Biographies of the Speakers Dominique RIQUET Chairman of the Long Term Investment Intergroup Elected at the European Parliament in 2014 for a second mandate, Dominique Riquet is the first Vice-Chair of the transport and tourism committee and a member of the industry, research and energy committee. As a member of the UDI (Union des Démocrates et Indépendants) in France, he joined the ALDE (Alliance of Liberals and Democrats for Europe) within the European Parliament. Particularly involved in infrastructure financing, he was rapporteur on the Connecting Europe Facility and he is currently rapporteur for opinion on the European Fund for Strategic Investments ("Juncker Plan"). In the meantime, he has become the founder and chairman of the intergroup on long-term investment and reindustrialisation (#Invest4Future). Prior to that, he was Regional Councillor for the Nord Pas-de-Calais region ( ) and he also served for ten years as the mayor of Valenciennes ( ) following Jean-Louis Borloo. Born in 1946, Dominique Riquet holds a degree in general medicine and a degree in urological surgery. Viviane REDING Former Vice President of the European Commission and Member of the European Parliament Viviane Reding is one of the most prominent personalities of Europe, completing three terms as Member of the European Government, currently Member of the European Parliament in charge of International Trade and Rapporteur for the TiSA agreement (Trade in Services agreement). Viviane Reding was born in 1951 in Esch-sur-Alzette, Luxembourg. After obtaining her PhD degree (Sorbonne, Paris), she acted as a professional journalist for 20 years. In 1999, having served for 10 years in the Luxembourg Parliament and for 10 years in the European Parliament, she became European Commissioner for Education, Culture, Youth and Sport. In her first term she pushed through the Erasmus World programme, expanding the co-operation between universities and the exchange of students worldwide. She also strengthened the MEDIA programme for the promotion of European films.

2 In 2004, she became EU Commissioner for Information Society and Media, winning a major battle against telecom companies by capping mobile roaming charges by 70%. She was instrumental in the reform of the European telecom sector, opening the internal market to competition. In that period, she also reformed the European research area, reinforcing the technological research platforms. Viviane Reding was awarded numerous national, European and cultural awards as well as a number of "Doctor Honoris Causa" degrees by universities. She has published many articles, mainly on the reform of European Institutions, on the development of the European Union into a Federal Political Union, on data protection and the Digital Single Market as well as on economic and financial governance. Sébastien SORIANO Chairman for ARCEP Sébastien Soriano is Chairman of ARCEP (French body of telecoms regulation) since 15 January A graduate of the École polytechnique, and a chief engineer, Sébastien Soriano, 39, spent most of his career in competition and telecoms regulation, before becoming Chief of Staff to Fleur Pellerin, then Minister responsible for SMEs, innovation and the digital economy in Mai He was also her advisor in charge of the news media sector when she became French Minister of Culture and Communication in August Magnus FRANKLIN Chief Correspondent, Telecoms, MLex Chief Correspondent, MLex ITM, Magnus Franklin was previously an analyst and reporter on Mobile Communications Europe and Telecom Markets. He provides comprehensive coverage of regulatory and legal developments in the telecoms, media and IT sectors both in Brussels and across Europe. Mr Franklin studied journalism and economics in London, and works in English, Spanish, Swedish and Norwegian. Edgar AKER President of the FTTH Council Europe Edgar Aker was appointed President of the FTTH Council Europe in April He has been an active member of the organisation FTTH Council Europe since 2007, and a Member of the Board since October 2011, representing Prysmian Group. Edgar Aker is currently Director of Marketing, Business Development and Strategy at Prysmian Group. Previously responsible for Draka s telecommunications company for the BeNeLux, Edgar Aker has been involved with the company s broadband activities since the very beginning. Additionnaly Mr Aker is member of the Dutch telecom association NETELCOM.

3 Gaël SERANDOUR Head of digital infrastructures, Caisse des Dépôts et Consignations Mr Serandour has graduated from Telecom SudParis. He joins the Interior Ministry in From 1998 to 2005 he is in charge of relations with higher education, industrial property then Secretary of the Scientific Council at Bouygues Telecom. From 2005 to 2011 he is in charge of innovation and strategic partnerships at the Corporate Division of Bouygues Telecom. He joins Caisse des Dépôts et Consignations (CDC) in Mai 2011 as officer for strategic marketing in the Digital Development in Territories department. He is nominated Head of Digital Infrastructures in October As such, he steers the investment programme of CDC for digital infrastructures and coordinates relationships with the stakeholders in this field (institutions, investors, industrialists and operators). Lise FUHR Lise Fuhr, Director General, European Telecommunications Network Operators' Association (ETNO) Lise is ETNO s Director General. Prior to that, she was Chief Operating Officer of DK Hostmaster and DIFO, the company managing the.dk domain name. In the period between September 2014 and December 2015 she also chaired the Cross Community Working Group for the IANA Stewardship Transition, building on her strong network within the internet community. Lise has 10+ years of experience in the telecoms industry. She started her career at the Danish Ministry of Science, Technology & Innovation ( , where she wrote and implemented regulation for the telecommunication markets. After that, she worked for the telecoms operator Telia Networks ( ), where she led various teams dealing with issues as diverse as interconnection agreements, mobile services and industry cooperation. Lise is a Danish national. David ZIMMER Inexio, CEO, European Competitive Telecommunication Association David Zimmer was born in 1973 and has been an entrepreneur since He is founder of Inexio and responsible for the strategic business development, corporate communications and sale of telecoms activities within Inexio. David Zimmer was Entrepreneur of the Year' in 2012 in the category "start-up companies. Mr. Zimmer is also managing director at Zimmer & Associates Asset-Management since 1990, member of the supervisory board of TOPIX Business Software AG since December 2004 and Vice-President of the Executive Committee at LU-CIX ASBL - Luxembourg Commercial Internet Exchange since He is also Vice-President of the Chamber of Commerce and Industry of Saarland since 2012 and Deputy Chairman for Saarland at the Economic Council Germany since November Finally he is Vice-President of the German Competitors association VATM. Inexio was founded in 2006 and is based in Saarlouis, Germany. Inexio invests in the development and extension of the most modern telecommunication infrastructure in the Land of Rhineland- Palatinate, at Saarland, Luxemburg, Baden-Württemberg and Bavaria.

4 Dalibor VAVRUSKA Managing Director, Global Head of Digital Connectivity Strategy and CEEMEA Telecom Research, Citigroup Dalibor is leading global digital connectivity strategy research as well as telecom equity research for Central and Eastern Europe, Middle East and Africa at Citigroup. His strategy work has been most recently focusing on digital economy and its impact on the telecommunications industry. Dalibor has more than twenty years of experience in equity and strategy research, including managing research teams globally. He has exclusively focused on TMT in the past fifteen years. Before joining Citigroup in 2011, Dalibor worked at ING Bank, leading emerging markets telecom equity research globally. In the initial stage of his career he worked for Credit Suisse Asset Management as an equity analyst, after which he helped to found and lead equity research for the Czech Republic and Slovakia at Erste Bank. For most of his careers Dalibor has worked in institutions with leading market share in equity trading as well as capital formation in his region and sector. He was involved in a number of telecom IPOs in his focus regions, particularly in Russia and Turkey. Dalibor holds a degree in mathematics from the Czech Technical University in Prague and an MBA from Rochester Institute of Technology with top scores in both. He is married with one child Anthony WHELAN Director for Electronic Communications Networks and Services, DG CONNECT, European Commission Anthony Whelan is a barrister. He has been a lecturer in public law at Trinity College Dublin, followed by a number of years as legal secretary in the chambers of an Advocate General at the European Court of Justice. He was subsequently a member of the Legal Service of the European Commission. He was head of the cabinet (private office) of EU Commissioner Neelie Kroes when she was commissioner for competition, and later when she became commissioner for the Digital Agenda. Now Anthony Whelan is the Director for Electronic Communications Networks & Services.

5 Günther OETTINGER European Commissioner for Digital Economy and Society Born in 1953 in Germany, Günther Oettinger was Commissioner for Energy from 2010 to Mr Oettinger studied Law and Economics at the University of Tübingen and was a lawyer and CEO of an audit and tax consultancy from 1984 to Mr Oettinger held several local and regional mandates in Germany: district councillor in Ludwigsburg from 1979 to 1993, member of the regional Parliament of Baden-Württemberg from 1984 to 2010 and Minister-President from 2005 to Mr Oettinger is member of the Governing Board and Federal Executive Committee of the CDU (Christian Democratic Union of Germany) since 2005 and was Chairman of the federal media policy committee of the CDU from 2006 to As Commissioner for Digital Economy and Society he is also member of the UN Broadband Commission for Sustainable Development, a platform of top CEOs and industry leaders, senior policymakers, government representatives, and academia dedicated to promote broadband on the international policy agenda as a key to development.
