VILLARAIGOSA MAYOR C/o City Clerk Room 395, City Hall Re: 29 Urban Area Security Initiative (UASI) Grant Award Budget Modifications and Contracting Authorities (Council File No ) Dear Honorable Members: Transmitted herewith for City Council consideration are proposed budget modifications and contracting authorities to the Fiscal Year 29 Urban Areas Security Initiative (FY9 UASI) grant award from the United States Department of Homeland Security (DHS). On August 3, 21, City Council accepted the FY9 UASI award in the amount of $54,632,36 for a term of 31 months, September 3, 29 to April 3,212 (Council File No ). On June 7, 212, the California mergency Management Agency (CaIMA) approved an extension for the Los Angeles Regional Interoperable Communications System (LARICS) project to November 3, 212. On November 3, 212, a six month extension request was submitted to CaIMA. Grantor approval of this request is pending. LARICS Contingency Projects The Los Angeles Regional Interoperable Communications System (LARICS) is a collaborative effort of law enforcement, fire service and health service professionals with elected and appointed officials to implement a regional interoperable radio communications system. The FY9 UASI LARICS allocation of approximately $23 million for the LARICS project was originally designated by the Los Angeles/ Long Beach (LAlLB) UASI Approval Authority for the design of the system. However, due to significant project delays, authority is requested to reallocate funds to contingency projects in order to meet the grant deadline, as referenced in Attachment 2. 2 NORTH SPRING STRT Los ANGLS, CALIFORNIA 912 PHON: (213) 9786 FAX: (213) MAIL: MAYOR@LAC1TY.ORG
2 February 8,213 Page 2 of6 A total of $4,893,719 will be reallocated to regional partners including the American Red Cross and the California Institute of Technology (CaITech), as well as to LAlLB UASI partner jurisdictions which includes the City of Hawthorne, Long Beach, Pasadena, and Santa Monica. The City of Los Angeles Police Department, Information Technology Agency, Bureau of ngineering, and mergency Management Department will be allocated $2,16,281 as described below. CalMA approved these modifications on December 18, 212. Los Angeles Police Department Microwave Video Downlink Upgrade ($491,) The Los Angeles Police Department's aircraft fleet, operated by LAPD's Air Support Division (ASD), has used downlink technology since 28 to transmit aerial video feed to mobile receivers during tactical operations. Downlinking provides incident commanders and citywide emergency management agencies with a great tool in decision support by optimizing situational awareness and improving collaboration. The limitations of the current system, operating on a frequency of 4.9GHz, restrict aircrafts from transmitting over 1 watt of power from the air, which in turn, confines their altitude to 1,5 feet above ground. These limitations have caused persistent interference, reliability and video quality issues during brush fires and other natural disaster and criminal response operations. FY9 UASI funds will be used to purchase equipment for Mount Lee, three (3) LAPD aircrafts, and one (1) portable receiver, all of which will be upgraded to a dualuse 4.9/6.5 GHz system to remove the altitude restriction, increase the reliability and use higher power to improve video quality. from LARICS to the Los Angeles Police Department for the purchase of Microwave Video Downlink equipment. CCTV System Upgrade (28,441) The Los Angeles Police Department (LAPD) Central Division is responsible for monitoring and operating LAPD's Closed Circuit Television (CCTV) system. This system has been an integral component of LAPD's crime reduction strategy in addition to the protection of critical infrastructure and key resource locations along with the identification of criminals. Since the project's buildout in 25, LAP D's Central Community Police Station has directly managed video feed transmitted through a series of multiple pan and tilt surveillance cameras connected to a dedicated wireless network. FY9 UASI funds will be used to upgrade receiver and transmitterrelated equipment at various locations. from LARICS to the Los Angeles Police Department for the purchase of LAP D's CCTV System equipment.
3 Page 3f6 Information Technology Agency DC Power Plant Upgrade ($3,) The City of Los Angeles Information Technology Agency (ITA) is responsible for the operation and maintenance of the citywide trunked radio system. ITA is requesting 8 power plant systems for five radio communications sites in order to ensure land mobile radio, data, and microwave traffic continues to operate in the event of a power failure. The DC power systems requested will provide eight hours of backup power to the radio communications sites until the emergency generator can turnon, or until a technician can reach the site and restore power. These DC power plants are essential in ensuring communications remain operable during manmade or natural disasters. from LARICS to ITA for the purchase and installation of DC power plant upgrades for five radio communication sites. Bureau of ngineering Radio Communication Site Upgrades ($69,84) The City of Los Angeles Bureau of ngineering (BO) is currently managing multiple projects to upgrade citywide radio communications sites. In order to ensure these communication sites can continually operate effectively, BO has identified the need to install two 4KW and two 2KW emergency generators at the Mount Lee and Baldwin Hills radio communications sites. The generators would provide emergency backup power to new communications shelters being built on each site. mergency generators are an essential component to the survivability of a radio communications site in the event of a disaster, as they can provide multiple days of power, allowing emergency responders to carry out their duties without interruption to their telecommunications systems. BO has also identified the need to install a Heating Ventilation Air Conditioning (HVAC) System at the radio communications sites. The HVAC system will maintain the proper temperature of the communication shelter to ensure the equipment does not overheat. The lack of proper cooling for the battery system could result in system failures. The radio and battery equipment housed at this site supports the public safety and first responding agencies of the City of Los Angeles and its regional partners. Additionally, BO identified the need to install a Water Pump System at the Mount Lee radio communications site. The Water Pump System will move water from the Mount Lee cistern, on the west side of the communications site, to the helipad on the east side of the site, where Los Angeles Fire Department (LAFD) airships land and refill in the event of a fire. The new water pump will allow (LAFD) airships to fill directly from the site without the need for additional intervention or support from backup water vehicles.
4 Page 4 of 6 from LARICS to BO for the purchase of the radio communication site upgrades for the Mount Lee and Baldwin Hills radio communications sites. mergency Management Department mergency Operations Center Computer Replacements ($416,) The mergency Management Department (MD) mergency Operations Center (OC) is responsible for managing information effectively and efficiently and for sharing information with the Operational Area, the Region and the UASI partners. Replacing the outdated computers will provide for continued communications interoperability and data sharing during OC activations and will promote a common operating picture of events and incidents through enhanced situational awareness and coordinated resource management in accordance with the National Incident Management System (NIMS) and the National Response Framework (NRF). FY9 funds will be used to replace 144 OC workstation computers and monitors, 15 OC audio visual display control computers and monitors, 3 OC GIS workstation computers and monitors, and additional disk and server storage space. from LARICS to MD for the purchase of OC computers and related equipment. RCOMMNDATIONS It is therefore requested that the City Council: 1. Authorize the Mayor, or his designee, to: a. Modify the existing grant budget (Council File No ) for the FY9 UASI grant by reallocating funds between projects as described within this report and as listed in the summary of budget modifications as referenced in Attachment 1; b. xecute contract amendments with the Los Angeles/Long Beach Urban Area Partner Jurisdictions, including Hawthorne, Long Beach, Pasadena, and Santa Monica and extend the grant performance period to April 3, 213, subject to the approval of the City Attorney as to form and legality, as referenced in Attachment 3; c. xecute a contract with CalTech for a total contract amount of $3,688,199, subject to the approval of the City Attorney as to form and legality; and
