1 SPINK COUNTY COMMISSION PROCEEDINGS REDFIELD, SOUTH DAKOTA The Spink County Board of Commissioners met at 8:30 AM on Tuesday, March 5, 2019, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brett Knox, Dustin Rische, Cindy Schultz and Suzanne Smith. Chairman Dave Albrecht opened the meeting with the Pledge of Allegiance. ADOPT AGENDA Motion was made by Smith, seconded by Schultz, to adopt the agenda with the addition of the February 2019 pay application for Kyburz Carlson and the removal of Amy Rothacker, Community Health Nurse, from the agenda. All members voted aye. Motion carried. MINUTES APPROVED Motion was made by Smith, seconded by Rische, to approve the minutes of the February 19, 2019 Commission meeting, correcting the record number from 9477 to 9447 on the following action: Motion was made by Rische, seconded by Schultz, to approve Applications for Abatement of Property Taxes for: Record #9447 abating $ of 2018 taxes pay 2019, due to the property being purchased by a tax-exempt entity 4/28/18. All members voted aye. Motion carried. CORRESPONDENCE SD Dept. of Public Safety Re: Pre-Disaster Mitigation Plan CASH TRANSFERS Motion was made by Schultz, seconded by Smith, to make the following budgeted cash transfers from , General Fund Cash: Budget Cash Transfers: 127, E-911 Fund Cash 2, Domestic Abuse Fund Cash 33, Emergency Management Fund Cash All members voted aye. Motion carried. ABATEMENT APPLICATIONS Motion was made by Schultz, seconded by Smith, to approve Application for Abatement of Property Taxes for: Record #8782 abating $ of 2018 taxes pay 2019, due to the property being purchased by a tax-exempt entity 5/22/18. All members voted aye. Motion carried. Frank Krumm, Sheriff, gave an update of activities and informed the Commission on new hires. PERSONNEL Motion was made by Smith, seconded by Knox, to approve the following new hires: Amy Akin, part-time E- 911 Dispatcher, effective 2/26/19, at $16.18/hr; Linda Hofer, part-time E-911 Dispatcher, effective 2/26/19, at $16.18/hr; and Joshua Lee, part-time Deputy Sheriff, effective 3/1/19, at $19.29/hr. All members voted aye. Motion carried. HIGHWAY SUPPLY AND WEED CHEMICALS BIDS OPENED At 9:00 a.m., time set by public notice, bids for the purchase of highway supplies, rental equipment, hauling and weed chemicals for the period of March 5, 2019 through February 28, 2020 were opened and read. Jeff Haessig, Highway Superintendent, was present. Copies of all bids, proof of insurance and specifications are on file in the Auditor's Office and the Highway Department and open for inspection during normal working hours. WEED CONTROL CHEMICALS Bids were opened for weed chemicals with the following bidders: Nutrient Ag Solutions, Spearfish, SD; and Van Diest Supply Company, Webster City, IA. Concrete Pipe and Concrete Bridge Materials Bids were opened for a one-year s supply of reinforced concrete pipe and pre-cast concrete bridge materials, all sizes, with the following bidder: Forterra, Rapid City, SD. Crack Sealing Bids were opened for Nuvo Gap B Modified 201 Sealant or equal applied anywhere in Spink County and 6690 Type 4 SDDOT Specified Sealant applied anywhere in Spink County, with Highway Improvement, Inc., Sioux Falls, SD being the only bidder. 2 Loading & Hauling Gravel Bids were opened for loading and hauling gravel from the following bidders: Hanlon Bros, Verdon, SD; Odland Construction and Gravel, Redfield, SD; Williamson Trucking, Doland, SD; Carr Construction, Redfield, SD. Hot Mix Bids were opened for Hot Mix with the following bidders: Asphalt Paving & Materials Co., Huron, SD; Lien Transportation Co., Aberdeen, SD. Magnesium Chloride Bids were opened for a year s supply of magnesium chloride, delivery and application made F.O.B. wherever needed in Spink County, with Z & S Dust Control Systems, Rapid City, SD being the only bidder. Paver Laid Asphalt Bids were opened for Paver Laid Asphalt with the following bidders: Lien Transportation, Aberdeen, SD; Asphalt Paving & Materials Co, Huron, SD. Pea Rock Bids were opened for approximately 4000 ton of Pea Rock, with the following bidder: Northern Con-Ag LLP, Plymouth, MN. Hauling Pea Rock Bids were opened for hauling pea rock from the following bidders: Odland Gravel, Redfield, SD; Williamson Trucking, Doland, SD; Carr Construction, Redfield, SD; Hanlon Brothers, Verdon, SD; Jerde Hjermstad, LLC, Florence, SD. Road Gravel Bids were opened for 1 minus crushed road gravel and 1 minus screened road gravel with the following bidders: Williamson Trucking, Doland, SD; Odland Construction and Gravel, Redfield, SD; Clausen Construction Inc., Watertown, SD; H.F. Jacobs & Sons Construction, Inc., Aberdeen, SD; and Hanlon Brothers, Verdon, SD. Road Oil Bids were opened for Liquid Asphalt Road Oil with the following bidder: Jebro Inc., Sioux City, IA. Construction Equipment Rental Bids were opened for Road Maintenance/Construction Equipment Rental for services of road equipment for the construction or maintenance repair of roads and bridges with the following bidders: Hanlon Bros, Verdon, SD; Hollaway Construction Co. Inc., Pierre, SD; Kimlicka Construction, Redfield, SD; Odland Construction & Gravel, Redfield, SD; Hartman Construction, Redfield, SD; Williamson Trucking, Doland, SD; Lien Transportation Co., Aberdeen, SD, Clausen Construction Inc., Watertown, SD. Motion was made by Knox, seconded Rische, to table a decision on highway supplies bids until the March 19, 2019 Commissioner meeting after more detailed comparisons have been made. All members voted aye. Motion carried. HIGHWAY SUPERINTENDENT Jeff Haessig, Highway Superintendent, gave an update of activities. FIRST READING OF ORDINANCE CHANGES At 9:45 AM, time given by public notice, the first reading of changes to Ordinance Title 17 Zoning and Appendix D was conducted. Christopher Smith, Smith Farms, appeared for the changes, appreciating the better defined Concentrated Animal Feeding Operation (CAFO), that includes the language: A lot or facility that stables or confines and feeds or maintains animals for a total of 45 days or more in any 12-month period and where crops, vegetation, forage growth, or post harvest residues are not sustained over any portion of the lot or facility. The second reading and adoption will be held on March 19, 2019 at 9:45 AM. PLANNING & ZONING At 9:58 AM a motion was made by Smith, seconded by Schultz, to recess as a Board of Commissioners and convene as a County Planning and Zoning Board. All members voted aye. 3 LAW ENFORCEMENT CENTER Theresa Hodges, Auditor, presented the pay application #4 for February 2019 in the amount of $108,148 for the Law Enforcement Center. Motion was made by Schultz, seconded by Rische, to approved the pay application from Kyburz Carlson in the amount of $108,148. All members voted aye. Motion carried.
