General Summary of Function/Purpose of Position The function of this position is to perform tasks of a Radio Communications-Electronics Technician in support of Michigan s Public Safety Communications System (MPSCS) and the State of Michigan (SOM) Land Mobile Radio (LMR) users of the MPSCS. The technician will be part of a highly skilled and specialized team that provides 24-hour support of the MPSCS. This position specializes in fault analysis and fault isolation to repair and maintain the Motorola SmartZone infrastructure equipment and the core IT and network telecommunications components of MPSCS.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 50 Support Michigan s Public Safety Communications System (MPSCS) by installing, repairing, maintaining and programming the Motorola SmartZone infrastructure equipment located in the Public Safety 911 Centers, Master Sites, Prime Sites and Remote Sites across Michigan; and Support the IP/MPLS Microwave Backhaul network that the SmartZone system utilizes to provide networked communications to the above listed sites. Troubleshoot, repair, program and maintain Motorola Smartzone network servers located at zone master sites. Troubleshoot, repair, program and maintain Motorola SmartZone zone controllers and network access storage (AS) devices at zone master sites. Troubleshoot, repair, program and maintain infrastructure equipment (i.e. 800MHz trunked and conventional repeaters; site routers, site switches, site controllers, GPS references, trunked and conventional comparators, RF antenna system networks, alarm and control systems, et al.). Troubleshoot, repair, program and maintain Public Safety Dispatch Center communications equipment (i.e. dispatch consoles, servers, routers, switches, recording equipment, telecom circuits, et al.). Troubleshoot, repair and maintain the power systems that provide primary and backup power to all equipment listed in the above tasks. Makes on-site repair decisions in the absence of a supervisor and helps train technicians of lower levels. Performs and participates in disaster recovery functions including system back up and recovery and participates in contingent communications planning in case of system outage. Duty 2 General Summary: Percentage: 35 Troubleshoot, repair, program and maintain State of Michigan fixed and mobile communications equipment, to include: Land Mobile Radio (LMR) equipment, Mobile Data Computer (MDC) systems, and various departmental specific telecommunications and electronic equipment as required. Troubleshoot, repair, program and maintain LMR equipment located in State of Michigan (SOM) public safety vehicles (i.e. mobiles, vehicular repeaters, vehicular portable chargers, scanners, CB s, et al.). Troubleshoot, repair, program and maintain MDC equipment located in SOM public safety vehicles (i.e. RF modems, computer docking stations, printers, card readers, et al.). Troubleshoot, repair and maintain the equipment and wiring required to provide power to the MDC and LMR equipment installed in SOM public safety vehicles (i.e. charge guards, fuse busses, power distribution systems, etc.). Troubleshoot, repair and maintain ancillary equipment located in SOM public safety vehicles (i.e. electronic sirens, PA s, speakers, radar, camera recording systems, et al.). Install and maintain intercom and public address systems at Michigan Public Safety Communications System (MPSCS) locations as required. Setup, program, troubleshoot, repair and maintain mobile communications systems required for temporary communications (i.e. public events requiring public safety presence, major crime scenes, riots, natural disasters, etc.). Perform coverage tests of radio system with computerized mapping programs. Pinpoint RF interference issues. Install LMR, MDC and ancillary equipment into SOM public safety vehicles anywhere in the state. Duty 3

3 General Summary: Percentage: 15 Radio Technician support services. Document time and activity. Document maintenance and inventory records in the Asset Management System database. Maintain all test and measurement equipment to ensure that it is calibrated and in good working order. Maintain departmental vehicles used for the duties assigned as a technician. Maintain a technician laptop. Assist of technician when requested or necessary. Check emergency power generators for proper operation. Check HVAC systems for proper operation Other duties as assigned by supervisor. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. This position is a lead worker that has the ability to make on-site decisions in the absence of a supervisor in certain matters of field service. Persons affected by these decisions would be technicians at a lesser class and the users of the MPSCS radio system. 17. Describe the types of decisions that require the supervisor's review. The supervisor s review would be required for unusual service problems, policy interpretation and circumstances that have an impact outside the assigned region. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Radio technicians routinely must lift radios weighing 50 pounds in and out of vehicles. They must carry test equipment weighing 35 pounds, and move 200 pound base radios and consoles with assistance. They encounter high voltages while working on transmitting equipment. This position must be capable of driving vehicles up to two ton trucks and a different vehicle every day. They must have hearing sufficient to evaluate proper operation of two-way radio equipment and hear commands and warnings while engaged in this work. 19. Critical Job Role: Provide technical support, installation, repair and maintenance to DIT contracted RF and data systems, and related components. Required competencies: Quality Orientation, Tech/Prof Knowledge & Skills, Managing Work, Applied Learning, and Safety. This position is responsible for maintenance and installation of all MPSCS equipment. This position is responsible for maintenance and installation of all MPSCS equipment. The function of this position is to perform tasks of a senior level Radio Communications Technician on the 800 MHz MPSCS radio system; this organization provides 24-hour specialized support to MPSCS. Independent decisions must be made during the normal working day and in times of emergency. This position would not only entail repairing two-way radio, but being able to perform repairs and maintenance on critical infrastructure equipment. This equipment includes digital microwave radio, channel banks, routers, switches, hubs and other networking equipment. Incumbent needs to have specific networking knowledge pertinent to the MPSCS radio system and general digital communication standards such as DS3, T1 and LA/WA. Position also requires knowledge of computer operating systems such as Unix and Microsoft Windows to provide support for critical system components such as servers and zone controllers. This is a lead worker position that makes on-site repair decisions in the absence of a supervisor and helps train technicians of lower classifications. 24. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of an associate's degree in electronic technology. EXPERIECE: Radio Communications Technician 8 o specific type or amount is required. Radio Communications Technician 9 One year of experience equivalent to a Radio/Communications Technician 8. Radio Communications Technician E10 Two years of experience equivalent to Radio/Communications Technician, including one year equivalent to a Radio/Communications Technician 9. Alternate Education and Experience Radio Communications Technician E10 Possession of a bachelor s degree or higher with 16 semester (24 term) credits in job specific or related course work may be substituted for the education and experience requirements. KOWLEDGE, SKILLS, AD ABILITIES: A technician in this position must be responsible, mature, and have initiative, as the technician is required to work without constant supervision and make on-the-spot decisions in emergencies. The technician also must be personable as the technician is a representative of the department and makes contacts outside the department. CERTIFICATES, LICESES, REGISTRATIOS:
