Founded: Blue formed in 2016, when Warren Federal Credit Union (based in Wyoming and chartered in 1951) and Community Financial Credit Union (based in Colorado and chartered in 1956) decided to join forces. Total membership: 77,256 Assets and Use: $956,873,451 Employees: 265 Headquarters: Cheyenne, Wyoming Branches: 13 Free ATMs: Blue is part of a nationwide CO-OP network of credit unions that gives our members access to 5,000 shared branch locations across the U.S. on par with major banks as well as 30,000 surcharge-free ATMs. Who can join: There are several ways to become a Blue member: If you have family or household members who are already Blue members, they can extend their membership to you. Your employer may be a part of our Select Employee Groups (SEGs), which makes you eligible for membership. Employees of companies taking part in the Blue Partnership become eligible for membership with Blue Federal Credit Union. At their convenience, each individual may open an account and enjoy all the benefits of membership. Or, if you open an account and deposit $10, we ll use $5 to set up your membership and the other $5 as a donation to the Blue Foundation. PAGE 2

We offer different member benefits, including special interest rates and free services, based on your Rewards for Life membership level. Apply for your next auto loan with Blue and you ll earn rewards for your balance to go towards future discounts! Buying a home is one of the most important decisions you can make, which is why we ll guide you through the process. We work closely with you to explain underwriting guidelines, credit requirements, and the money you need to close on a mortgage loan. Plus, your mortgage with Blue earns you points with our Rewards for Life loyalty program. * Annual Percentage Yield. Rates are subject to change without notice. Extreme Checking: Annual Percentage Yield (APY) is paid on the portion of the balance up to $15,000 if criteria are met, and 0.25% APY paid on the portion of the balance above $15,000 if criteria are met. If you do not meet the criteria per qualification cycle, your account will earn a base rate of 0.00% APY; however, it will not receive ATM fee refunds for that time period. All debit transactions must post and clear prior to the end of the qualification cycle. No minimum balance required. Available to personal accounts only. No monthly service charge. Certain Rewards for Life criteria must be met to earn maximum dividend. Criteria: (1) Enroll and receive electronic statement which requires a valid address; (2) One Direct Deposit, ACH or Bill Pay must post and clear from your account during the qualification cycle; and (3) Ten (10) Debit Card Purchases (excludes ATM transactions) must Post and Clear your account during the qualification cycle. ATM fee refunds up to $21 per qualification cycle, $3 limit per transaction when criteria are met. If this is your first monthly qualification cycle as an Extreme Checking member you will receive the appropriate reward rate on your balance from the date of enrollment and the disclosed ATM fee refunds that occurred on or after your enrollment date regardless of whether or not you met all of the criteria. Limit one (1) Extreme Checking accounts per member. Membership is easy, just ask! Accelerated Savings: Earns 4.88% dividend rate. Members must meet certain criteria to earn dividend. 4 THE HISTORY OF BLUE Before there was Blue, there was an idea. An idea that by merging, two unique organizations could become a unified team capable of achieving more, together. F.E. Warren A.F.B. Federal Credit Union was established and granted a federal charter In August, the Dow Rocky Flats Credit Union is organized with 35 percent of the plant s employment joining The Board of Directors votes to change the name to Warren Federal Credit Union. Boulder Municipal Employees Federal Credit Union is chartered s Warren opens its second branch in Colorado Rocky Flats FCU became Community Financial Federal Credit Union. BME merges with CFCU Warren announces that it would be merging with Community Financial Credit Union. Community Financial was originally established in 1955 to serve the employees of the Rocky Flats Plant, but grew to serve the communities of Broomfield and Boulder in Colorado. The merger was completed in May of 2016 and Teubner remained the CEO of the unified organization. Following the merger, the newly knit organization announced a new name, Blue Federal Credit Union. The Credit Union now serves 80,000 members around the world with 13 branch locations in Wyoming and Colorado. PAGE 4

5 THE HISTORY OF BLUE 65 years of partnership with Warren Air Force Base The people at Warren A.F.B are an essential part of both our origin and future. As Blue, we ve continued Warren s deep, long-standing relationship with Warren Air Force Base. To us this means much more than providing financial services through Blue. We volunteer with our friends at Warren A.F.B and also commit financial resources nearly $20,000 a year to on-base activities and events such as Military Box Night, one of our favorite volunteer events all year. 62 years of partnership with Rocky Flats In the early 1950s, Rocky Flats in Golden, Colorado was constructed to build nuclear weapons during the Cold War. In August, 1955, Dow Rocky Flats Credit Union was organized with 35 percent of the plant s employment joining. It is a legacy we hold in high honor today as we operate in several locations around the Front Range. The Blue Foundation As an independent 501(c)3, but an inseparable partner in all of Blue s community endeavors, the Blue Foundation launched to support and lead our non-profit charitable giving in the communities we serve. For every donation dollar the Foundation receives, Blue Federal Credit Union matches it at up to 80%, significantly multiplying the money the Blue Foundation has to do good works. PAGE 5

6 LEADERSHIP President and Chief Executive Officer: Stephanie Teubner, MBA Stephanie Teubner is a successful credit union and community leader who dedicates her time and talent to the credit union movement and the community she calls home, Cheyenne, Wyoming. Stephanie has led Blue Federal Credit Union toward tremendous success over the past 18 years. As the largest financial institution headquartered in Wyoming, Blue is more than $1 billion in assets, serves over 81,000 members worldwide and has 13 branch locations in Wyoming and Northern Colorado. Stephanie leads by example and believes in doing good. As a civic-minded leader, she serves on a variety of boards, including the Wyoming Children s Society, Laramie County Economic Development Authority, Centennial Lending Board of Managers, and Western CUNA Management School (WCMS) Board of Trustees. Stephanie is a Development Educator with the National Credit Union Foundation and a Certified Executive with the Credit Union Executives Society (CUES). Receiving local, state and national certification and recognition are some of Stephanie s many accomplishments. The Mountain West Credit Union Association recognized her as the 2008 Professional of the year, the 2016 Wyoming Women of Influence in Finance award by the Wyoming Business Report and the 2017 Trailblazer CEO of the Year by the Credit Union Times. Stephanie holds an Executive MBA and a Bachelor s in Business Management and Finance from the University of Wyoming. Stephanie enjoys spending time and being active with her two sons, Jack (18) and Josh (13). Their favorite activities are skiing, camping, hiking, scuba diving and going to the movies. Stephanie is an avid runner. She participates in numerous races throughout the United States. PAGE 6 Executive Vice President and Chief Financial Officer: Kim Alexander, CPA Our CFO for over ten years, Kim sets and manages Blue s financial strategy, technology and regulatory compliance teams to ensure sustainable, long-term success that pays off for our members. Chief Lending Officer: Michael Martin An MBA with a special interest in entrepreneurship and business planning, Michael leads our retail, mortgage, commercial lending, and member solution teams. Michael is also heavily involved in Cheyenne Frontier Days and is currently the Chair for the Public Relations Committee. Chief Operations Officer: Andrew Shaw As Blue s COO, Andrew oversees all aspects of Blue s day-to-day and financial operations, the products and services we offer, member experience, and marketing along with business development and community outreach efforts. Chief Human Resources Officer: Bruce Brady An avid motorcyclist with a big heart, Bruce is responsible for team growth and happiness, staff development, retention and professional development where our employees always come first. Additionally, Bruce oversees the Blue Foundation - Blue s 501(c)(3) non-profit that gives back hundreds of thousands of dollars to the communities we serve.

7 BOARD OF DIRECTORS We express our sincere appreciation to our Board of Directors for their commitment and service to Blue Federal Credit Union. Tom Reiman - Chairman Tom has served on the Board of Directors since 2003 and has been a member of Blue Federal Credit Union since He is the President/CEO of Reiman Corp. in Cheyenne. Tom is a Cheyenne native and graduated from the University of Wyoming in 1974 with a B.S. in Civil Engineering. He holds a number of professional memberships and affiliations such as Arbitrator of the American Arbitration Association, past President of the Wyoming Contractors Association, Chairman of the Building Committee, and Construction Industries Relation Committee Representative and Board Member. Bruce Messer - Vice Chairman Bruce has served on the Board of Directors since 2010 and a member of Blue FCU. While working with the Department of Transportation, he owned and operated Messer Construction LLC, was a Mortgage Loan Officer for Western National Bank in Colorado Springs, Colorado, and served as the Assistant Treasurer for First Federal Savings and Loan in Mt. Vernon, Ohio. He has held volunteer positions with the Veteran s Administration, Boy Scouts of America and Cheyenne Cycle Club. Eric Harris - Treasurer Eric Harris joined the Credit Union Board of Directors as Secretary once the merger with BMEFCU was completed. Eric had served on the BMEFCU Board as a Director since He received his degree in Business Administration from the University of Colorado, and briefly played professional football. He retired from the City of Boulder in 2006, where he held several designations, and worked as a Human Resources Manager. Eric currently does property management, and continues to do work in Human Resources consulting, mediation, negotiations, wellness program evaluation and design, business consulting, and career coaching. He also volunteers as a mentor for students and student athletes, serves on a Boulder County Fire District Board of Directors, and the children and family wellness board Healthy Learning Paths. Eric and his wife, Kris, have six children and eight grandchildren. Jeffie Wiggins-McMullen - Secretary Jeffie has served on the Board of Directors since 2012 and has been a member of Blue FCU since She is the Administrator of the Department of Corrections for the State of Wyoming. She served on the Warren FCU Supervisory Committee from 2011 to January Jeffie holds a BS in Business from Kearney State College, an MBA from the University of Nebraska at Kearney, and a MPA from the University of Nebraska at Omaha. She also served on the Board of Directors for Kearney FCU in Kearney, Nebraska from She has held volunteer positions with CASA of Laramie County as a Board member from , Families Care, Leadership Kearney graduate, and was the United Way Chair in Kearney, Nebraska. 8 Michael Ryan - Chair Member Michael has served on the Board of Directors since 2014 and has been a member of Blue since He has also served as the Chair of the Warren FCU Supervisory Committee for four years. He is the President/CEO of Global Intelligence Resources and holds an M.A. degree in History from Cal State Dominguez Hills and a BA in Mass Communications from Fresno State University. Michael holds membership in numerous professional and civic organizations including Life Member of the Association of Former Intelligence Officers, the Foreign Legion Association, Wyoming Basset Hound Rescue, Interfaith Hospitality Network and is the past President of the Cheyenne Sunrise Lions. Robert Luna Chair Member Robert Luna joined the Board of Directors as Vice Chairperson once the merger with BMEFCU was completed. Robert had served on the BMEFCU Board since 1994 except for a small break of 1 ½ years. He served as Chairperson at BMEFCU for the last four years and had served as Vice Chairperson before becoming President. Robert retired from the City of Boulder in 2006 and is now co-owner of four Boulder County Real Estate Offices. Robert and his wife have two daughters who are very active in multiple sports. Robert and his family enjoy traveling. Laurie MacDonald - Chair Member Laurie has served on the Board of Directors since October 2010 and has been a member of Blue Federal Credit Union since She is the CFO of Scotch Boy, Inc. and has managed the financial aspects of a landscape construction company for over 22 years. She is also the Managing Member of Dry Creek Rental Properties, LLC, a property management company. Previously, she had served on Blue Federal Credit Union s Supervisory Committee for 5 years in various capacities, including chairwoman. Deanne Vogel - Chair Member Deanne moved to Cheyenne when her father was stationed at F.E. Warren AFB and she was a high school freshman. She graduated from Central H.S., Laramie County Community College, and the University of Wyoming and she has an MBA from Touro University International. She served in the WY Army National Guard from 1978 through 2010, retiring as a Lieutenant Colonel. She has worked for the Guard as a full-time technician since Her positions have been the Camp Guernsey Logistics Officer, and the Supervisory Logistics Officer, Supervisory Purchasing & Contracting Officer and the Comptroller at the National Guard Headquarters in Cheyenne. She was assigned as the Comptroller in 2010 and still works in that position. She s a Certified Defense Financial Manager and a Certified Public Manager. She s considering retirement in 2019 and looks forward to traveling and doing all those things in retirement that working full-time does not allow her to do! 9 PROPER LOGO USE STANDARD LOGO HORIZONTAL LOGO The standard version is the primary logo mark used. In some cases, horizontal layouts will determine when this version should be used instead of the standard. CLEAR SPACE A protected area of clear space must surround the Blue logo in all print and web applications. Clear space is defined as being void of any text, logos, or competing elements. The clear space is measure to be no less than half the length of the l and when enclosed, no more than the full length of the l. DO S DON TS 1. Placing the logo on lighter backgrounds 5. Placing the logo on foreign colors 2. Placing the logo on darker backgrounds 6. Placing the logo on patterns The positive version of the logo should be used on light backgrounds. The negative version of the logo should be used on dark backgrounds. 3. Placing the logo on images The logo may be placed on images as long as there is enough contrast. 4. Placing the logo on textures Logo may be placed on designated brand assets. PAGE 9 Never place the logo over a color that s not designated in these guidelines. Loud patterns are very distracting and not appealing. 7. Rotating the logo It s perfect! Don t change it. 8. Putting a stroke on the logo When encountering a situation where the logo needs to stand out more, use one of the logo files provided that gives you better contrast.
