Approval of Minutes The Minutes of May 2, 2017 were approved. Consent Agenda MOTION: Commissioner Delvin moved to approve the consent agenda items a through l, pulling item i (Settlement Agreement PA s Office) and adding m (Older Americans Month Proclamation). Commissioner Small seconded and upon vote, the Board approved the following: Auditor a. Surplus of Personal Property Human Services b. Older Americans Month Proclamation Commissioner Delvin announced he needed to leave the meeting to go to Emergency Services to deal with an emergency in Benton County. Rural County Capital Fund Program Update & Project Approval Adam Fyall gave a Powerpoint presentation and highlighted the following: History & Phases Allocations/Fund Balance Breakdown Policy and Disbursement Process Current Proposals o Port of Benton Vintners Village II o Port of Kennewick/City of Kennewick Columbia Gardens and The Willows o City of Benton City Force Main Extension, Telemetry Pump Upgrade o City of Prosser No application o City of Richland met with City to discuss options o City of West Richland Municipal Services Bldg. Tenant Improvement o Benton County contract with TRIDEC; road projects; Red Mountain AVA Recommended approval of the disbursement agreement with Port of Kennewick and City of Kennewick for the first phase Columbia Gardens MOTION: Commissioner Small moved to approve the Disbursements to the City of Kennewick and Port of Kennewick for the Columbia Gardens Project and sign the Disbursement Agreement. Chairman Beaver seconded and upon vote, the motion carried. Unscheduled Visitors Chuck Torelli, Kennewick, via/videoconference discussed the open union negotiations issue. He said he was concerned as a citizen they might be breaking something that was not broken and said he would like to see a review of public entities that had moved to open negotiations and how the system turned out for others. Other Business Health Care Services Contract for the Benton County Jail Lisa Small said the Sheriff s office was currently contracting month to month with Correctional Healthcare Companies to provide health care services for inmates at the Benton County Jail. 3 said they put out a request for proposal and received bids from NaphCare, Inc., Correctional Medical Group Companies, Correct Care Solutions, and Our Lady of Lourdes for a new contract. NaphCare, Inc. was the lowest bidder and they had been negotiating with them and recommended moving forward with a contract. She said costs went up considerably at an increase of $500,000/year and they were working with the County Administrator regarding funding. Mr. Sparks said he spoke with John Dickson, Chief Operations Officer for Spokane County and they currently had a temporary contract with NaphCare and he was extremely positive about the company and the medical services they provided in the Spokane County Jail. He added there were still 19 months left in the biennium to save money to help pay for this contract. MOTION: Commissioner Small moved to approve an agreement with NaphCare, Inc. to provide health care services for inmates and detainees of the Benton County Jail for an initial period of 12 months and authorize the Chairman to sign. Chairman Beaver seconded and upon vote, the motion carried. Ms. Small presented a termination letter to Correctional Healthcare Companies giving a 20 day notice of intent to terminate the contract. MOTION: Commissioner Small moved to approve the termination letter to Correctional Healthcare Companies. Chairman Beaver seconded and upon vote the motion carried. IT Department Mr. Sparks said the Board and administration received an appreciation card from the IT Department thanking them for the remodel of their offices at the Justice Center. Open Public Union Negotiations Mr. Sparks said they wrote a letter to Teamsters regarding problems with past issues and Teamsters responded with a letter saying they would file a claim for unfair labor practices if the County did not take the abuse. Certificate of Appreciation - CRAB Commissioner Small presented a Certificate of Good Practice to the Road Department transmitted by the State Treasurer from the County Road Administration Board

4 Storm Damage Commissioner Small commented on the recent storm and the mess it made with mud and rocks in the roadways and complimented the Road Department on an outstanding job in cleaning up the mess. BCES Merger Ryan Brown said Commissioner Delvin asked him to give an update on the status of the BCES merger bringing in Franklin County and Pasco. He said there was a buy-in agreement for $500,000 each and an interlocal operating agreement; he said he felt they were a long way from finalizing. He said he was concerned about how to keep track of future property purchases and how to settle on voting rights and amendments. The current contract required a vote of 8 to pass something and there would now be a total of 14 voting rights so he needed input on that issue. He said they needed to have the terms of the interlocal agreement worked out before the Board signed the buy-in agreement since the interlocal was attached as an exhibit. Additionally, he said it should be separated between emergency management and dispatch because it was not clear how the different entities were involved in different aspects of the organization. He said they had a meeting on Thursday and they were hoping to get the buy-in agreement signed but the interlocal would not be worked out by that time. Ms, Loretta Smith Kelty would attend the meeting on Thursday for Commissioner Delvin and it was recommended the County abstain from voting until the agreements were worked out and discuss the issue next Tuesday. Chairman Beaver requested Ms. Smith Kelty just look out for the best interest of Benton County; he said he was concerned about current financial partners inability to pay for things and joining them with a new agreement. Commissioner Small commented they have had the option to join as subscribers for years. Ken Lattin, Kennewick Police Officer, described the issues they had with mutual aid across the river. He said they could not communicate with Franklin County and he understood everyone had their priorities, but they had made progress and if Franklin County would get on board with 800 mhz, it would be better; however, the sky was not falling.
