Responsibilities and distribution Controlled copies of this standard shall be complied with by all personnel who are responsible for the design, implementation, or maintenance of level crossing telecommunications facilities. Implementation The provisions of this are mandatory for all new installations. It supersedes Issue 1 of GT/TD TEL 090. Issue 2 was withdrawn prior to issue. 5 Provision of Telephones at Level Crossings Page 5 of 13 art B P 1 Purpose 2 Scope 3 Definitions 4 General This Directive details the telephone systems and equipment which shall be provided at level crossings. This Directive shall apply to all types of level crossing. It is intended to detail the minimum mandatory requirements. Additional requirements may be specified by the Operations Manager or by HM Railway Inspectorate. Mono dial telephone A telephone capable of dialling a pre programmed number when the handset is lifted and a button pressed. Hunt Group A group of telephone lines linked together. Callers dialling either the first number in the group, or a special pilot number, will be connected to the first free line in the group. Attendant s Telephone Telephone for use by Operations Staff and not for use by members the public. Operations Manager The manager designated by the organisation having responsibility for the management and safety of the crossing. The criteria and standards for level crossing protection are laid down in the Railway Construction and Operation Requirements, Level Crossings. This will be referred to in this document as The Requirements. Traditionally telephones have been provided at some occupation and accommodation crossings, at all half barrier crossings and some other types of modernised crossings. With increases in line speed, changes in barrier technology, and more stringent safety requirements, many more crossings are being specified with telephones. 4.1 Systems shall be designed to provide a reliability appropriate with the required availability. Availability will be commensurate with the risks. The risk assessment shall be recorded. 4.2 When ordering Public Telecommunications Operator (PTO) provided circuits for AHBs and ABCLs (refer to Sections 7 and 8), 24 Hour, 7 day cover, premium maintenance must be stipulated (eg, British Telecom (BT) Totalcare). For other types of crossings, the risk assessment of availability shall lead to specification of appropriate maintenance arrangements. For crossings with high risk, more secure systems shall be provided. 4.3 Existing systems which do not meet the requirements of this directive shall only be replaced or upgraded with the agreement of the Operations Manager. 6 Page 6 of 13 Provision of Telephones at Level Crossing 4.4 Power supplies for level crossing telephone systems shall be in accordance Telecomms Directive GT/TD POW All crossings with telephones must be displayed on the signalbox diagram or equivalent. Therefore the appropriate Signalling Design office shall be advised of any new crossing telephone installation. 4.6 Where new or altered telephone systems are provided there may be an effect on Statutory Orders governing the crossings concerned. The office having responsibility for the Statutory Orders shall be advised of the proposed new or changed installation. 5 Telephone Instruments 5.1 Only current standard BR Catalogued weatherproof telephones shall be used. 5.2 Telephones shall be type approved to a Group Standards Specification and the functional specification shall be approved by Operational Standards in consultation with HMRI. 6 Labelling 6.1 All labels and emblems shall be in accordance with The Requirements and GT/TD TEL 056. Catalogue numbers shall be determined from the Telecommunication Installation & Procurement Service (TIPS) Label and Emblem Catalogue. 6.2 Telephone emblems shall be visible from the area of the crossing between the barriers. The roadside telephones must be fitted with emblems on the front and both sides. If this is not possible then an auxiliary bracket must be provided to carry the emblem. The emblems must also be visible from the signs advising drivers to telephone, and if this is not possible then additional emblems or telephones may be used as shown in The Requirements. 6.3 The name of the crossing, including the track mileage, instructions for use and the 8 figure Ordnance Survey grid reference shall be displayed in accordance with GT/TD TEL 056. Track mileage shall be shown according to local usage (eg, in miles and chains, miles and yards, or kilometres). 6.4 At AHB/ABCLs where automatic announcements (as in 13.9) are not provided, a notice shall be provided giving a public telephone number for use in the event of failure of the telephone provided. This notice does not need to be illuminated and may be sited inside the telephone lid. 6.5 At AHBs and ABCLs, where the line closes for a period and where automatic announcements (as in 13.9) are not provided, the minimum requirement is for an illuminated notice to be provided giving the instruction for use and times of closure. The information to be included on the notice is provided by the local Operations Manager. 6.6 At AHBs and ABCLs where the automatic announcing facility (as in 13.9) is installed, an illuminated notice shall be provided inside the telephone stating the following. At other types of crossing where the automatic announcing facility is installed, the notice shall be provided but does not need to be illuminated. 6 R A I L T R A C K

7 Provision of Telephones at Level Crossings 7 Automatic Half Barrier Crossings (AHB) Page 7 of 13 During the hours when the line is closed an announcement will be heard on calling the signalbox. If you do not receive ring tone or the announcement, the telephone is faulty. Please ring {telephone number} from the nearest public telephone. 6.7 The attendant s telephones shall be labelled with a black St Andrew s Cross in accordance with GT/TD TEL 056. The black on yellow telephone handset emblem shall only be used on the public level crossing telephones. 6.8 The Signalbox telephone termination shall be clearly labelled with the name of the level crossing and, where space allows, the track mileage (see Clause 6.3). Telephones are mandatory at AHB crossing installations. The minimum provision is two telephones for use by the public. In addition an attendant s telephone may be required at the local barrier operating position. The attendant s telephone is for use when working the barrier under local manual control. The attendant s telephone is provided if none of the public telephone can be reached from the local control position. 7.1 Standard Arrangement of Telephones One telephone shall be positioned on the right hand side of the road on each approach. The telephones shall be mounted on, or near, the road traffic light signal posts accordance with The Requirements. The attendant s telephone, where provided, shall be positioned at the local control position. If the construction or arrangement of the crossing is such that it would be inconvenient to mount the telephone on the road traffic signal post then a separate telephone mounting post may be used. 7.2 Telephone Operation The operation of the telephone shall be press button to call The method of operation must be obvious to the casual user, both in daylight and during the hours of darkness. 7.3 Ringback to Telephones Bothway calling shall be possible on all telephones. That is, the Signalman shall also be able to call the telephones at the crossing. 7.4 Faults on individual telephones or the failure of a user to replace the handset on any telephone shall not prevent the correct operation of the remaining telephones. 7.5 When telephones are provided at crossings where BRT has no cable infrastructure, service from a PTO may be used. Premium maintenance shall be specified on ordering (see Clause 4.2). 7.6 Type of System The British Rail designed Public Emergency Telephone System shall be used (BR 87/37950 and 87/37951). 8 Page 8 of 13 8 Automatic Barrier Crossings, Locally Monitored (ABCL) Provision of Telephones at Level Crossing Telephones at ABCLs are provided for use by drivers of large or slow vehicles and persons in charge of animals. The provision of telephones is mandatory. 8.1 Arrangement of Telephones The telephones shall be mounted in the same way as for AHB crossings as in 7.1 above The telephones may be connected in parallel on the same telephone line, provided the conditions of 7.3 and 7.4 above are met. Otherwise separate lines shall be provided. 8.2 The method of operation must be the same as for AHB crossings in 7.2 above. 8.3 Types of System A range of systems may be used to provide telephones at the crossing as shown below.. The service provided at the crossing shall be designed to provide the specified level of reliability and most economic design. 9 Occupation and Accommodation Crossings Direct Central Battery, with press to call button A level crossing telephone system, such as the Public Emergency Telephone System An extension trunk dialling (ETD) extension with mono dial telephone programmed to dial the Signal Box/Crossing Box, see Clause Any of the above via a public network private circuit where BR circuits are not available. See also Clause A public exchange line with an mono dial telephone programmed to dial only the Signal Box/Crossing Box, see Clauses and 4.2. The telephones shall be provided in accordance with Group Standard GO/OT 0003 and shall be agreed by the Operations Manager on a site specific basis. 9.1 Minimum Requirements The Operations Manager shall specify the number of telephones and their position, but shall in no circumstances be less than two telephones positioned adjacent to the gate, one on each side of the track The telephones shall be used solely for the crossing and not shared with any other function such as a signal post telephone The Operations Manager shall specify whether a single telephone line serving both telephones in parallel or multiple lines are required Wherever practicable, the telephone shall be located on BR property Signing shall be provided by the local S&T Engineer at the crossing in accordance with Dept of Architecture and Design Information Sheet Types of System 8 R A I L T R A C K

The service provided at the crossing shall be designed to provide the specified level of reliability and most economic design. A 10 Crossings with Miniature Warning Lights 11 Bridle Way Crossings Direct Line, which may be lift to call or press to call A level crossing telephone system, such as the Public Emergency Telephone System An ETD extension with auto dial telephone programmed to dial the Signal Box/Crossing Box, see Clause Any of the above via a public network private circuit where BR circuits are not available A public exchange line with an mono dial telephone programmed to dial only the Signal Box/Crossing Box, see Clause Where telephones are required at such crossings they shall be provided in accordance with Section 9 for Occupation and Accommodation Crossings Telephones are provided at bridle way crossings in accordance with Group Standard GO/OT Where telephones are provided then the techniques shall be as for Occupation and Accommodation Crossings in Section The signs shall be provided by the S&T Engineer in accordance with Dept of Architecture and Design Information Sheet Remote controlled Closed Circuit Television Crossings 12.1 A telephone is to be provided adjacent to the control equipment for the use of the attendant. Any of the types of circuit described in Clause 8.3 may be provided For those crossings fitted with automatic barrier lowering facilities, telephones shall normally be provided for use by the public if there are animals or slow moving vehicles that use the crossing. The requirements for ABCLs in Section 8 shall apply; in particular the method of operation shall be press to call For those crossings not fitted with automatic barrier lowering facilities, telephones shall only be provided for use by the public if requested by the Operations Manager or HMRI. The method of operation may be either lift to call or press to call. R A I L T R A C K 9

10 Page 10 of 13 Provision of Telephones at Level Crossing 13 Signal Box/ Crossing Box Equipment 13.1 Terminating the Lines The Signal Post Telephone concentrator or any other concentrator may be used to terminate lines to crossings Otherwise a separate telephone or terminating system (eg, a key system) shall be provided The position of the telephone shall be agreed with the local Operations Manager Where the signalman has outside duties, a remote audible alert shall be provided AHBs and ABCLs: Calling Indication Calls from AHBs and ABCLs shall be announced in a distinctive and imperative manner. The calling signal shall be different from other types of telephone circuit, equipment, alarms, fire alarms, etc. and shall remain effective until the call is answered The calling signal for AHB and ABCL level crossing telephones shall sound even when another circuit is in use on a telephone concentrator On a concentrator, call indications for AHB and ABCL telephones shall be red. No other type of telephone circuit shall have a red call indicator On a concentrator, any calling button or other means of initiating a call to AHBs and ABCLs shall also be coloured red. No other type of telephone circuit shall have a red call button AHBs and ABCLs: Provision for Closures If the signal box closes, an absent switch shall be provided. The switch will be operated by the signalman when the line closes The operation of the absent switch shall disable the audible indication. If a call is made from the level crossing while the absent switch is operated, then when the absent switch is restored the call signal shall become effective and remain effective until the signalman acknowledges it in the normal way Interlocking between the absent switch and the block/signal controls shall be provided in accordance with GK/ST 0071 to ensure that the switch in the absent position cannot be overlooked or signals cleared inadvertently when trains should be cautioned over the crossing Where the signal box closes but the line remains open, calls shall be extended to the next open signal box on the same line by the operation of the Block Switch. An absent switch will not be provided AHBs and ABCLs: Automatic Announcement Facility Where the crossing is installed on a line that closes, the requirement for informing crossing users of the times of closure may be met by the provision of a recorded announcement facility applied by the absent switch The Operations Manager shall decide on the provision of an automatic announcing facility The script for the announcement shall be: 10 R A I L T R A C K

Mae n ddiogel croesi followed by a repeat announcement in English Other Non AHB/ABCL Crossings: ETD and PTO Exchange Circuits Where only one crossing is served by a signal box/crossing box, only one ETD or PTO exchange line is required Where more than one crossing is served exclusively by ETD or PTO exchange lines, a minimum of two lines in a hunting group shall be provided for each group of crossings. Where a mixture of ETD and PTO lines are used then a minimum of two lines of each type shall be provided for each group of crossings. The group may, for example, consist of all those crossings located within a single signal section or block section The Operations Manager will decide if additional lines are required on the basis of expected calling rates Each incoming line group shall be separately labelled Outgoing calls to telephones at a particular crossing may be by: single operation (eg, by single press of push button, touch screen, etc.); stored number (by keying a short code); keying the full telephone number. 14 Testing and Commissioning Where the exchange is electronic, dual tone multi frequency (DTMF) dialling shall be used In lieu of the methods in Clause 13.1, an acceptable method of terminating the lines is to provide a key system at the signalbox. The incoming line groups each be allocated buttons, either per group or per line. Each crossing may be allocated a separate button for outgoing use if sufficient are available. Otherwise the provisions of shall apply Remote Controlled Closed Circuit Television Controlled Crossings If circuits are not terminated on a concentrator, then the telephone for each crossing shall be physically adjacent to the crossing controls and clearly identified as associated with the crossing The Design Engineer shall ensure that any necessary alterations to Statutory Orders and signalbox diagrams have been carried out The Design Engineer shall inform the Operations Manager in advance of commission order that he may issue the necessary notices All new and altered installations shall be tested in accordance with Telecomms Installation Instruction BTEL 9034 before the telephones are brought into use. 12 Page 12 of 13 Provision of Telephones at Level Crossing 14.4 The telecommunications maintainer must be informed when the system is to be brought into use so that he may make the appropriate arrangements and update equipment databases as necessary Checks shall be made that all signs and labels are installed in accordance with this Directive Public telephones shall be clearly marked as not in use until commissioning has taken and the Operations Department has brought them into service. 12 R A I L T R A C K
