On the 10th and 11th of November 2015, ASLI hosted the 7th World Chinese Economic Summit (WCES), under the theme: China and the World Forging Euro-Asian Partnerships Towards Shared Prosperity. The summit was held at The Savoy, the iconic London hotel and theatre venue, with parallel session hosted by the House of Lords and Kensington Palace. The two-day event gathered together over 300 participants, including state leaders, ambassadors, public intellectuals and the international business community, and featured high-level panel presentations, roundtable discussions, sideline meetings and networking sessions. As part of the Opening Ceremony, HRH Sultan Nazrin Muizzuddin Shah, Sultan of Perak Darul Ridzuan, Malaysia, gave the Royal Address. Through his speech, entitled The New Silk Road - History in the Remaking, he expressed his confidence in this Chinese initiative, which he said he believed would promote joint mutual benefits in an egalitarian and less intrusive way by focusing on a business intensive approach. HRH Sultan Nazrin also argued that the success of the Belt and Road venture would depend on the participation of all countries across Europe and Asia in making independent decisions based on mutually acceptable terms. Finally, Sultan Nazrin stressed the importance of China s diplomatic management of its territorial disputes in maintaining the credibility of this initiative. He noted that going forward the WCES should serve as the platform for this, as well as building stronger partnership and real collective action involving all stakeholders between developed countries, emerging markets and developing nations. Dato Seri Ahmad Zahid Hamidi, Deputy Prime Minister of Malaysia, delivered a Keynote Address in which he spoke of how strengthening ASEAN- China ties is key to regional peace and prosperity in Southeast Asia. The speech, entitled Enhancing UK - China Relations: Building a Common Future, also focused on the Chinese economic miracle, whereby 30 years of double-digit economic growth in the region has ushered in a re-balancing of history s global equilibrium. If we look back 500 years ago to the 16th Century, he said, Asia not only accounted for the majority of the world s population, as it still does today, but it also contributed to nearly 50% of world trade. Dato Sri Liow Tiong Lai, Minister of Transport of Malaysia, explored the details of China s Belt and Road initiative and what this will mean for ASEAN. He argued that it is not an exaggeration to say that if businesses do not pay attention to the far-reaching implications of the regional economic development of China, they would not only lose business opportunities, but also find their markets eroded. Dato Mah Siew Keong, Minister in the Prime Minister s Department, gave a Keynote Address on the importance of the Chinese Diaspora in facilitating business opportunities worldwide. He noted that these communities play an imperative role in the economic development of their country of origin, and that diasporas represent a bridge to knowledge, expertise, resources and markets. If engaged correctly. he argued, they can be central to promoting trade and FDI. while also creating business and stimulating entrepreneurship in their home country. China s former Vice Premier H.E. Zeng Peiyan, Vice Chairman of Boao Forum and Chairman China Centre for International Economic Exchanges delivered a Special Address at a Luncheon in the House of Lords. He spoke on China s economic prospects and challenges. Finally, Tan Sri Michael Yeoh, Chairman of the World Chinese Economic Summit and CEO of the Asian Strategy & Leadership Institute (ASLI), noted that after seven years, he truly believed that the WCES had grown to become the premier annual event bringing together government, business leaders and entrepreneurs from China, Asia, India Hong Kong and Europe. ASLI SIGN PARTNERSHIP WITH OXFORD BUSINESS GROUP A landmark report on Malaysia by the global publishing firm Oxford Business Group (OBG) will chart the country s progress as it moves to diversify its economy in a climate of fast approaching regional integration. The Report: Malaysia 2016 will look in detail at the range of opportunities for investors across the sectors of the country s economy, which range from real estate and lslamic financial services to manufacturing. There will be extensive coverage of the 11th Malaysia Plan, which is driving the country s bid to achieve developed-nation status by The Asian Strategy and Leadership Institute (ASLI) has signed a Memorandum of Understanding (MOU) on research with OBG for its forthcoming publication. The institute s experts will work with OBG to compile and produce The Report: Malaysia The ASLI is an independent, non-profit think-tank which promotes dialogue and understanding between government, business leaders and civil society across ASEAN and the wider Asia-Pacific region. It also provides strategic analysis and advice on critical issues within its field. ASLI s Chief Executive Officer Tan Sri Dato Dr Michael Yeoh said he looked forward to contributing to OBG s forthcoming report which, he added, was due out in what should be a pivotal year for both Malaysia and the broader ASEAN region. Malaysia s position as chair of ASEAN this year provided the country with an opportunity to raise its profile on the international stage ahead of the launch of the AEC, he said. We expect our research with OBG to explore what full regional integration means for the country, in terms of opportunities and challenges, while also charting the changing domestic economic landscape. OBG s Regional Manager for Asia Lauren Denny said that while the Group had worked closely with ASLI over the years, the new partnership heralded a closer collaboration that would bring something extra to the team s research. These are exciting times for Malaysia, both at home, where major infrastructure projects are being rolled out, and regionally, she said. I m delighted that the Asian Strategy and Leadership lnstitute s experts will be contributing to our tenth-anniversary project by providing us with an additional and timely, regional perspective. During the Closing Ceremony, Tan Sri Ramon Navaratnam, Director of ASLI and Chairman of the Centre for Public Policy Studies (CPPS), spoke of how throughout the years that the WCES has always been active. It has explored ways China can beneficially contribute to business and diplomatic relations in the ASEAN region, and how through engagement with China, the diaspora can be further economically empowered, he argued. On 16 September, 2015, the Department of National Unity & Integration (JPNlN) in the Prime Minister s Department and ASLl convened a national conference entitled Enhancing National Unity & Integration: Towards a Common Destiny-Where Do We Go from Here. Altogether it has brought together 1200 delegates represented by government officials, state leaders, academicians, business leaders, political scientists, lawyers, community based leaders and think tanks to take stock of what Sabah has achieved, where the short-comings are and what more can be done to further strengthen the future of Sabah. YAB Datuk Seri Mohd Najib bin Tun Abdul Razak, Prime Minister of Malaysia launched the conference and delivered a keynote address, accompanied by the Chief Minister of Sabah, YAB Datuk Seri Panglima Musa Aman and a Minister in the Prime Minister s Department, YB Tan Sri Datuk Seri Panglima Joseph Kurup. The conference was moderated by both Tan Sri Michael Yeoh, CEO of ASLl and Datuk Seri Dr Ronald Kiandee, Deputy Speaker of the House of Representative, Parliament of Malaysia. It was held with an aim to explore how to better incorporate Sabah s perspectives on Malaysia s development effort-with a view on how Sabah can benefit from a more inclusive development approach. It sought the opinion of the relevant stakeholders to reach a common understanding to strengthen Sabah s integration in Malaysia. It discussed how the Sabah state and Federal government cooperation and the exchange of experience regarding integration policies can be improved; and how socio-economic and political dialogue can be strengthened. Tan Sri Dr lrwan Serigar, Secretary General of Treasury of the Ministry of Finance began the conference s first plenary session, calling for a strengthened focus on economic inclusivity; an improved efficiency and performance of road infrastructure development; increased access to the energy services by the off-grid communities; and a strengthened job market for youth employment. For him, significant progress has been made by the Federal Government in integrating Sabah s needs and priorities in the 10 consecutive Malaysia Plans. However, much can be done to address the aforementioned areas. Ms Fui K. Soong, CEO of the Centre for Strategic Development (CENSE) position may be seen in her session on how Sabah has progressed economically since the formation of Malaysia. She considered how the current security situation in the East Coast, the presence of illegal immigrants in Sabah as well as high cost of living faced by urbanites Sabahan might have an impact on Sabah s economy and the well-being of the locals. She concluded that more funds should be allocated for the construction of highways. urban roads and to improve on the condition of rural roads as well as an expansion of Sabah s ports in the BlMP EAGA trade development through adequate construction of bridges. More importantly, there is a need for both the Federal and State governments to work closely to implement the recommendations of the Royal Commission lnquiry (RCl) on illegal immigrants. lf Sabah aims at strengthening its integration through the economic sector, it needs to create more enabling opportunities women living in the rural and interior areas. Dr.Madeline Berma, an Associate Professor from Universiti Kebangsaan Malaysia raised concern over Malaya-centric policies that underpin the Sabah development policies. Various policy interventions may be said to have addressed the needs of the Sabahan population, but some interventions cannot bejustified honestly as it has caused the economic exclusion and marginalisation of the non-malay Muslim Bumiputeras in Sabah. There is a distinct awareness and realisation that the local elites are seen as proxies to the Federal government. This further adds to a lack of distrust between communities and local leaders. Given the importance of honouring the spirit of the Malaysian Agreement and the 20/18 Point Memorandum, the need to strategically empower the human capital of Sabahan, with specific reference to the non-muslim Bumiputeras engagement in the public sector is critical to achieving inclusive development. Datuk Seri Panglima Wong Khen Thau, Honorary Life President of Sabah Industries questioned if the formation of Malaysia is a marriage of convenience or is it an officially satisfied partnership? ln posing this question, he noted with grave concern that there are some clear benefits that How from the Malaysian Agreement, mainly benefitting the growth and development of Semenanjung Malaysia. His present thinking implied by the plea to go back to more of an equal partnership between the Federal government and the State government, is that to allow more autonomy to be given to Sabahans as he sees the potential of Sabah to be an economic power house in this region. The proposed review includes the Petronas agreement to ensure conformity with the Sabah Land Ordinance, the Federal Constitution and to increase the royalty payable to Sabah in respect of such petroleum to 10%. The issue that his session highlighted was a nuanced argument that takes into account Sabah s entitlement to cash payment; royalty and export duty. Much of Professor James Chin, Director of the Asia Institute of Tasmania, University of Tasmania, Australia s session illustrated the chronological and narrative context of Sabah s political development since the formation of Malaysia. The upsurge of the Federal Factor since the 1960s and the trends since the l980$ had revolved around cycles of nationalism. He also explained that there are three political categories in Sabah: Muslim, Non-Muslim and Chinese, and that these are all becoming more rigid. More pointedly, the electoral competition is shifting to a 30. Youth made up 60% of the electorates in Sabah. To date. however, despite considerable investment to improve Malaysia s youth development, there has been very little focus of how, in practical terms, to address the current market in Sabah that lacks the ability to create opportunities for young people to contribute. This conference offers an opportunity for reflection to examine if youth in Sabah are adequately and equally empowered to meet the demands of the job market available in Sabah, and what is clear is that emigration to Semenanjung Malaysia may be reduced. Hence, it is important to create an environment for Sabahan youth to play a meaningful role in the development of Sabah. An important insight from Edmund Bon representing the Bon Advocates. his session on Sabah s Financial Provision and Rights is also that Sabah and Sarawak have special rights in the Federal Constitution. Its people have special protection over and above Malayans. The parliament and government cannot cancel and override the special rights of Sabah and Sarawak in the Federal Constitutions. Edmund offers an important rationale and justification as to why there shall be a Prof James Chin addressing the Seminar. Muslim or Muslim- plus outcome (meaning it is almost impossible now to have a non-muslim government in Sabah). Despite the often perceived notion that Sabah is unique, it remains in the case that Sabah is beginning to mirror that of Peninsula Malaysia, not only in the make-up of its political parties, but also in the issues that is being campaigned on. MOU Signing between ASLI and National Unity and Integration Dept. NATIONAL ACTION PLAN ON SABAH Following the Enhancing National Unity & Integration conference jointly held with the Department of National Unity & Integration (JPNIN) on Malaysia Day, ASLI has been commissioned by JPNIN to develop Sabah National Action Plan. The National Action Plan (NAP) on Sabah seeks to be a document that supports the strategic, coordinated and sustainable inclusive development in Sabah as a key to enhancing integration and unity. The NAP will identify short and long-term goals for the next three years and how we will work together in the different sectors, to reach these goals. It outlines the strategic areas of focus, spheres for mutual collaboration and improved mechanisms for coordination. It will present a strategic opportunity to identify and agree on areas of cooperation between government agencies, the UN, civil societies, NGOs, community based organisations, think tank and the academia to strengthen Sabah s integration through inclusive development. According to Dr Arnold Puyok, Head of Department of Politics and International Relations. UNlMAS, one important distorting characteristic of the implementation of the 20-points agreement is that is typically not fully delivered. A series of development have had an impact on Sabah. As he noted with concern, Sabah rights/ and autonomy are gradually diminishing. Secondly, there has been an increase in cases of non-compliance to the 20-Points/ and ICC recommendations. Thirdly, the issue also played out in the amendments to the state constitution in terms of religion, language and natural resources, which had altered the uniqueness of Sabah s characteristics. There is no doubt whatsoever that discussion about Sabah should move beyond the 20-Points Agreement. The line of thinking should be based on Vision 2020, namely to establish a united Malaysian nation with a sense of common and shared destiny. He also revealed that Syarikat Perumahan Negara Berhad (SPNB) wil be building and undertaking 12,000 units of Rumah Mesra Rakyat (RMR); 5,000 units of Rumah Idaman Rakyat; 20,000 units of Rumah Aspirasi Rakyat; an extension of the fifty percent (50%) stamp duty exemption on instrument of transfer and loan agreements, in addition to increasing the purchasing limit from RM400,000 to RM500,000; raising the ceiling of Skim Rumah Pertamaku to RM500,000; and raising the qualifying borrowing age to 40 years old. The Minister sought the cooperation of Bank Rakyat to ease bank loans, but also acknowledged the need to balance between providing means of financing home buyers and at the same time addressing increasing household debts. The National Housing Council will also discuss the streamlining of PPPs, which will lead to the creation of a new agency under Jabatan Perumahan Negara to facilitate the needs and wants of industry players. Every year, between 150,000 and 180,000 houses are built but there is still an acute undersupply of houses. By 2020, there will be a supply shortage of 3.3 million homes. There is also a lack of affordable housing. H.E. Dr. Sofyan A. Djalil. Despite unfavourable global economy, Indonesia s economy is expected to grow about 4.8 percent this year. With our current series of reforms, we expect that the growth will accelerate gradually and it could reach 6 percent or even better in 2017, said the Vice President. He further mentioned that Indonesia also recognizes the need to further strengthen coordination and synergy among regional cooperation architecture such as APEC, G-20, and Pacific Alliance (Chile, Colombia, Mexico, Peru). We also recognize their respective characteristics, natural resources and strengths, and hence underline the importance of cooperation, as well as to avoid any duplication to provide added value and complementarities. Indonesia stresses the need to strengthen exchanges of consultations at various levels and explore opportunities to collaborate on joint endeavours on issues of common concern. Such collaborations could cover mutual topics such as connectivity, infrastructure, sustainable development, food security, energy security, climate change, and disaster response and preparedness issues. The Vice President also mentioned that the development in Indonesia is not only focusing on one or two regions. but spreads all over Indonesia. Every region in Indonesia is unique and contains different assets as the modality to be further developed. Indonesia has all the potentials, waiting to be explored. Those golden opportunities shall not be missed by investors. In 2030, our energy market is estimated to reach USDZ70 billion, and therefore large opportunities lie ahead to any investors who do not only want to invest in Indonesia, but also to make Indonesia as regional production basis to enter wider markets, both in this region as well as other regions. The Minister of International Trade & Industry II, Dato Seri Ong Ka Chuan delivered the Luncheon Address on ASEAN Economic Community Beyond Challenges and Opponunities. The Minister said that overall, ASEAN has implemented close to 93% of the measures set out in the AEC Blueprint Barriers to trade and investments have been gradually dismantled. Tariffs for intra-asean trade have been almost eliminated. Restrictions to investments have been reduced. Equity ownership of 100% is allowed in most economic sectors. The coming 10 years will be challenging for ASEAN as it seeks to sustain investment flows and expand economic growth. The major challenges within the region include:- (i) Upgrading or building the necessary infrastructure facilities. It has been noted that ASEAN will require USD110 billion per year through 2025 for generation, transmission and distribution of power, the construction of roads, rails, ports and airports, expanding telecommunication networks and ensuring adequate supplies of clean water and provision of sanitation. (ii) Overcoming domestic pressures to address inconsistent policies and regulations to remove the remaining barriers to free flow of investments and the deepening of financial services and capital market integration. (iii) Upgrading of skills of ASEAN s population to meet the growing and everchanging needs of industry. (iv) Increasing the participation of the MSMEs in the region and (v) Bridging the development gaps within ASEAN s 10 Member States. Before ending his speech, the Minister said that the prospects for ASEAN are bright, but our future success is not guaranteed. It will require our continued joint commitment and strenuous effort to realise ASEAN s potential. But the Minister is confident that we will achieve our goals. Our track record demonstrates that when we put our minds to it, ASEAN s collective will can overcome the challenges in our path. He said many initiatives were undertaken by the Government, Bank Negara Malaysia and the Securities Commission to strengthen the financial system. Citing an example. he said the Financial Sector Master Plan which was launched in March 2001, set out broad strategies for the development of the financial sector over a 10-year period. The end objective was to evolve the financial system into one that was competitive, resilient and dynamic. We can never predict with certainty what will happen in the future. But what we can do is to continue to strengthen our fundamentals, be it in the diverse structure of our economy, in the diverse sources of government revenue, diversity in our export market, and the strength of our banking system and financial markets, he said. Before concluding his speech, the Minister said that We all have to do our respective parts. We as a country and are not perfect and there are issues we have to deal with. My request is for you to retain your professionalism and be constructive. It is my believe if we all were to play our respective parts, we will come out of this current challenging period successfully. When that happens we will see Malaysia achieving our aspiration to be an advanced economy in an inclusive and sustainable manner. Mr Chew Chang Guan of Sarawak Convention Bureau highlighted MICE as an under-developed tourism revenue source while Mr Philip Yong of Sarawak Tourism Federation pointed out that diversity must be recognised as many people make a trip for multiple purposes. such as business together with sightseeing, eating and shopping. Titled Driving Manufacturing Growth: Attracting Investors & Benefiting from ASEAN Integration. Session 4 was moderated by Datuk Abang Haji Abdul Karim Tun Abang Haji Openg (SCCI). Mr Zabidi Mahbar (MlDA) gave an overview of investment inflow into the country, focusing particularly on Sarawak while Datu Salleh Sulaiman (BIMP- EAGA Malaysia Business Council - Sarawak Chapter) questioned how much opportunities flow to the private sector especially smaller players from the pie created by the government. The final session moderated by Prof Dr Kopli Bujang (UNIMAS) was on Revisiting Agriculture: The Future of Agro-Based and Plantation Industries. Mr Ong Ewe Hock (DuPont) brought attention to land management and the need to balance development with the needs of the local communities. Sustainable DeveIopment Goals: Key Considerations for a People Centred ASEAN - was the subject of a Keynote Address by UNDP Chief Helen Clark. In his Keynote Address, YB Dato Sri Reezal Merican bin Naina Merican, Deputy Foreign Minister, stated the importance of establishing a people oriented and centred Asia. He also mentioned that as chairman of ASEAN in 2015, Malaysia is focused on specific targets, such as good governance, transparency and sustainable development, so that better development in all ASEAN would be conceivable. Tan Sri Michael Yeoh, CEO, ASLI, who moderated the lecture, noted in his opening remarks that during her time as Prime Minister of New Zealand, Ms Clark oversaw great economic growth, low levels of unemployment, improvements in education and comprehensive action on climate change. During her presentation, Ms Helen Clark outlined the goals and approaches laid out in the 30-page Sustainable Development Goals (SDG) document. She noted that if these measures were to be adopted, the world be a different place, and for the better. Ms Clark explained that the goals are a bold, ambitious and universal agenda. Development is something that applies to all countries, and not something that happens to someone else. somewhere else. While the Millennium Development Goals (MDG) were know for their endpoints, such as ending poverty and child death, the new goals get into the how. This includes exploring issues of energy and reducing pollution, she noted. The SDGs have been developed in a very inclusive way, Ms Clark said. The process of reaching these goals has so far lasted about 3 years. However, this has been at a high level, meaning that there is a great deal of ownership. However, she also noted that there are, and will be five specific challenges in reaching the SDGs: (1) Persistent inequalities and ongoing discrimination; (2) Jobs deficit and its implications, particularly for youth: (3) Mounting environmental challenges, including climate change, biodiversity loss, deforestation, and air, water, and soil pollution; (4) The impact of natural disasters; (5) Conflict. In closing, and before taking questions, Ms Clark reminded those in attendance that this is a big agenda. It will take a lot of political capital and will to achieve, but if we achieve it, there is no doubt the world will be a better place, she said. ROUNDTABLE WITH THE WORLD BANK: SUSTAINED REFORMS NEEDED The Asian Strategy & Leadership Institute (ASLI) organized a Roundtable Discussion with Dr. Sudhir Shetty. Chief Economist for East Asia and the Pacific of The World Bank Group. In his presentation. Dr. Shetty stressed that global economic outlook remains uncertain. China s growth likely to continue to slow and shift away from investment. US interest rates will likely rise soon affecting the cost and availability of capital. commodity prices will likely remain soft while trade growth remains slow. Navigating these uncertainties will require continued macroeconomic prudence in the short term and sustained structural reform in the longer term. World Bank Chief Economist for East Asia Dr. Sudhir Shetty at an ASLI Roundtable on World Bank s Global and Regional Outlook chaired by ASLI CEO Tan Sri Michael Yeoh. He also spoke about policy priorities for Malaysia - the need for continued macro-economic prudence. deepening of structural reforms. improving public sector performance. accelerating human capital development and reengineering economic growth including promoting services sector. ASLI CO-ORGANISED FORUM ON US ROLE IN EAST ASIA WITH US EMBASSY Having explored the differences of youth electoral engagement and socialdemographics characteristics of East Malaysians and those from Semenajung Malaysia in mainstream politics and nation building, Arthur Kurup, PBRS youth chief session s revealed new facets and perspectives on Malaysian youth s preference on multi-racial parties; acceptance of female Prime Ministers and the notion of seeing themselves as Malaysians. The effectiveness of Sabahan youth participation in politics and nation building if strategic measures are taken to address factors that have hindered positive developments within the socio-economic aspects. Dr Paul Porodong, Senior Lecturer from the Universiti Malaysia Sabah proposed a definitive way forward to strengthen Sabah s integration in Malaysia. Put simply, he engendered what he trust will prove a thoughtful debate about how best to develop a new model of de-centralisation that is needed to enhance Sabah s autonomy as way forward. The conference was concluded with a signing of a Memorandum of Understanding (MoU) between the Department of National Unity & Integration in the Prime Minister s Department and ASLl on a research project to be undertaken in Sabah to develop a national action plan on Sabah. To commemorate International Youth Day 2015 with the theme entitled Youth Civic Engagement and to promote young people s effective leadership and inclusiveness, the Centre for Public Policy Studies (CPPS) organised an event in which young people and young leaders voiced and discussed their concerns, ideas and solutions for the issues afflicting their generation and the country as a whole. The results of the event reflect the priorities of many young people. An estimated 60 participants ranging from the student leaders, entrepreneurs, politicians, and NGOs converged for a meaningful session of brainstorming and deliberation on issues faced by Malaysians in general. ASLl-CPPS Chairman, Tan Sri Ramon Navaratnam, provided the introductory remarks, while the keynote address was delivered by YB Senator Chong Sin Woon, Deputy Minister of Education. A panel discussion comprising YB Yeo Bee Yin, Selangor State Assemblywoman for Damansara Utama, Mr. Kenny Goh, CEO of Macro Kiosk Berhad, and Mr lvanpal Singh Grewal, Political Secretary to YB. Dato Mah Siew Keong, Minister in the Prime Minister s Department. The session was moderated by Ms Ng Yeen Seen, Senior Director of CPPS and COO of ASLl. Participants separated into three rotating groups for focus group discussions led by the three panellist, deliberating issues in work competitive, human rights and advocacy as well as good governance, integrity and political participation. A second focus group discussion conducted in the afternoon was facilitated TPPA ROUNDTABLE by Mr. Gan Ping Sieu, Co-Chairman of the Centre for A Better Tomorrow (CENBET) and Mr. Lim Teck Hoe, Chief Executive Office of ideaspark which covered the topics of social-inequality, education, and national unity. Towards the end of the focus group discussions, facilitators then presented findings and commentaries from the various youth leaders. Ms Wivina Belmonte, UNICEF Representative to Malaysia, was amongst the commentators who provided much valuable insight. Participants discussed various issues relevant toward young Malaysians such as recognising that young people have the enterprise, resilience and optimism to contribute to the prosperity of Malaysia. Barriers should be removed to allow participation of youths in politics. Discussion found that the aspirations and expectations of young people s in terms of well-being and social belonging are perceived to be threatened by factors such as low wages, insufficient skills (un-employability), rising cost of living, unaffordable housing options. At the same time, they are afraid to speak out due to censorship, repression and other constraints on freedom and civic rights. There were also concern for the development of democracy and protection of freedoms and Human Rights. There was also a great need for reforms, particularly rules for political financing. Issues of transparency, accountability and strict controls on the amount and origin of political donations are fundamental to ensure the viability of the Malaysian democracy. On 26 November 2015, the Asian Strategy & Leadership Institute (ASLI) and the Centre of Public Policy Studies (CPPS) organised a roundtable discussion with the theme, What does the Trans- Pacilic Agreement (TPPA) mean for Malaysia? at the Royal Lake Club. The event was organised to review the benefits and impacts of the TPPA when Malaysia becomes part of it. Approximately 50 participants attended the event comprising business leaders, academicians, and health experts, as well as various members of the media. Among distinguished speakers were Datuk J. Jayasiri, Deputy Secretary General at Ministry of International Trade and Industry of Malaysia (MITI); Ms Harjit Kaur from MlTl; Datuk Wira Jalilah Baba from MICCl; Tan Sri Dato Seri Dr. Mohd Ismail Merican from MAHSA University; and Prof. Rajah Rasiah from University of Malaya. Datuk J. He gave explanations on several of the key issues behind the treaty and concluded by asserting that Malaysia has a lot to gain joining the trade agreement. Ms. Harjit Kaur also argued that the TPPA was in Malaysia s best interest and explained how the country could benefit economically and that it would be a mistake not to take part of it. Datuk Wira Jalilah Baba talked about the Regional Comprehensive Economic Partnership (RCEP), drawing parallels to how similar it was to ASEAN and TPPA. She described the various advantages and showed how Malaysians could benefits from both TPPA and RCEP. Tan Sri Dato Seri Dr. Mohd lsmail Merican focused his presentation on the sensitive issue of the pharmaceuticals. He pointed out the challenges Malaysians might face and how reforms will be necessary to prevent these risks. Professor Rajah Rasiah showed his concerns about some aspects of the agreement, as according to him, the TPPA will not offer many opportunities as many believed as some sectors will be confronted to new challenges. 19

The Tourism Summit 2015 themed Connecting and Empowering Stakeholders took place on 30th July 2015 at Sunway Puta Hotel in Kuala Lumpur. 150 people comprising industry players, senior regulators, and prominent academics participated in the summit, which was endorsed by the National Tourism Council of Malaysia (NTCM), the Kuala Lumpur Tourism Association (KLTA), TTG Asia Media, Oxford Business Group, Aariana Hospitality lnternational, and The Business Year. Tan Sri Ramon Navaratnam, Chairman of ASLl-CPPS warmly welcomed the distinguished guests and delegates. In his welcoming remarks, Tan Sri Ramon highlighted several push and pull factors that he hoped the summit would discuss, as well as strategies to attract higher net worth visitors. Session one was on Malaysia and ASEAN - What the future holds for tourism post-aec 2015? The rise of stay-cation, creative marketing using the internet, and a mind-set of looking at problems and pain points as opportunities to innovate were examined by the panel comprising Mr Vedanarayanan V., Head of Marketing from Stayzilla in India; Mr Prashant Pathmanaban, Head of Technology, Telecommunications and Tourism of Google Malaysia; Ms Jenny L. Shabudin, Chairman of the Tourism Focus Group from the Malaysian International Chamber of Commerce and Industry; and Mr Raj Kumar, Vice President of Global Consulting from UCSI Consulting Group. Session five was on Sustainability - A joint responsibility in greening tourism. Mr Anthony Wong, Group Managing Director of Asian Overland Services Tours and Travel moderated the panel with YB Elizabeth Wong, Selangor State EXCO for Tourism, Consumer Affairs and the Environment; Mr Sam Cheah, President of the Malaysian Association of Hotels; and Dr Vikneswaran Nair, Programme Leader for the Responsible Rural Tourism Network from Taylor s University. They scrutinised the government s role in enforcement of regulations and empowerment of local communities, initiatives such as the Green Building Index and Value Food, No Waste Campaign and the rise of responsible tourism. In the final session entitled Collaboration with Other Industries - Building bridges in niche tourism, Mr Edward Clayton moderated the dialogue about medical tourism, culinary tourism and shopping tourism with Ms Sherene Azura Azli, CEO of Malaysia Healthcare Travel Council; Dato Dr Chan Kok Ewe, Medical Director of Island Hospital; Dr Souji Gopalakrishna Pillai, Head of the School of Hospitality and Tourism of HELP University and Mr Kevin Tan Gar Peng, COO of Sunway Shopping Malls. 21 CPPS EDUCATION ROUNDTABLE On 19 August 2015, CPPS held back-to-back Roundtable Discussions (RTD) on issues relating to the state of Malaysia s Education System at the Malaysian Houses of Parliament (Bangunan Parlimen). The first RTD covered the issue of raising the quality of graduates in Malaysia and improving their employability and standard of English. It featured panel presentations by Mr. Davies Danavaindran, Vice President, Federation of Malaysian Manufacturers; Ms. Alice Phang, Group HR Director, Sunway Resort Hotel & Spa; Dr. Malini Eliatamby, Vice-President (Teaching Learning Innovation) & Deputy Vice Chancellor (Academic Innovation), lntl Education Group; and Datuk Eric Chong, CEO/Founder Erican Education Group. Some key takeaways from the session were that: across the whole education sector and begin from when a child first enters the system; opportunity, should form the basis on which the education sector is built; greater focus to be put on the study of English. Not only should English be taught from Pre-School, as fluency is easier to achieve through immersion at a young age, but university English tests should be tightened so as ensure higher standards; them to do should be addressed through closer contact and collaboration between firms and universities. This could include career talks, campus partnering, industrial partnering and the promotion of early internships. The second RTD focused on Technical Vocational Education and Training (TVET) as a way to raise labour productivity. It featured panel presentations by Puan Hajah Zalihar Binti Abdul Ghani, Director, Technical and Vocational Division, Ministry of Education; Mr. Yusoff Bin Md Sahir, Managing Director, Malaysian German Institute; and Celia Yeo - Education Services Director for South East Asia, Victorian Government Business Office. Some key takeaways from the session were that: across the whole education sector and begin from when a child first enters the system; Malaysia. However, it continues to be viewed as a blue collar career path - as emphasised through lower wages than those with traditional academic qualifications. Changing this perception must be a key focus; it as a genuine and desirable career pathway that instils essential skills and values in students; template model to be used in Malaysia: investment or funding (predominantly government funded, but companies and individuals also contribute); quality providers (training primarily conducted by private sector); quality assurance; industry engagement and portability; with industry, and industry input should recommend for occupational competencies in each qualification as they are best placed to know the strengths and deficiencies of TVET graduates; instruction in most vocational colleges, making students internationally employable, should be of utmost concern. CPPS MALAYSIA DAY: PUBLIC FORUM ON MALAYSIA 52 YEARS ON The public forum started with Mr Lim Chee Wee, Co-President of the Centre for a Better Tomorrow (CENBET) and Tan Sri Ramon Navaratnam, Chairman of the Centre for Public Policy Studies (CPPS) welcoming the 60 participants. As moderator, Tan Sri Ramon shared some personal experience in his introduction of the topic of discussion. He portrayed the spirit of euphoria present in Malaysia when it first became independent and urged the audience to focus on lessons that can be learnt from past mistakes and steps that can be taken to rectify them to recapture the spirit of unity. The first speaker, Mr Gan Ping Sieu, Co-President of CENBET challenged Malaysians perspectives on identity. He argued that we should not allow ourselves to conform to a single identity as we have various identities according to nationality, religion, ethnicity, family et cetera. Identity should depend on context - the purpose and reason of a situation. He also reminded fellow Malaysians not to be obsessed with their identities but instead to put the country s interests first while celebrating unity in diversity. Mr Khairil Azmi Hasbie, Former Chair of the Sarawak Law Association spoke about the strained relationship between Sarawak and Sabah with Peninsular Malaysia, likening it to a failed marriage. He lamented the loss of status and the multitude of unfulfilled promises from the federal government, which has resulted in a wave of cynicism impeding national unity. He explained that Malaysians have been taking a passive stance on these issues, and called for greater urgency in addressing them. Mr Jahabar Sadiq, Chief Executive of The Malaysian Insider agreed on the issue of identity but felt that they were more pressing matters, namely Prime Ministers overstaying their welcome through various policies to help progovemment supporters. He also highlighted the lack of constructive comments on social media, where much poisonous content can be found which are reflective of the anger of the people. The solution is to act on rather than to agonise over the problem. He felt that there could never be one Malaysia due to the multitude of differences a result of the integration of numerous civilizations in Malaysia. In closing, he suggested for policies to be need-based instead of race-based. Mr Premesh Chandran, the CEO of Malaysiakini acknowledged the difficulty in achieving national unity in many countries around the world. The biggest hindrance is the urban-rural divide rather than the racial divide. Barisan Nasional s New Economic Policy and Wawasan 2020 were good initiatives towards national unity, but moving forward. the future problem solvers would our young people who challenge the system rather than those who try to succeed within the system. He stressed that financial aid should be given to young people to produce revolutionary ideas, even if the ideas cause conflict, if we were to truly become sehati sejiwa. After the speakers shared their thoughts, the public was invited to join in the discussions, which centred on issues hampering national unity and how we could truly achieve sehati sejiwa. Mr Jahabar offered three suggestions: (1) getting out of our comfort zone to talk to strangers, (2) writing more about the issues in Malay, and (3) getting into groups to keep our MPs accountable. Mr Khairil stressed on the need to create awareness in young people that holding the government accountable is not a crime but rather a duty for every Malaysian. Mr Premesh proposed for various professions to create foundations sponsoring education for needy young people, especially those from a different race to break down racial stereotypes which is our biggest enemy. Mentorship and financial aid are valuable in generating multiplier effect in helping the poor. Tan Sri Ramon was in favour of this idea and offered a donation to kick start such foundations. The forum ended on a positive note with optimism that we can have a better, more united Malaysia if Malaysians stood up to reclaim our country by being proactive to take the first step instead of waiting for others. We were honoured to receive Ambassador K. Kesavapany, former Singapore High Commissioner to Malaysia and Adjunct Professor at Lee Kuan Yew School of Public Policy Singapore who took time off his busy PWC deliberated the speech and provided insights of what the budget could hold for business experts and individuals for Overall conclusion was that there is consensus that it has been very tough Budget to design, which overall come out very well and is quite balanced. The Budget managed to address its targets of good growth of 4-5%, inflation rate of 2-3% which is valuable targets that need to be adhered to. However, it was obviously a popular budget as there were no increases in taxation, apart from toward the higher income group, which makes it a more progressive budget which has been generally welcomed. There are also a lot of reliefs, where a great deal is allocated to improve the welfare of the lower income group. However, because this is the first year of the last Malaysia Plan towards Vision 2020, there were expectations for more structural changes, such as the adoption of the New Economic Model. There is also a need to look at the Budget in its overall context on issues such as transparency and corruption. The Session after lunch focused on the accompanying idnsutries that has been beenfiting from the launch of these integrated transporation models. Y.B Datuk Seri Liow Tiong Lai Minister of Transport Malaysia was represented by Mr Veejendran Ramdas, Head of Logistics of Ministry of Transport to read out the closing speech on his behalf. 2ND CPPS YOUTH PUBLIC POLICY ROUNDTABLE (cont. from page 19) Malaysia has to commit itself to protecting Human Rights if it wants to be recognised as an advanced country at the forefront of civilisation. For this purpose, educating the Malaysian people about Human Rights as inherent and inalienable guarantees protecting all human beings is crucial. Education is the greatest equaliser and as long as access to quality education remains unequal, Malaysia will be unable to achieve the goal of being a society in which everyone has the same opportunities to succeed in life. National Unity remains a weak spot of Malaysia. There is a strong perception among the youth that, for all the official talk on National Unity, there are many laws and policies that in fact provoke disunity because they exacerbate racial and cultural fault lines. in other words, the institutionalised racism practised by the government undermines efforts to achieve a harmonious, cohesive society with a unified national identity. 23
