2 The Right Honorable Lord Paul Boateng (AIPT co-chair) Paul Yaw Boateng is a British Labour Party politician, who was the Member of Parliament (MP) for Brent South from 1987 to 2005, becoming the UK's first black Cabinet Minister in May 2002, when he was appointed as Chief Secretary to the Treasury. Following his departure from the House of Commons, he served as the British High Commissioner to South Africa from March 2005 to May He was introduced as a member of the House of Lords on 1 July Congresswoman Diane E. Watson (AIPT co-chair) Diane Edith Watson (born November 12, 1933) is a former US Representative for California's 33rd congressional district, serving from 2003 until Ron Layton Founder & Chief Executive Ron Layton has combined successful careers in economic development and IP business to design the Light Years IP vision of engaging IP business techniques to reduce poverty and secure income for poor people through export trade in developing countries. Since forming LYIP as an NGO in 1999, Ron Layton has been creating mechanisms for poor producers in developing countries to improve the amount and security of export income from commodities and finished products. 2

Fontheim Chief Executive Officer Claude Fontheim is the CEO of Fontheim International, LLC; and he serves as Chairman of GlobalWorks Foundation, which is dedicated to fighting global poverty. Mr. Fontheim advises global companies on international trade and business; government relations; and corporate social responsibility issues. He was among the first CSR practitioners and his work includes environment, energy, labor, human rights, health, and economic development issues. Mark Florman (AIPT Advisory Board) Chief Executive officer, British private Equity and Venture Capital Association Mark Florman is Chief Executive of the British Private Equity and Venture Capital Association (BVCA), the leading industry body and public policy advocate for the private equity and venture capital industry in the UK. Since 2009, Florman has been a Senior Advisor for 8 Miles, a private equity firm focused exclusively on investments in Africa, with over $200m invested. 3

4 Leonora Akello Leonora is from Pader, in northern Uganda and has been producing Shea butter for generations. She was selected to represent the women of Gulu and Lira who attended IP Value Capture workshops in Washington, DC. Leonora spoke at both the State Dept. and AIPT launch events about the importance of shea butter for the women of northern Uganda and S. Sudan. Elizabeth Tamale. Deputy Commissioner, Ministry of Tourism, Trade and Industry Kampala, Uganda Elizabeth Tamale is currently working as a Principal Commercial Officer in charge of WTO activities in the Ministry of Tourism, Trade and Industry. Prior to that, she worked as an Associate consultant with The Ssemwanga Center as a Business Development Advisor focusing mainly on export market development. Esteriano Emmanuel Mahingila. Esteriano is a lawyer specializing in Intellectual Property and Corporate Laws. He is an Advocate of the High Court of Tanzania a member of the Tanganyika Bar Association as well as the East African Bar Association. He is currently a CEO of the Business Registration and Licensing Agency BRELA, a 4

5 Tanzania Executive Agency responsible for the administration of Intellectual Property and Corporate Laws; HE is also the Registrar of Companies, for Business names, Trade and Service Marks and Patents. Member of the Board of the Tanzania Capital Markets and Securities Authority and serves as a member of the African Regional Intellectual Property Organization Administrative Council and also was its Chairman for two years from 2003 to 2005 Getachew Mengistie IP Consultant Getachew was the first Director General of the Ethiopian Intellectual Property Office (EIPO).When Light Years IP designed the Ethiopian Fine Coffee Initiative in 2004, Getachew led the Ethiopian side, collaborating with Ron Layton and establishing a solid friendship. Getachew is currently working as an Intellectual Property consultant, training and assisting a number of African countries with their Intellectual Property policies and regulations. Isaac ole Tialolo Co-chair, Maasai Intellectual Property Initiative Isaac has been coordinating outreaches in Kenya and Tanzania. He has been endorsed by the council of elders to represent the Maasai community in Kenya and Tanzania. Dr Marcelin Tonye Mahop 5

International Advisory Board, the African Dr Marcelin Tonye Mahop is a versatile researcher on development policy issues, capable of blending his background in biology and his academic and professional achievements in intellectual property law and policy and in environmental law and policy. Norbert Mao President, Democratic Party of Uganda. Norbert Mao is the current President of the Democratic Party, and the Local Council 5 Chairman for Gulu District. Norbert Mao was elected as President of the Democratic Party (DP) on February 20, 2010 and ran for President of Uganda in the 2011 general election. Eskedar Nega United Nations Economic Commission for Africa (UNECA) Ms. Eskedar Nega is based in Addis Ababa, Ethiopia,where she works as a Program Officer in the ICT, Science and Technology Division at the UN Economic Commission for Africa (ECA). Before joining the Economic Commission for Africa in 2000, Ms. Nega lectured in International Public Law and Communications at the University of Law in Toulouse, France. She worked at the CERD-Com, a Center dedicated to research on global and national trends in areas such as the economic and legislative regimes of the ICT sector. 6
