In particularly, in recent years, the SMEs have developed very rapidly. The laws, statutes and acts aiming at the SMEs have come into being in the United States 50 years ago. But in China, till 2003 has the SME Promotion Law been promulgated by Chinese government. We still lag far behind in this aspect compared with the United States. China is a multi-ethnic country. To achieve national unity and equity among all the ethnic groups are important parts of Chinese government`s work. Therefore, our government encourages all the activities that serve to fulfill the above targets. The first minority supplier development program in China embodies the essence of helping and cultivating minority business by providing access to procurement opportunities from large corporations. This model increases development space for large corporations as well as business growth opportunities for minority companies. Chengdu is a major city in the western part of China and has many minority enterprises. I believe this model has great significance to enhance the development of minority business and economy of ethnic minority regions. The rain outside doesn`t dampen our spirits for this historic event. The fact is that China is thousands of years old. There are many historic first that were developed in China. That we could be part of history in China is overwhelming. I absolutely believe, that by creating business opportunities, to create business ownership in what we called minority communities, is an absolutely best way. For those communities to gain economic fairness and justice, and to gain control, is vitally important in their life. That s why we strongly believe admissions of. Because if it is successful, it will be able to bring together ethnic minority entrepreneurs with businesses and government. Those business opportunities will create wealth for those communities and thereby, it will reach the entire community. 5

He disclosed that the certification has used for reference the model in U.S. and meanwhile taken into account China s situations and conditions. He hopes to gradually improve the accreditation process with the input of all parties concerned. 15

The work that will do in helping and certifying ethnic minorityowned Chinese companies will be very important to many stakeholders, including multi-national corporations, as minority supplier development is expanded into China.
