3 P a g e 3 General System Overview The Motorola MOTOTRBO system shall provide reliable, efficient, radio functionality for North Lawrence Community Schools Transportation Department operational groups and shall accommodate Transportation and Schools operations communications requirements between these operational groups. The Radio System shall be provided with the features, functions, and capabilities as described herein. Required Features and Functions The proposed Radio System and protocol shall support the following features and functions: 1. The system and/or user equipment must support digital transmissions on a 6.25 equivalent, 12.5 khz TDMA channel. The system and/or user equipment must also support analog transmissions on 12.5 khz channels. 2. The Motorola repeater/base station equipment must be able to manage two independent time slots on a single 12.5 khz frequency using TDMA (Time Division Multiple Access) technology transmissions. 3. All portable radios must incorporate increased digital battery life over analog by operating in a TDMA digital mode. 4. All portable radios must include battery technology for automatic maintenance and reconditioning. 5. All radio equipment must support the use of radio subscriber accessories for automatic gain control and noise suppression. 6. The system and/or user equipment must include imbedded digital forward error correction technology to increase clarity throughout range. 7. The system and/or user equipment must include imbedded software based privacy or scrambling to protect user privacy during

4 P a g e 4 communications. This imbedded scrambling must support at least 40-bit protection with multiple keys. 8. All radios must include Emergency Declaration capability with single button activation. The Emergency Declaration shall provide visual and audible status notification to specified radios. The Vendor s Proposal shall include a detailed description of the Emergency Declaration features and programming options. 9. The system and/or user equipment must include imbedded GPS receivers in both the portable and mobile radios. Any additional external receivers or accessories shall not be required to receive or send GPS information. GPS shall be supported in a repeater mode. GPS antennas are not required at this time as GPS will be activated in a later phase. 10. The system and/or user equipment must include imbedded text messaging capabilities. Any additional external receivers or accessories shall not be required to receive or send text message information. The user equipment must support unit-to-unit canned and user creatable text messaging capability. The user equipment must support at least 140 scrolling characters. Text messaging shall be supported in a repeater and/or talk around mode. 11. The system and/or user equipment must include imbedded telemetry capabilities. Any additional external receivers or accessories shall not be required to receive or send telemetry information. Telemetry shall be supported in a repeater mode. It is assumed that telemetry from a vehicle will be by exception. Further support will be required to implement any telemetry connections. 12. The system and/or user equipment must include intelligent channel steering capabilities to revert GPS traffic to alternate channels to control and manage data traffic more efficiently on the system.

5 P a g e Automatic Vehicle Location (AVL) information shall include vehicle identification, location, speed and time of transmission. 14. Voice shall take priority over data transmissions on radios transmitting both voice and data information. 15. The system user shall have the option of applying for licensure to detailed radio interface information. This information shall allow the radio user, if capable, to develop custom applications. 16. The system shall provide a software application that allows the system administrator the ability to monitor and control the radio repeaters within the system. The Repeater Diagnostics and Reporting system shall provide the following capabilities: a. Repeater Diagnostics that include enabled-disabled station status, transmitter power status, available channels and RSSI levels. b. Repeater Controls that include changing channels, transmitter power, station reset and repeater knockdown. c. Repeater Alarm Reporting including receiver lock failure, transmit lock detect, station overheating, AC power supply failure and detect and report of failure. d. The application operates over the IP network or locally via USB or GPIO connection. e. Repeater Alarms: RX (Receiver lock failure), TX (transmit lock detect), Temp (station overheating), Power (AC Power supply failure), Fan (fan failure).

6 P a g e 6 Motorola MOTOTRBO Capacity Plus Trunking Conventional Capabilities: 1. The system shall be a UHF single-site, multi-channel radio network capable of supporting multiple interconnected user groups/fleets. Various entities and work groups must be able to communicate without regard to geographic location within the coverage area. 2. Future: The system design should allow connection of any site in the network to any site in the network over IP (Internet Protocol) to achieve the required network connectivity between sites. The network infrastructure should allow the system operator the flexibility of being able to configure the network in a linear, star or mesh type of network configuration. 3. Future: System capability should allow expandability to support additional and/or future sites, radio channels, and users. The network should have the capability of being expanded to at least 15 sites. 4. Future: The system design should allow seamless roaming between sites: The system shall provide for automatic radio switching between network sites without any action by the user to provide communications without any message interruption throughout the designated coverage area. 5. The system shall have the ability to remotely disable and enable a radio from a central location. 6. The system must support data traffic on available timeslots in the pool of resources. 7. The system shall be capable of supporting data communications that include GPS location services, text messaging, and a data interface for other customer specific and supplied applications including telemetry, system performance management, VoIP dispatch, AVL, work-order management, and connectivity. 8. Future: In the event of a wide area link failure, the system shall continue to maintain its local repeater operation and shall continue to provide wide area communications where a wide area link is still available between sites.

7 P a g e 7 Radio User Equipment General All user radios proposed (portables, mobiles, TrboVUi, and control stations) shall fully support all features and functions available for user radios in the Motorola MOTOTRBO system. The pricing for user radios shall include programming and installation services required for operation. At the appropriate time during the implementation process the Transportation and IT Department will be expected to develop detailed programming personalities and talk group configurations with input and assistance from users. User radio programming shall not be performed until N Lawrence Schools IT has approved the programming personalities and issued a written notice to proceed with radio programming. FCC Licensing Successful bidder will modify existing license to add 2 additional UHF repeater pairs and 4 simplex frequencies. All work will be provided in bid package. Portable Radios Needed The proposed Motorola portable radio should be rugged, reliable, and provide the following minimum features: Emergency button khz analog channel bandwidth khz TDMA (6.25e) digital channel bandwidth. _5 Alphanumeric display radios. XPR Non-display radios. XPR SL7550 radio s 1000 Channels (SL7550) 1000 Channels (XPR6550), 32 Channels (XPR6350) Digital Signaling - PTT ID, Private Call, All Call, Call Alert,

External microphone and speaker connections. 10 Speaker microphones. 10 Ear piece. Standard Li-on battery. Full line of optional accessories. 6 Programmable buttons - XPR6550 (supporting both long and short press) (3 programmable buttons XPR6350) (The radios are to be provided programmed by vendor.) Meet IP57 submersible requirement with or w/o accessory cover attached 10 Spare Impres standard batteries 3 Impres 6 unit display multi-unit chargers Proposed portable radio units shall conform to applicable Portable Military Standards 810C, 810D, and 810E. The portable transmitters and receivers must further meet or exceed the following specifications. The proposed Motorola mobile radio should be rugged, reliable, and provide the following minimum features: Emergency button khz analog channel bandwidth khz TDMA (6.25e) digital channel bandwidth. 100 Visor Microphone (to keep drivers hands on the wheel at all times) 100 Push to talk buttons mounted near the driver Channels (XPR4550) Digital Signaling - PTT ID, Private Call, All Call, Call Alert, Escalating Alerts, Emergency, Radio Check, Radio Disable/Enable and Remote Monitor Analog Signaling - MDC1200: PTT ID, Emergency and Call Alert Full line of optional accessories. High power unit (at least 1-40 watts). 4 Programmable buttons (supporting both long and short press)

The Admin Office will require one control station installed on the first floor in the equipment room attached to a TRBOVUI Server. School Requirements: Control Stations: Six schools needing a control station in Principals office and installed by the vendor. The following minimum features should be supported by the proposed control station radio: Emergency button khz analog channel bandwidth khz TDMA (6.25e) digital channel bandwidth. Alphanumeric display 1000 Channels (XPR4550) Digital Signaling - PTT ID, Private Call, All Call, Call Alert, Escalating Alerts, Emergency, Radio Check, Radio Disable/Enable and Remote Monitor Analog Signaling - MDC1200: PTT ID, Emergency, and Call Alert Enhanced Touchtone microphone for texting to users Full line of optional accessories. 12 vt. power supply for each control station 4 Programmable buttons on front of mobile (supporting both long and short press) Yagi antenna and ½ superflex for up to 4 schools. AC and Coaxial suppression required for each Yagi.

12 P a g e 12 TrboVUi Software Requirements 1 TrboVUi Gateway required 2 Five packs of TrboVUi client required NLCS will provide all hardware and network requirements for this application. Motorola MTR3000 Repeater Equipment Two, Capacity Plus, higher specification repeaters will be provided at Water Tower. These sites will require 2-1 KVA UPS rack mounted with 10 minutes of back-up power. All racked equipment to be installed in existing building at water tank. Proper AC and Coaxial surge suppression will be provided. 120 volt. AC power to be provided by NLCS. Base Station Transmitter The base station transmitters shall conform to the minimum standards specified by TIA/EIA-603, Section 4.2, and the Code of Federal Regulations 47, Part 90, Subpart I. The transmitters shall further meet or exceed the following specifications. 13 P a g e 13 specified by TIA/EIA-603, Section 4.1. The base station receivers shall further meet or exceed the following specifications. Frequency Range MHz Analog Sensitivity 0.30 uv (0.22 uv typical) (12 db SINAD) Digital Sensitivity 0.30 uv (0.20 V typical) Adjacent Channel Selectivity (TIA603) 12.5kHz: 75 db (78 db typical) Adjacent Channel Selectivity (TIA603D) 12.5kHz: 45 db (60 db typical) Spurious Rejection UHF: 85 db Audio Distortion Less than 3% (1% typical) at 1000 Hz; 60% RSD Site Assembled Rack Equipment-At Site. It is expected that the Vendor will design, prepare and assemble each system network site s equipment into a compact, industry rated, equipment rack supplied by customer. The system equipment rack may include all associated network components of base station repeaters, duplexer, UPS, as specified earlier, band pass/band reject filter and AC and lightning protection 19-inch rack mounted. Two-Best or equivalent 1000 VA UPS with monitor software must be provided. A portable back-up generator (2KVA) will be provided by North Lawrence Community Schools. System documentation shall include detailed drawings of these racks and the associated equipment and termination cabling. Antenna Work Requirements Tower work must be performed by the radio contractor, no subcontracting

14 P a g e 14 will be allowed. The successful vendor will have at least 25 years experience at tower erection and climbing. All work to be performed to US OSHA standards. All antenna work must be guaranteed for a period of 5 years. Antenna and radio servicer must be based within 75 miles of Bedford, IN. The existing water tank will support 2 UHF antennas, one on top (140 ) and 1 at 110 side mounted. Antenna loading based on a 7.8 db gain exposed element antenna. Coax will be 7/8 heliax. Proper lightning suppression is required including coaxial surge suppression and ground halo per Motorola R-56 standards must be provided at tank. Coax must be run into building with rubber boot entry. A 7.8 db gain antenna with 7/8 heliax will be provided. An 8 3/8 jumper will be provided between the 7/8 coax and the repeaters. The coaxial suppressor will be grounded to the tank ground halo outside. A 10 foot ice bridge will be provided between the water tank and the equipment room. Data Circuits N. Lawrence IT will be responsible for providing data. Future: GPS Vehicle Location Server and Software This solution requires location data from all units to transmit to the multiple repeaters in the system when activated by N. Lawrence Schools in the future. GPS location software and services are not required at this time. Performance Guarantee The successful vendor will guarantee the Motorola MOTOTRBO single site system to provide mobile coverage with a realistic reliability within the footprint of North Lawrence Community Schools. Furthermore, the vendor is responsible to provide a complete working system. Any components necessary to complete the project, not anticipated by the vendor, will be

15 P a g e 15 the sole responsibility of the vendor to provide at no cost to the District. Completion date The mobiles, control stations, and repeaters are required to be installed no later than December 28, The Halo grounding system around the water tank is to be completed by April 30, 2013.
