3 Adams Co PA - Background VHF 4 sites 522 sq/mi, 2010 census = 101,407 Coverage is very poor Mobile Coverage is marginal in many areas Portable in-building coverage is almost non-existent Last infrastructure upgrade was in 1979 Equipment has been discontinued No manufacturer support Parts no longer available for repairs Purchase of equipment via EBay

17 Adams Co PA RFP Request For Proposals Structured RFP in 3 Sections: Radio Infrastructure and User Equipment (including interop and paging sub-systems) Microwave Backbone Tower Sites (towers, shelters, generators, etc.) Award- Hesitation to Make Decision Took about a year- Motorola, Alcatel, JG Contracting

18 Adams Co PA Award / BAFO Vendor Selection Initial selection based on best value BAFOs Vendors sharpened their pencils and offered very competitive pricing Motorola - price is approx. 37% off list price, they also offered an additional incentive i of $265,000 if contract is signed by Dec 15 Alcatel/Lucent - also offered a December signing discount valued at $56,556 JG said they would not increase their price, even tho steel prices have went up Final Cost (reductions realized since BAFO) Tower Sites were reduced from 20 to 19, while still meeting coverage requirements Refined interoperability sub-system to reduce cost Conversion to a DC power source at all shelters, which reduced cost

20 What Adams Co is getting 19 site, 800MHz P25 PH2 Public Safety Radio System This is a standard, core public safety radio system with no frills. Some non-critical features were dropped for BAFO (extra system redundancy, console headsets, service equipment), there are no more features to trim Coverage req- countywide 8db, 20db in certain areas Starter subscriber package (end user radios) is included Minimum counts of mobile & portable radios based on # of apparatus, not one portable for every person

21 What Adams Co is getting cont Microwave 20 hops Mix of 6 and 11GHz MPLS Interop Sub-system Provides interoperability within Adams County and with surrounding counties in PA and MD VHF, UHF and 800 Alphanumeric paging system They are keeping their two-tone legacy system as well
