3 Intrductin I. Wh We Are The Accmack Cunty Public Schls are lcated n Virginia s Eastern Shre. Our mainland is part f the Delmarva Peninsula. Accmack Cunty schls are rural and islated serving 5,420 students. Three f ur schls are lcated n Chincteague and Tangier Islands. Fur elementary, tw middle, ne alternative, and tw high schls (with career and technical centers) cmprise the mainland schls. Due t the rapidly changing needs and the expanded visin f Accmack Cunty Public Schls, (ACPS), a cnsensus has been reached that the state apprved ACPS Technlgy Plan fr needs t be revised t reflect thse changing needs. Therefre, this addendum t the riginal plan serves t align that plan t the current gals f ACPS. II. Visin Statement & Missin Statement It is the visin f Accmack Cunty Public Schls t be a cmmunity f diverse learners where all members are valued, challenged, and expected t grw. We strive t prepare ur students t be effective, prductive users f technlgy. The Accmack Cunty Public Schls central ffice staff, K-12 administratrs, faculties, and staff are cmmitted t the use f educatinal technlgy t access, remediate, and imprve student achievement. The Accmack Cunty Public Schls Technlgy Plan is a radmap that will be used and adjusted t ensure apprpriate integratin f technlgy in the classrms f Accmack Cunty Public Schls. In additin it serves as a radmap fr the use f funds allcated fr Educatinal Technlgy ver the next six years. III. Hw We are Ging t Make Our Visin a Reality - at the Cunty Level Since the riginal plan was written ACPS has made significant strides tward btaining the hardware upgrades that the plan called fr. ACPS nw has enhanced bradband access in all f ur schls, hwever, due t a re-envisining f Internet usage, ur needs have changed dramatically. Again, the riginal plan stated that an increasing percent f ur classrms were equipped with interactive bards. It can nw be stated that all cre classrms are equipped with interactive bards. Educatinal Technlgy has suffered ne significant set-back since the riginal Tech. Plan was written--rather than emplying 3.5 ITRTs and 4.5 ITs, the cunty nw emplys 3 ITRTs and 4.5 ITs. This change is significant when ne cnsiders that the Standards f Quality call fr 5 ITRTs and 5 ITs fr a district f ur size. We are in the prcess f upgrading all schls t bradband access. Each f the schls has a teacher that serves as a technlgy cach. These caches teach a full lad f classes, yet assist their fellw teachers with instructinal technlgy implementatin. IV. Hw We Are Ging t Achieve Our Visin- at the Building Level With the rate f change in the technlgical wrld there is a fear f being unable t effectively use this new technlgy. Accrding t Luke and Britten (2007) the answer lies in educating the teachers because teachers must be taught t use [this new] technlgy, but they must als experience successful and meaningful technlgy integratin in their wn lives and in their wn 3
4 classes (p. 264). ACPS accmplishes this by prviding teachers with the pprtunity fr nline learning thrugh Hw t Master and PD360. ACPS als partners with the Eastern Shre Cmmunity Cllege t ffer varius technlgy integratin curses thrughut the year. New teachers are prvided with a full day f wrkshps fcused n using technlgy t increase classrm activities/applicatins and imprve student achievement. One hundred percent f ur teachers were certified by the Virginia Technlgy Standards fr Instructinal Persnnel fr the last five schl years. ACPS has the view that technlgy [shuld be] used t supprt learners, and make learning mre efficient (Al Musawi, 2011, p. 130) and in ding s makes the learning experiences mre memrable [by] imprve[ing] access t ideas and infrmatin, [and by] enhance[ing] and extend[ing] an individual s abilities t express themselves (Al Musawi, 2011, p. 130). In accrdance with this belief each teacher was issued a state f the art wireless laptp cmputer in FY04, FY 08 and FY12. Al Musawi (2011) states that technlgy is changing the way faculty teaches and students learn (p. 130) and this is especially true fr this digital age in which we live. We have begun t use technlgy as a medium/resurce fr finding and delivering infrmatin t students by making sure that every classrm is cnnected t the Internet. This resurce rle fr technlgy allws infrmatin t be at the teacher s and student s fingertips (Al Musawi, 2011, p. 131). In rder fr ur schls t cntinue t prvide this service t ur students we are in the prcess f upgrading all schls t bradband access. Student respnse devices and wireless slates are available t all teachers. ACPS began equipping teachers with interactive white bards in and has steadily been increasing the percentage f classrms with them. These interactive bards and slates allw fr teaching strategies including questining, brainstrming, and rle playing (Al Musawi, 2011, p. 133) that can be supprted by the apprpriate and innvative use f technlgy (Al Musawi, 2011, p. 133). The use f PwerSchl prvides teachers with an electrnic gradebk and, fr the first time, allws parents/guardians the ability t mnitr student prgress. V. Our Plan The current five-year technlgy plan is the furth such plan. Hwever, it is the first plan in which ur needs have changed s rapidly as t require an addendum during its implementatin. It is a cumulative effrt that began in the FY schl year. The Accmack Cunty Public Schls Technlgy Cmmittee used the five areas f technlgy planning aligned with many f the gals and targets f the Virginia Department f Educatin s Technlgy Plan. The strategies, respnsibilities, csts, surces f funding, and evaluatin benchmarks were established by the Technlgy Cmmittee wrking in cnjunctin with teachers, building and central ffice administratrs, staff, parents, and students. Teachers tk a technlgy survey t help assess ur needs and shrtcmings prir t establishing gals and strategies. Our Technlgy Plan is displayed n the district website ( accmack.k12.va.us). VI. 6 Infrastructure / Cnnectivity Update and maintain an infrastructure that prvides members f ur immediate Educatin Cmmunity, (5,420 students and 500+ staff), access t cntemprary technlgies, sftware, digital cntent and cmmunicatin netwrks. Backgrund data - bandwidth usage reprt: Reprting perid: 2013 Oct Jan 08 Reprt includes ff-business hurs. tw-week Christmas hliday Cunty and sme schl activities during break Thanksgiving hliday. The ACPS Internet bandwidth is 100 Mbps. The reprting tl lets us filter ut weekends, but nt ff-business hurs (the time span is t great fr that feature t wrk), and nt hliday days. Because f these limitatins, the "Average" number is useless. The categry t lk at is the 95th Percentile, which discards the tp 5% f the results, which are cnsidered intermittent traffic spikes. What remains is the average peak usage. 6
7 ACPS average peak bandwidth usage is 74.09%. In reality, with the caveats mentined abve, the number is higher. This is befre we migrate PwerSchl t Pearsn-hsted services fr greater reliability, happening in February. implement the district-wide Imagine Learning Initiative. we integrate Ggle Apps fr Educatin int ur technlgy prtfli as indicated elsewhere in this Tech Plan revisin. we rll ut any additinal devices t individual students. we implement WIDA testing, next year. we add any future needs that Instructin may have in the semester and year(s) t cme. Cisc Systems, leading netwrk equipment manufacturer, has stated that a WAN circuit running at 80 percent f capacity is t full. We are already pushing 80% at ur current levels. The recmmendatin is that we increase ur bandwidth t 200 Mbps frm SBO t ESVBA fr secnd semester f this year ( ) and re-evaluate at the end f the schl year based n average usage at that time while taking int accunt Instructinal plans fr the schl year. Cntinue t re-evaluate as necessary. Strategy 1 A - Research and select a wireless access system that will supprt high density use f student/ staff devices in the high schls and medium density cverage in the elementary schls add mre access pints as needed. B - Use current funds t equip the 5 elementary schls with the system f access pints selected in 1-A... 2 middle schls will be upgraded after the elementary schls. (Order and start installatins in late February summer...tech Crdinatr & Tech staff) C - Upgrade the remaining 4 schl s access pints (Tech staff in ) Strategy 2 A - Install Pwered ver Ethernet (POE) switches that will supprt access pints and Vice Over Internet Prtcl (VOIP) telecmmunicatins\ as funds are available and in line with the cunty rll ut f VOIP. This is a cntracted installatin. B - Install VOIP systems as budgeted funds allw fr new schl cmmunicatin systems. Strategy 1 A - Seek full funding f the VDOE SOQs t include full time psitins fr 5 Instructinal Technlgy Resurce Teachers and 5 Technicians. While we meet SOQs, tw data specialist psitins are cunted rather than ITRT psitins. The data psitins d nt directly supprt instructinal technlgy. ( Budget request submitted fr a full time technician and ne f tw ITRT psitins t fill the required SOQ psitins. We will request the 2nd ITRT psitin in ) B - Implement a Help Desk that will Assist staff with repairs and adjustments t their equipment and sftware Input all wrk requests int IT Direct (Autmated repair system) Expedite emergency and missin critical requests directly t netwrk and technical service. Use f equipment fr instructinal delivery, use f sftware fr prductivity, instructin r remediatin, as well as any ther in-service activities are part f the respnsibilities f the ITRT. They als assist during SOL and benchmark testing activities. Please refer t the VDOE ITRT descriptin f ITRT duties. (Salaries are cvered by the prfessinal teaching salary scale.) Lead ITRT Secndary and elementary psitins that have regular ITRT duties at schls, but als have added respnsibilities t the verall missin and gals f the department f technlgy. Cmputer technician s respnsibilities vary frm psitin t psitin, but duties ften include: Cnfigure and maintain desktps, laptps, printers and ther technlgy devices in classrms, labs and ffices Offers technical supprt n-site r via phne r t faculty and staff Salary Scale Maintains wireless netwrks and CAT 5 cnnectivity Other duties as assigned Salaries are cvered by the ACPS Cmputer Repair Technician Netwrk Technician The netwrk technician is a psitin that requires A+ licensing as well as a Micrsft Certified Systems Engineering license. In additin t having technician respnsibilities at 2 schls will als assist the Netwrk Administratr with lcal maintenance f servers, ruters and switches in the schl district set up and ther required accunts fr use f prductivity sftware and cmmunicatins ther duties needed t supprt the ACPS netwrk The netwrk technician salary is $5, mre than their technician pay with the MCSE license and $10, mre than their technician pay with the MCSE and Certified Cisc Netwrk Administratr CCNA license. Netwrk Engineer The netwrk engineer prgrams servers, ruters and switches and supprts ur OS (perating system/ Windws Server). The netwrk engineer wrks in cperatin with the netwrk administratr t assure that all systems are functining at peak perfrmance and assists with installatin f new sftware systems fr instructin and remediatin Netwrk Administratr needs Manages all aspects f the ACPS netwrk, and its security Assists the Technlgy Crdinatr with planning fr the district's All ther duties as assigned Technlgy Crdinatr Plans, manages, and crdinates all aspects f the department f technlgy in cnjunctin with the schl bard ffice and instructinal staff. 11 Cmmunicatins Prvide ACPS faculty, staff and students the ability t wrk in a cllabrative envirnment including , cntacts, and calendars, as well as dcuments, presentatins and spreadsheets. Strategy 1 A - Using the Ggle dmain we wn (accmack.k12.va.us), make use f Ggle Apps fr Educatin (GAFE) which includes, but is nt limited t, Ggle mail ( ), Ggle calendars, and Ggle Drive. These features are all free fr verified educatin dmains. Ggle mail will be emplyed district wide prir t the beginning f the schl year t prvide ease f sharing cntacts and distributin lists. In additin, grups can be created which use a single address t send mail all members f the grup. Student use f Ggle mail will be phased in ver a perid f time as deemed apprpriate. (ACPS will need t use a 3rd party (Pstini??) fr archiving as dictated by law.) ACPS will be cnverted t Ggle mail by the beginning f the schl year. Emplyees f ACPS can migrate t Ggle mail, at their request, prir t that time. Migratin t Ggle mail will be relatively painless, hwever switching frm first initial last name (jsmith) t first name.last name (jhn.smith) will cause a few headaches frm a server and frwarding standpint (nt the user). Cntact sharing will be enabled fr adult users in the ACPS dmain while sharing fr student users will be disabled. Shuld the need arise cntact sharing fr students can be enabled fr individual schl. Ggle calendars will be emplyed by ACPS. These calendars can be shared within the cnfines f ur dmain, as well as t the public as deemed apprpriate (schl and event calendars). Ggle Drive will be implemented as a means f creating and sharing dcuments, presentatins, spreadsheets and frms. Each educatin accunt is allwed 30GB f data strage s users have plenty f rm t stre dcuments. Teachers will use Drive t share and distribute assignments. Students can then view and cmplete assignments, cllabrate with classmates as needed, and turn in their assignments. Teachers will be able t view and anntate thse assignments and the students will be able t see thse anntatins. The use f this paperless envirnment shuld save mney as less paper and tner fr printers and cpiers will be needed. Ggle Sites will be implemented by teachers fr cnstructing sites fr cntent distributin. Students will implement Ggle Sites fr demnstratin f knwledge purpses. 11

Training will cntinue during the 2nd semester f the schl year and by the schl year all secndary teachers will be expected t use Ggle Drive. Elementary vlunteer users will be sught thrughut the schl years, gradually widening the implementatin f GAFE until all teachers are using GAFE in the schl year. The speed at which Ggle Drive is implemented can be altered based n feedback frm teachers. The next stage f training will be using Ggle Sites and will fllw apprximately ne year behind implementatin f Ggle Drive. ( ) 12

The middle and high schl levels are currently mving tward making cmputing devices available t all students n an individual basis. During schl year a pilt prgram t study the feasibility f this initiative was implemented at Arcadia Middle Schl and Arcadia High Schl. Thrugh the use f Chrmebks, the Chemistry classes at Arcadia and the Seventh Grade Science classes at Arcadia Middle Schl the fllwing advantages are being realized; Free nline text bks are being used by teachers and students. These are als dwnladable s that students withut Internet access at hme are able t dwnlad them during class time and use them at hme. These textbks are mdifiable by the teachers n an nging basis. Teachers can add r subtract cntent t the text itself. The can als add utside resurces. Teachers can utilize clud strage t make wrksheets, assignments, etc. available t students. Students can turn in wrk, presentatins, etc. thrugh clud strage. 17
18 Students are mre engaged in the learning prcess than with traditinal textbks. Fr this pilt, Chrmebks were used. Hwever, ACPS will cntinue t review ther emerging technlgies in rder t chse the device best suited t ur changing needs. Currently the advantages f Chrmebks include They are the mst cst effective individual cmputing devices available fr ur needs Because they are clud based they are nt as subject t viruses and malware as ther devices wuld be, thus minimizing the need fr ACPS supprt staff t maintain and update these devices. They are integrated with Ggle Apps and Ggle drive, thus giving student the pprtunity t acquire 21st century skills in wrd prcessing, spreadsheets, databases, etc., withut having t purchase these prgrams. If funds are available t cntinue the initiative tward individual cmputing devices fr ur students ACPS will spread this initiative in the fllwing manner: thrugh the purchase f 500 Chrmebks fr schl year These Chrmebks will be made available t all ACPS 7th grade students. During schl year Chrmebks will be made available t all 7th and 8th grade ACPS students. During the years fllwing, individual cmputing devices will be made available t ne additinal grade level per year, beginning with the 9th grade and then spreading t the remainder f the high schl grades. (If funds are available.) If it is determined that it is nt feasible r wise t cntinue this initiative after schl year , then the Chrmebks which were purchased fr the pilt will used in the fllwing manner They will be placed in Nandua Middle Schl, Arcadia Middle Schl, and Chincteague Middle schl as classrm sets. These sets will require the purchase f three additinal carts t secure and charge the Chrmebks. NMS and AMS will be issued 75 Chrmebk each (tw sets) and CMS will be issued 30 (ne set.) By extending this usage f individual cmputing devices t ther grade levels the afrementined benefits shuld be realized thrughut the secndary schls. In additin t the benefits mentined abve ACPS will als experience: cllege. Higher SOL scres as a result f the increased student engagement. Students mre adept at higher rder thinking skills and thus mre prepared fr Students using Ggle Apps fr Educatin in a cllabrative way, thus learning t wrk as a member f a team, which is the number ne jb skill emplyers are lking fr. Students wh having used mre technlgy have increased technlgical ability and are better equipped fr the 21st century wrkplace. Cst savings as expensive textbks fr a number f subjects are replaced with free nline textbks. 18
19 B - Utilize wireless technlgy carts and available high density equipment in learning activities that expnentially expands student engagement in the learning prcess. Given that the ACPS Schl Bard has adpted reading, math, and science series at the elementary level that have technlgy cmpnents. Access t SMART Bards, LCD Prjectrs, dcument cameras, etc. are necessary fr bth teachers and students t fully benefit frm the adpted prgrams. Utilizing the technlgy cmpnents f these prgrams increase student engagement and participatin thrugh sngs, games, vides, mvement, etc. The fllwing apprach will be taken t meet this critical need. Schl carts f 20, 24 r 30 laptps will be assigned t grades 3, 4, and 5 t be used as needed t address instructinal needs. A budget request has been submitted t supply 5 laptps per cre classrm in grades k, 1 and 2 which when cmbined with the 3 existing classrm cmputers will bring the ttal number f cmputers in these classrms t a minimum f eight C Replace 6-7 year ld inkjet printers with mnchrme laser printers. Over the next tw years we will need t replace ur aging HP 6940 teacher inkjet printers. The middle schl cre classrm teachers have successfully used mnchrme laser printers fr the last eight (8) years. We will replace the high schl teachers inkjet printers with mnchrme laser printers and use the ld inkjets as spares until we replace the elementary schls with mnchrme laser printers.
