8 Coverage Testing Plan Scheduled to perform in May and June 2015 All testing is using a portable radio mounted to the hip, on the street Test 1 Urban industrial areas, ¼ mile grids 12dB attenuation added to simulate building loss No more than 3 adjacent grids can fail Test 2 Remaining bounded county area, ½ mile grids Must pass 97% or greater in each test independently 3 scoring members on each test team 1 from Chester, 1 from ACD and 1 from Harris 2/3 majority rules for pass/fail determination

38 System Configuration Configure settings at RF sites and Network Switching Centers. Verify IP addresses against the plan. Record site information and submit as part of the final documentation package. Verify system against drawings and make red-line corrections as required. Prepare all sites for Acceptance Testing. Provide interoperability interfaces to agreed-upon demarcation points and connect to interoperability gateways. Verify the microwave system and MPLS network are operational. Verify that the dispatch center is operational and ready for testing. 38

39 60-Day Burn-in Subsequent to Final Acceptance, Chester County will use the system for 60 consecutive days to demonstrate successful operation of the System (both hardware and software) over an extended period of time Catastrophic Failure refers to any failure that: (a) prevents normal radio traffic between users of the System and/or Subsystem, as applicable or (b) causes a loss of radio communications on the System and/or Subsystem, as applicable. Test restart from day 1. Non-Catastrophic Failures refers to all failures to the System that are not considered Catastrophic Failures. Resolved and test resumed without restarting the 60 day count. 39

40 Radio Programming Harris to assist the County in defining the talk groups and radio personalities. County representatives will participate in a P25 Structuring Workshop (facilitated by Harris) so that decisions can be made about the overall configuration of the system. The County representatives will represent the major users of the system and should, therefore, make key decisions that directly impact all users. Harris will conduct separate follow-up workshops to help finalize the group structure and radio personalities. When the County has completed the group structure and radio personalities and the plans have been approved, programming of the user equipment may begin. 40

41 Training Courses The Chester County training program is divided into the following categories: Pre-Installation Training System Management Training Emergency Responder Training Train the trainer 10 sessions over 5 days Dispatch Console Operator Training Train the trainer 2 sessions over 2 days On-Site Radio Usage Training Ongoing Training Web based (500 students per year) 10 Years 2/25/

42 Cutover Transition from the existing radio systems to the new radio systems will be planned to minimize disruption to operations of the participating agencies. The plan will take into account: Fixed equipment cutover Interfaces with and transfer of control to or from existing systems/equipment Dispatching transitions Special sequences Scheduled downtime Dual operation as necessary Personnel schedules Harris will provide a detailed cutover plan to the Project Team for approval prior to beginning Acceptance Testing. Transition will occur only after the Cutover Plan is approved by the County and Acceptance Testing is completed. 42

43 Cutover Planning Timing and Use of New and Existing RF Frequencies: The migration of users from the existing system to the new system must be carefully planned in order to minimize the impact to end users. System User Migration: A cutover plan will be jointly developed to schedule the emergency responders from the legacy system to the new system. User Unit Personalities: Harris will assist the County to develop a series of user profiles for the radio system users. These profiles will determine the user defined parameters for each agency and radio. Project worksheets will be filled out and approved, then forwarded to Harris for creation of individual personality files. Dispatch Support During Cutover: Since there is a period when dispatchers need to coordinate users on both systems, an interim solution will be created where the new dispatcher positions can communicate with field units on both the existing system and the new system during the transition phase. Dispatch Center Transition: Operation of the new consoles will be verified before transition is to begin. Harris will work closely with the County Project Manager to coordinate the dispatch center transition. i Dispatcher and Radio User Training: Radio users will need to be trained on the new Harris subscriber radios operation. Our training team will help the County develop quick-reference materials and produce seminar-oriented train-the-trainer materials to facilitate this. 43

44 Cutover Detail 1.Portable radios will be programmed. 2.Dispatcher and user training sessions will be conducted. 3.Interoperability Gateways will link the existing user channels to the new system talk groups during the cutover. 4.Radio users will make the switch when handed a new portable or when their new mobile is installed. 5.Vehicles will be equipped with new mobiles. The user will roll in on the legacy system and roll out on the new. (10 / day) 6.This transition will continue until all users of the legacy system have been issued a radio on the new system. Harris will turn off all remaining legacy system channels, terminate the dispatch audio patches, and reprogram the Interoperability Gateways for the various interoperability links per the design. 44
