Conclusions: Present in the submitted items are the fragmented remains of fi ve (5) improvised ignitable liquid containers and the remains of an ignition source. Properly ignited, ignitable liquids wou ld burn and could cause property damage, personal injury, or death. Results of Examinations: Ignitable Liquid Residues: Chemical analyses of Items 80 and 83 identified residues of gasoline and a medium petroleum distillate (MPD). For detailed information on the chemical analyses conducted on the res idu es, see the FBI Laboratory Report of David A. McCollam, Explos ives Unit, dated March 13, (DAM) Improvised Ignitable Liquid Container: Present in Item 80 are the di sassembled remains of a glass jar and metal lid. The diam eter of the base of the jar measures approx imately 3 I /8" in diameter. The diameter of the I id measures approximately 2 5/8" in diameter. Present in Item 80-1 are two (2) lengths of black colored tape with a width of approximately 6/8". The longest length of tape measured approximately 4 Yi". Page 2 of 9

A photograph is depicted below in Figure # I: \ ij Figure #1 - item 80 Present in Item 83 are the disassembled remains of a glass jar and metal lid. The diameter of the lid measures approximately 2 5/8" in diameter. There are multiple pieces of broken glass. Present in Item 83-1 are several lengths of black colored tape. Two (2) of the lengths of tape had a width of approximately 3 7/8". Present in Item 83-2 is a blue colored rope measuring approximately in length and 1/5" in diameter. The diameter of the lid measures approximately 2 l /4" in diameter. There are multiple pieces of broken glass also present. The diameter of the lid measures approximately 2 1/4" in diameter. There are multiple pieces of broken glass also present. The diameter of the lid measures approximately 2 5/8" in diameter. There are multiple pieces of broken glass. Present in Item 88-1 is o ne ( I) piece of black colored tape measuring approximately 12" in length and 7 /8" in width. The flare appears to have been used. Manufacturer information on the fl are includes the following: "ORION 15 MINUTE RED EMERGE CY FLARE" Chemical analyses of Item 85-1 which is powder removed from the flare was identified as a mixture of strontium nitrate, potassium nitrate, sulfur, a hydrocarbon material with a carbon range from approximately C22 through C27, and a material consistent with wood. Item 85-1 powder is consistent with powder from a flare. For detailed information on the chemical analyses conducted on the residues, see the FBI Laboratory Report of David A. The individual, upon entering the premises appears to be carrying five (5) cylindrical containers with handles. The containers appear to contain a yellow colored material. The individual in the video breaks the containers and then is observed utilizing a red colored road flare to ignite the area where the containers were broken.
