1 International Civil Aviation Organization WORKING PAPER ACP-WGW01/WP36 21/06/05 AERONAUTICAL COMMUNICATIONS PANEL (ACP) FIRST MEETING OF THE WORKING GROUP OF THE WHOLE Montreal, Canada JUNE 2005 Agenda Item 1: Development of SARPs and Guidance Materials for the Universal Access Transceiver (UAT) Universal Access Transceiver (UAT) Subgroup Development and Validation of Draft SARPs and Guidance Materials (Presented by Rapporteur of WG-C) SUMMARY: This Working Paper summarizes the activities of the Universal Access Transceiver (UAT) Subgroup of ACP Working Group C in the development and validation of the draft UAT SARPs and Guidance Materials.. ACTION: The ACP WGW is invited to review this Working Paper as it considers the draft UAT SARPs and Guidance Materials.

2 UAT Standards and Recommended Practices (SARPs) and Guidance Material (1 of 3) UAT SARPs development added formally to ACP work program in May 2003 by the Air Navigation Commission consistent with Recommendations 3/1 and 3/2 of AMCP-8 Work on UAT SARPs had been begun by WG-C in June 2002 (initially at risk ) in accordance with the conclusions of a May 2002 meeting of the AMCP WGW UAT Guidance Material includes the Manual on the UAT: Detailed Technical Specifications and an Implementation Manual for the UAT Frequency Planning Criteria for UAT have been developed in conjunction with the SARPs and Guidance Material 2

3 UAT Standards and Recommended Practices (SARPs) and Guidance Material (2 of 3) UAT Subgroup work on the draft UAT SARPs and the Manual on the UAT: Detailed Technical Specifications entered, with the approval of WG-C (Report of WG-C/6, Paragraph 3.6 (e)), a validation phase in October 2003 with submission to ACP targeted for Upon the fifth WG-C review of the draft UAT SARPs and the fourth such review of the draft Manual on the UAT: Detailed Technical Specifications, WG-C/9 agreed (Report of WG-C/9, Paragraphs 4.3, 4.6) that those documents as well as reports on their Validation would be submitted to the ACP WGW meeting for further review and approval. 3

4 UAT Standards and Recommended Practices (SARPs) and Guidance Material (3 of 3) The Implementation Manual for the UAT has been developed as further Guidance Material. After the second review of the Implementation Manual by WG-C, the Working Group agreed that the document would be submitted to the ACP WGW for further review and approval (Report of WG-C/9, Paragraph 4.8) 4

7 Draft UAT SARPs (WP07) Defines overall UAT system characteristics of Aircraft and Ground Stations (e.g., transmission frequency, transmit power, time/amplitude profile of UAT Message transmissions) Defines system characteristics of the Ground Installation and Aircraft Installation (e.g., ground station transmitter power, aircraft receiving function receiver sensitivity) Specifies physical layer characteristics (e.g., modulation rate and type, broadcast message characteristics, forward error correction, interleaving of UAT Ground Uplink Messages) 7

8 Draft UAT SARPs (WP07) 2002 baseline for draft SARPs was RTCA UAT MOPS, RTCA DO-282 Significant maturation of this baseline has been achieved: UAT Subgroup and Working Group C inputs Coordination with other ICAO Panels Three additional years of operational experience with UAT in the FAA Alaska Region Lessons learned from completion of certification of UAT avionics and commissioning of production UAT ground stations Feedback from UAT Subgroup Validation activities Current UAT certification baseline has been updated to reflect draft SARPs (RTCA DO-282A, FAA Technical Standard Order TSO C-154/C-154A) 8

9 Manual on the UAT: Detailed Technical Specifications (WP08) Defines UAT Message Data Blocks for both UAT ADS-B Messages and UAT Ground Uplink Messages Specifies System Timing and Message Transmission procedures as well as criteria for Successful Message Reception Defines Interface Requirements for the Aircraft Equipment (e.g., Report Generation to provide an output to other onboard avionics systems, mutual suppression) The Manual has undergone a similar maturation to that of the draft UAT SARPs 9

10 Implementation Manual for the UAT (WP09) Provides further Guidance Material for UAT Describes UAT operating concepts and an example of UAT equipage classes Describes how UAT ADS-B Messages may be scheduled and input requirements for UAT Aircraft/Vehicle transmitting subsystems Provides UAT Aircraft Installation Guidance Describes potential UAT Ground Infrastructure Provides UAT Frequency Planning Criteria (see WP14) 10

11 Implementation Manual for the UAT (WP09) Provides guidance on UAT spurious emissions Describes potential future services of UAT Includes 12 appendices with further information, e.g., UAT System Performance Simulation Results Standard Interference Environments for UAT performance analysis UAT Receiver Performance in the Presence of DME/TACAN, JTIDS/MIDS, and Self Interference DME Operation in the Presence of UAT Signals Aircraft Antenna Characteristics (including how to share SSR transponder antennas in a manner agreed to by SCRSP) Requirements and Desirable Features for the UAT (coordinated with OPLINKP) 11
