1 12 October 2016 Spaceport, Manchester Delivering Devolution The Role of New Public Service Delivery Models This complimentary event will explore how commissioners and providers can work together to implement the devolution agenda in areas such as health, social care and children s services. The prize is significant: more locally tailored, joined-up and effective services. The challenge is how to deliver on this promise in practice. He comes from a policy development/strategic planning environment and his strengths lie in getting his sleeves rolled up and working directly with front line teams. He has advised at a senior level across a huge range of public services including adult and children s social care, school support services, youth services and the NHS. His particular expertise is in supporting clients to make sense of the huge range of internal and external variables that affect their service (or portfolio of services) and to distil all of this down into a clear strategy. Scott Darraugh CEO, Social adventures Scott Darraugh is the Chief Executive of health and wellbeing spin-out, Social adventures. He is a leading social entrepreneur and an influential voice in the social business sector. Scott has been active in pioneering change in public health services for over 10 years. Scott was a Project Director in NHS Salford for over eight years, delivering innovative, community based programmes to some of the UK s most deprived neighbourhoods. In 2010 Scott became Chief Executive of Social adventures after leading his team of Public Health Specialists out of the NHS in Salford to create one of the country s first NHS Social Enterprises. Since launching Social adventures, Scott and his team have worked to diversify the business and decrease reliance on single contracts. In addition to the health and wellbeing centre, Social adventures coown a community garden centre, Garden Needs, and have launched a series of social enterprise childcare nurseries, Kids adventures. In 2011 Scott was one of the UK s Top 100 Young Social Entrepreneurs. Warren Heppolette Strategic Director, Health and Social Care Integration, Greater Manchester CCGs, Local Authorities & NHS England Warren started his career as a neighbourhood housing officer twenty years ago. After a number of roles in housing management, Warren moved into corporate policy at Stockport Council before becoming the policy manager for health & social care supporting partnership developments
4 between the council and the local NHS. Warren joined the NHS in 2006 to become Director of the Association of Greater Manchester PCTs, developing joint commissioning and leadership arrangements. Warren supported the transition to the new NHS arrangements as Director of Policy & External Relations for NHS Greater Manchester. In 2012 Warren joined NHS England as the Greater Manchester Area Team s Director of Operations & Delivery. In April 2014, Warren was jointly appointed to the post of Strategic Director, Health & Social Care Reform by the councils and CCGs of Greater Manchester supporting the historic health & social care devolution developments. Jonathan Lindley Director, Mutuals Programme, Office for Civil Society, Inclusive Economy Unit Jonathan s entire 35+ year career has been spent in the public sector, largely in the Department for Work and Pensions or its predecessors, moving from temporary Clerical Assistant to Senior Civil Servant. From 2003 to 2009 Jonathan worked at the Legal Services Commission (LSC), the Border & Immigration Agency, and spent 2 years as Regional Director at Government Office for the East Midlands before returning to DWP as Change Director. He has just started an 18 month loan to lead the Mutuals team in DCMS. He has an abiding interest in the difference which good leadership can make to people and their performance, and in delivering social value. Jonathan lives between Sheffield and Manchester and spends his working week in Sheffield and London. In his spare time he enjoys singing and playing the acoustic bass guitar, reading, and a variety of outdoor activities including road and mountain biking, walking and skiing. He is also a shareholder in the Community Interest Company which was created to buy and run his local pub which was threatened with closure. Rachel Law Chief Executive, PossAbilities After years of making cuts to Rochdale s Adult Social Care Services, Rachel decided that there had to be a better way, and began a two year quest to parcel up the Learning Disabilities Service and take it out of local authority control. This process involving winning political support, developing a credible business plan and winning the backing of service users, trade unions and staff. This led to the birth of Possabilities CIC. In August 2014 she was invited to 10 Downing St to celebrate the formation of the first 100 Public Sector Mutuals a journey which took her twenty years and which began when she took a job as a care assistant. It turned out to be more than just a job, and her passion for supporting and championing vulnerable people saw her take a series of steps which led to her spending eight years as Head of Learning Disability Provider Services at Rochdale MBC, responsible for Shared Lives, day services, supported living, respite and community outreach. In 2011 Rachel won the North West Care Innovator award, which recognises exceptional entrepreneurial skills in developing, implementing and establishing new services which demonstrate benefits for staff, service users and the business itself. Hazel Blears Chair, Social Investment Business; Chair, Institute for Dementia, Salford University Hazel initially trained as a lawyer in private practice and local government. She was a councillor on Salford City Council for 8 years and was elected to Parliament in 1997.
5 Whilst an MP Hazel held ministerial roles in Government in Health, Police and Counter Terrorism and as Secretary of State for Communities and Local Government. She led the change to community policing and developed the Prevent strategy. Later she was a member of the Intelligence and Security Committee and recently contributed to the report on the role of Women within the UK Intelligence Community. Hazel has always been a champion for Social Enterprise and took the Social Value Act through Parliament. Hazel is now a non-executive director of the Co-operative Group and also of Land and Lakes Ltd and works as a consultant. She is the Chair of the Social Investment Business, Chair of Salford University Institute for Dementia and a trustee of the Alzheimer s Society. Ian Dodds Deputy CEO, Achieving for Children Ian Dodds is Deputy Chief Executive and Chief Operating Officer at Achieving for Children the first children s services organisation in the UK to spin-out of two local authorities into a community interest company. Ian was the programme manager responsible for creating Achieving for Children in 2014, and as Chief Operating Officer now leads the company s business operations including its corporate strategy, finance, people management, communications and business development. Previously, he was an Assistant Director for children s services in the London Borough of Richmond upon Thames. Alex Hopkins CEO, Together for Children Originally from the West Country, Alex has held a number of roles in Local Authorities across the country. He led the improvement and transformation of children s services in Northamptonshire, before moving to Sunderland in 2016 to set up the new company for children s services in the city Together for Children. Mila Lukic Investment Director, Bridges Ventures Mila previously worked as a Management Consultant with Accenture focusing on transformational change management, organisational design and strategy, and process improvement work. Mila also spent four years working on a crowdsourcing not-for-profit focused on funding scholarships for young leaders in developing world countries to participate in some of the world s most forwardthinking education programs. At Bridges Ventures, Mila is part of the Social Sector Funds team, focusing on Social Impact Bond investments. Mila holds a First Class Honours Bachelor of Science degree from Simon Fraser University in Canada and an MBA from INSEAD. Nick Temple Deputy CEO, Social Enterprise UK Before joining Social Enterprise UK, Nick was working as an independent consultant with a whole host of organisations, including UnLtd, Skills Third Sector, the Guardian, Venture Partnership Foundation, Stepping Out, The British Council and the London School of Economics. Nick also co-founded and helped run POPse!, the world s first pop-up social enterprise think-tank, and is on the board of the SROI Network.
6 Nick was previously the Director of Policy and Communications at the School for Social Entrepreneurs, with responsibility for all communications, policy work with government, and overseeing evaluation and research. He also designed and delivered learning programmes on social franchising and for leaders of NHS Right to Request social enterprises. Before that, he was director of the Global Ideas Bank and the Natural Death Centre, and co-edited Poem for the Day Two, and the Time Out Book of Country Walks vol.2, books whose royalties go back into charitable work.
