3 Voltage and Reactive Power Schedule r10 Distribution The document will be reviewed as necessary by the Transmission Operator. The TOP will distribute the document to the following personnel initially and immediately following any permanent revisions to the document: Mgr., Generation Dispatch Operations EKPC Generator Operator KMPA Paducah Primary Generation, Plant Supervisor KYMEA Generator Operator The document will be provided to the TVA Reliability Coordinator and adjacent Transmission Operators within 30 calendar days of a request. 1 1 VAR R1.1

4 Voltage and Reactive Power Schedule r10 Voltage and Reactive Power Schedule The following voltage and reactive power schedules are issued by Louisville Gas and Electric Company ( ) and Kentucky Utilities Company ( KU ) (collectively or the Company ) as Transmission Operator ( TOP ). This schedule may be updated from time-totime, either by (a) re-issuance of this written schedule, which new schedule will permanently supersede this schedule or (b) phone calls from the TOP to the applicable generating plant operator, which schedules will be temporary changes in this schedule to address real-time reliability issues. It should be noted that, as a temporary change, generators adhering to a voltage schedule may be required to operate to a reactive power schedule. The Generator Operator ( GOP ) shall operate each generator connected to the interconnected transmission system in the automatic voltage control mode (with its automatic voltage regulator (AVR) in service and controlling voltage) unless the generator is exempted by the TOP or the GOP has notified the TOP of one of the following: That the generator is being operated in start-up, shutdown, or testing mode pursuant to a Real-time communication or a procedure that was previously provided to the TOP; or That the generator is not being operated in automatic voltage control mode or in the control mode that was instructed by the Transmission Operator for a reason other than start-up, shutdown, or testing. specifies target voltages and tolerance bands on the high voltage side of the generator step-up transformer. High voltage side refers to a location electrically connected to the generator step-up transformer, as designated by the Voltage Controlled Bus in Table 1, that has been determined by for controlling voltage in order to most efficiently protect equipment and allow for the reliable operation of the Interconnection. All on-line generators at a given plant shall control voltage (within the tolerance band) at the specified transmission bus given in the Table 1 below unless: A. While trying to increase the voltage above the lower bound, each on-line generating unit at the facility is operating within five percent of maximum VAR output, or at a Facility Rating. B. While trying to decrease the voltage below the upper bound, each on-line generating unit at the facility is operating within five percent of minimum VAR output, or at a Facility Rating.

The backup measurement location should only be used if the primary measurement fails. If the primary measurement fails, however, alternate data source is set up in the EMS so that the primary measurement will automatically point to the backup measurement will be displayed next to the primary voltage measurement if the backup voltage measurement is in use). 4 Ghent 1 regulates voltage on the 138 kv while Ghent #2, 3 and 4 regulate voltage on the 345 kv. This creates a potential operational issue with circulating VARs between units 2, 3 and 4 and Ghent 1. Therefore, to eliminate the circulating VAR issues, the GOP for Ghent plant can choose the target voltage for Ghent 1 as long as they do not violate the tolerance band in Table 1.

6 Voltage and Reactive Power Schedule r10 Notification Requirements The GOP shall notify 5 the TOP of any of the following (without intentional time delay): A generator deviates from its voltage or reactive power schedule 6 A generator s AVR is out of service or a generator is not being operated in automatic voltage control mode for any other reason 7 A status change on the AVR, power system stabilizer, or alternative voltage controlling device 8 A change in reactive capability due to factors other than a status change on the AVR, power system stabilizer, or alternative voltage controlling device 9 When notified by the GOP of any of the factors listed above, the TOP will direct the GOP to either maintain or change its voltage and/or reactive power schedule. Criteria for Exempt Generators Generators with a nameplate rating less than 75 MVA or interconnected at voltages less than 100 kv are exempt from annual VAR testing for MOD-025 per the SERC Regional Criteria: Verification of Generator Real and Reactive Power Capability, Revision 2 October 6, Therefore, AND KU has concluded that generators meeting this criteria are exempt from following a voltage or Reactive Power schedule; thus those generators are exempt from the voltage or Reactive Power schedule specified in this document (including without limitation the obligation to comply with this schedule in automatic voltage control mode and the obligation to maintain or change its voltage schedule or reactive power schedule following the loss of automatic voltage regulator control). Generators that are exempt from the voltage or Reactive Power schedule are not required to make any associated notifications.
