2 Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing): See DP150 routing and approval form. Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall: 1. Provide notice of its intended decision to enter a single-source purchase contract in the manner specified in s (3) FS, if the amount of the contract does not exceed the threshold amount provided in s for CATEGORY FOUR. 2. Request approval from the Department of Management Services for the single-source purchase, if the amount of the contract exceeds the threshold amount provided in s for CATEGORY FOUR. If the Department of Management Services approves the agency s request, the agency shall provide notice of its intended decision to enter a single-source contract in the manner specified in s (3), FS. PUR 7776 (rev.10/14) Page 2 of 2 60A-1.010, F.A.C.
3 1. OVERVIEW The Department intends to purchase contracted service from a vendor providing microwave connectivity between its communication towers as set forth in Exhibit 1. This purchase shall not include payment for equipment or materials. The vendor shall provide the connectivity with its own equipment and the service provided shall meet the requirements set forth in this document below. 2. TECHNICAL SPECIFICATIONS The technical specifications address microwave connectivity between tower sites and State Regional Communications Centers (RCCs), all as described in Exhibit 1 Microwave Connectivity. The technical specifications only apply to the mutual aid channels described in Exhibit 2 Mutual Aid Channels. All radio or network equipment is currently at sites utilized for the Statewide Law Enforcement Radio System (SLERS). Shared resources exist that shall be accounted for at any new site (e.g., cabling, punch blocks, rack space, conduit, radio gateways, etc.) Existing Microwave Transport Microwave transport shall be provided for the number of circuits shown in Exhibit 1 for transporting voice traffic of each mutual aid radio channel shown in Exhibit New Microwave Transport Additional microwave transport shall be provided upon request and implemented within 45 days of receipt of purchase order Circuit Requirements Each circuit shall provide the equivalent of 4-wire control, tone-remote, radio-control line. At the tower site, each circuit shall be connected to a MASTR III radio base station and meet or exceed the control line requirements for both transmit and receive. At the State RCC, each circuit shall be connected to a radio gateway unit (R-GU) of the Florida Interoperability Network (FIN) and meet or exceed the control line requirements for both transmit and receive. MASTR III control line requirements can be found at: FIN R-GU control line requirements are in Exhibit 3 R-GU Control Line Specifications. Control line settings shall be adjustable within the range of the aforementioned equipment; but, are typically set as follows: 600 Ω, input and output 0 dbm, output voltage from equipment -16 dbm, input voltage to equipment
4 2.4. Path Reliability and System Uptime Microwave transport path reliability shall be %. Antenna space diversity will be accepted to achieve this reliability. To avoid unplanned outages, system uptime for all microwave equipment shall be 24 hours a day, 7 days a week, 365 days a year, or subject to Section 2.9 for maintenance and repairs Planned Outages Planned outages shall be consistent with the procedures practiced for microwave transport on the Statewide Law Enforcement Radio System (SLERS) A.C. Power Microwave equipment shall be provided A.C. power, which includes on the following: Generator with a minimum seven days fuel capacity under full load of the facility, and automatic transfer switch (ATS) Uninterruptable power supply (UPS) between ATS and microwave equipment 2.7. Troubleshooting Outages Service Provider shall cooperate and participate with the Department as requested for troubleshooting outages to determine cause of outage when not readily evident to be the equipment, Telco, control point, or other causes Maintenance Personnel and Test Equipment Service Provider shall supply all supervision, labor, service facilities, repair parts, test equipment, and supplies necessary to maintain and repair the microwave transport Maintenance and Repairs Service Provider shall maintain and repair the equipment so that the equipment will continue to operate the same manner it operates per manufacture equipment specifications, FCC licenses and per FCC rules. Service Provider maintenance personnel shall promptly respond to any emergency maintenance and repair service requests received from the Department of Management Services (Department) and, if necessary, Service Provider maintenance personnel shall be at the location of the failed equipment within two hours after receipt by Service Provider of the Department request for emergency service. No fixed equipment shall be out of service in excess of six hours after the receipt by Service Provider of the Department request for emergency service if the equipment failure results in the inability of mobile radio units using the equipment to communicate with each other or with a dispatch center.
