Qualification and Finals Rationale: Continuing lack of awareness of RTS importance and function, with sometimes poor planning by OCs hampering effective Games and Event delivery. Poor service to athletes and stakeholders with potential failure to event delivery!

3 REMEMBER RTS All Event Planning and organization effects Results, Timing and Scoring; Athlete/entry numbers Range space and range constraints Daylight hours for shooting Schedule and all event timings Manpower and staffing numbers Weather NOTE: Any changes to range/target availability, organization, administration, either in physical or in delivery terms communicate and inform RTS Chairman/Jury. THINK CAUSE AND EFFECT WHO DO I NEED TO TELL!

4 RTS STAFF AND MANNING OC to provide; Chief RTS Officer - EST License 3 or 4 RTS Officers all with EST licenses (one each discipline range/event) One Office and Records Manager One Runner Volunteer and One Jury Liaison ISSF to provide; RTS Jury of: One Chairman and 3 to 5 Jury One Jury assigned to each discipline event Shotgun Jury provides one member for RTS duties (hence why Shotgun Jury has one extra member)

5 RTS PHYSICAL EQUIPMENT AND STORES OC to provide the following; Large Office with space for document storage Office must be lockable 3 x large Storage Cabinets with shelving (lockable) 10x A4 size paper trays 5 x Large Box Files Internet Access Printer (vital) Telephone or communications link with ranges (control rooms) Notice or dry board Stationary pens, staplers, rubber bands, scotch tape

9 PRE-EVENT ACTIVITIES AND RESPONSIBILITIES At least one day prior to Arrival Day: NOTE, means arrival of RTS jury member(s) one day earlier Pre-Event Testing; EST checks and target testing OC to provide firearms and ammunition and one or two shooting volunteers. #With Sius support and ranges open and functioning! Entry and Start List Preparations; Entry by event, RTS Jury athlete check in conjunction with ISSF Entry Manager TD constraints forms for each event in consultation with OC Competition Manager: -Targets not to be used -Relay numbers Start Lists production in conjunction with SIUS or results provider and cross check against entry by event Communication vital with and between; -OC Competition Manager -TD -ISSF HQ -Results provider/sius

11 ON RANGE OPERATIONS Purpose: Faultless event with correct result (TEAM WORK) Control Room - Technical Officers / RTS JM / RTS NTO Printers - One NTO must supervise each bank of 10 and collect printer strips in order at end of event after signing EST Problems - Range Incident Report, deal with problem and at end assist ITO/Jury to collect evidence and do not touch anything until told otherwise by RTS Jury

15 RESOLVING EST ISSUES RTS AND RTS NTOS Qualification; NTO range staff assist with collection of evidence in case of EST issue If applicable; backer, control sheet and till role for X-Shot Jury Finals; Two RTS Jury members; 1 FOP and 1 Control Room with Tech Officer RTS Jury FOP only for EST or scoring issues RTS reacts to and implements decisions affecting scoring taken by Final discipline jury Unexplained miss/0 and no evidence, the shooter ordered to fire another shot.

17 GOLDEN RULES Synchronise all watches with Games/Event computer time Ensure no one touches any EST equipment control boxes/buttons or equipment Except by SIUS Technical Officers or designated operators Must complete Incident Report Forms-speedy despatch Any incidents, leave ITO to collect all evidence but assist Never assume anything, always check/ask if unsure Do not look for problems or trouble
