CALL TO ORDER Mr. Swackhamer called the meeting to order at 10:00 a.m. and asked Mr. Roush to lead the Pledge of Allegiance. II. APPROVAL OF MINUTES Mr. Mullen commented that on the motion awarding the bid for the Clean & Inspect Landfill Leachate Holding Tanks and Lines, the total should be $44, MOTION: APPROVING THE MINUTES OF THE NOVEMBER 6, 2017, MEETING AS AMENDED MADE BY MR. NICHOLS. SECONDED BY MR. MALTER. ALL III. LANDFILLS A. $20 Fee for TV s and Computer Monitors Mr. Mullen distributed a handout of the costs that he had worked out. From the numbers we had received from Mr. Spagnoletti, the cost is $16.00 per unit. If we had a charge of $15.00 per unit, it would cost us $3,100. That also assumes we have more volume. He stated that he would propose changing the fee to $15.00 and see how it goes next year. That fee may be more affordable for people. MOTION: ESTABLISHING A TIPPING FEE OF $15.00 PER UNIT FOR TV S AND COMPUTER MONITORS, EFFECTIVE JANUARY 1, 2018 MADE BY MR. MULLEN. SECONDED BY MR. NICHOLS FOR DISCUSSION. Mr. Roush stated that he is okay with keeping the $20 charge and he does not see a reason to change. Mr. Van Etten asked what explains the two-thirds drop in tonnage if you go from no charge to a charge? Where are the TV s and monitors going? Mr. Spagnoletti replied we did think that it s possible people are holding onto them and just not bringing them in. We do not see anything significant on the roadsides. Mr. Van Etten commented the weight of televisions is dropping significantly and it may be that people from neighboring counties are bringing them to us. Mr. Mullen stated he thinks a $20.00 charge is too much to have people bring in their 1

2 TV s and computer monitors. Mr. Spagnoletti replied that $20.00 charge does not represent our full cost; there is also a big labor component. VOTE ON PREVIOUS MOTION: MOTION CARRIES 3-2 (MR. ROUSH AND MR. MALTER OPPOSED) Resolution Required. IV. HIGHWAYS A. Tappan Zee Bridge Panels Agreement with NYS Thruway Authority Mr. Spagnoletti informed the committee that the State is taking down the Tappan Zee Bridge and have agreed to deliver and unload the panels at their cost. We would be receiving six panels that are 12 6 wide x 50 long. He requested authorization to sign an agreement with the NYS Thruway Authority to accept these panels. This will save us about $150,000 - $160,000 and will enable us to do three bridges. MOTION: AUTHORIZING THE COMMISSIONER OF PUBLIC WORKS TO ENTER INTO AN AGREEMENT WITH THE NEW YORK STATE THRUWAY AUTHORITY TO ACCEPT SIX PANELS FROM THE TAPPAN ZEE BRIDGE MADE BY MR. ROUSH. SECONDED BY MR. MALTER FOR DISCUSSION. Mr. Malter asked how does this information get into the paper two to three weeks before it even comes to committee? Mr. Wheeler replied the State announced about six months ago how many panels they were allocating to each county. VOTE ON PREVIOUS MOTION: ALL B. SEQR Approval for New Caton Shop Mr. Spagnoletti requested the committee declare Steuben County the lead agency and issue a negative declaration on the Caton Shop. This declaration states that there will be little to no impact on the environment. Mr. Mullen asked does the 150 x60 include the plans for expansion? Mr. Spagnoletti replied we are planning to construct a building that is 110 long with the option to extend. Mr. Mullen asked why will there be a holding tank instead of a regular septic system? Mr. Spagnoletti replied we are very close to a wetland. We have holding tanks at other shops and it works well. MOTION: DECLARING STEUBEN COUNTY THE LEAD AGENCY RELATIVE TO SEQR AND ISSUING A NEGATIVE DECLARATION FOR THE NEW CATON SHOP MADE BY MR. ROUSH. SECONDED BY MR. MALTER. ALL Resolution Required. C. Change Order Caton Shop Mr. Spagnoletti explained in the original RFP for the design process of the Caton Shop we did not include geotechnical engineering. The cost will be $2,400 for drilling and $1,500 for the evaluation; bringing the total change order to $3,900 allowing Labella to drill three holes and do the evaluation. MOTION: AUTHORIZING A CHANGE ORDER TO LABELLA IN THE AMOUNT OF $3,900 FOR GEOTECHNICAL ENGINEERING MADE BY MR. NICHOLS. SECONDED BY MR. ROUSH. ALL BEING IN FAVOR. MOTION CARRIES 5-0. D. New Caton Shop Wetlands Mr. Spagnoletti informed the committee that there is a portion of wetlands that abuts our property and we have to make sure that we are a certain distance away when we build the new shop. Labella has agreed to do this for us for $1,200. He requested approval of a change order to Labella for $1,200 to do the Wetlands Delineation. 3 V. BIDS A. Conrad s Gravel Pit Sale Mr. Spagnoletti requested authorization to sell the 46-acre gravel pit located at 7336 Harrisburg Hollow Road to the single bidder, Hanson Aggregates NY, LLC for $150, The second parcel is a 9.68-acre abandoned farmland lot located on Sand Pit Road. We received two bids from Kevin Parsels and Chad Garych. Mr. Mullen asked how do we know what is left? Mr. Spagnoletti replied it is an estimate. Mr. Eggleston explained we dug some test holes and we found sand and some stone that is not big enough for our operations. Mr. Malter asked how much gravel have we taken out? Mr. Spagnoletti replied over the course of several years we have taken out about 1 million tons of sand and gravel. Coarse sand represents about one-half of that. Mr. Malter asked what would be the dollar equivalent? Mr. Spagnoletti replied about $1.5 million. Mr. Mullen asked do we have to bond for reclamation? Mr. Spagnoletti stated part of the sale includes a requirement that we are supposed to do that. Mr. Eggleston stated it costs about $6,000 per acre to reclaim and that was part of the total. 5 VI. OTHER BUSINESS A. Purchase of Two Mowers Mr. Spagnoletti informed the committee that the Town of Hornellsville has two mowers that they would like to sell. One mower is $27,000 and the other is $32,000. He requested authorization to purchase the two mowers for $59,000 and to amend the Landfill Major Equipment list. MOTION: AUTHORIZING THE COMMISSIONER OF PUBLIC WORKS TO PURCHASE TWO MOWERS FROM THE TOWN OF HORNELLSVILLE FOR $59,000 AND AMENDING THE LANDFILL MAJOR EQUIPMENT LIST TO REFLECT THIS PURCHASE MADE BY MR. MULLEN. SECONDED BY MR. ROUSH. ALL B. Liquid Asphalt Injection - Mr. Spagnoletti stated last month there had been a question regarding the life of the injected liquid asphalt. When you inject oil into the road base, that oil does not go away and is pretty much there permanently. With a nine-inch base, we just recycle the blacktop on top. C. Landfill Tonnage Increase Mr. Spagnoletti stated last month there had been a question regarding the increase in tonnage at the Landfill. Because the Legislature agreed with the idea of charging variable rates, that has allowed us to get more tonnage, which has made a huge difference. D. Cameron Bridge Project Mr. Spagnoletti stated he recently attended a Cameron Town Meeting where they discussed the new bridge project over the Canisteo River. This project is scheduled for 2019 and we will be closing it down to one lane. There was an individual in attendance who was expressing his displeasure at that. Mr. Spagnoletti stated these are $3 - $4 million bridges. We wait for the Federal funding and then the County share is only 3 5 percent. For that reason, we have to adjust it down to one lane. E. January Meeting Date Due to the New Year s holiday, it was recommended to move the January meeting to Monday, January 8, 2018 at 10:00 a.m. MOTION: CHANGING THE DATE OF THE JANUARY MEETING TO MONDAY, JANUARY 8, 2018, AT 10:00 A.M.
