementation NAVISP Implementing Rules: Procedures related to Element 2 Competitiveness: i) The Agency shall prepare, issue and update a permanently open call for project Outline Proposals. inviting Economic Operators to submit one or several project outline proposals at any time. ii) The Agency shall set out the requirements to be met together with guidelines for preparing the project outline proposals and the ensuing full proposals iii) Based on the Agency s assessment of a project outline proposal and upon the notification by the participating State concerned of its support to the project, the Agency shall invite the Economic Operator to submit the Full Proposal for evaluation..the corresponding activities shall be implemented through non-competitive tendering pursuant to the provisions of the Procurement Regulations and the Tender Evaluation Manual, as adapted for this specific purpose. iv) The duration between the reception of the project outline proposal and the award of the contract to Economic Operator is targeted to be 4 months, it being understood that this duration should be commensurate to the cost of the project.

32 - NAVISP Element 2/ Drivers (2/2) Role of ESA Element 2 is a «co-funding ESA action», not a traditional ESA procurement action. ESA acts as a facilitator to industry competitiveness and innovation; The overall process shall be beneficial to the Tenderers (Fast lean agile process (aiming at 30 pages proposal, 20 days for its preparation), «user friendly» documentation for new comers, minimisation of contractual overhead by reducing documentation and reporting, number of physical meetings, quantity of paper, number of travels); Transversal technical management (TO pulled from D-NAV and D-TEC) and Simplified TEB (only TO and CO according to the thresholds). Coordination: IAG-SA, EC and GSA

36 NAVISP Element 3 ongoing activities Activities in preparation in several participating States, namely: - UK (outline proposal already received and supported by UK delegation and its final stage of finalisation); - Belgium two meetings already held with Belgium delegation and the relevant team to finalise the activity to be received at any moment; - Norway activity finalised with the proposer team and the national delegation at second stage of reiteration; - Finland, Czech republic and Rumania at a more preliminary stage.

37 Next steps 1. Prepare NAVISP potential participants meetings to present NAVISP upgrades (e.g. improved IRs) for the NAVISP second phase to be subscribed at CMin 2019; 2. Following the fast success of the first year of NAVISP operation targeting 40 MEuro per year as overall envelope.
