CONSIDERATION OF MINUTES OF PREVIOUS MEETING(S) a) Review and Adoption of the Minutes of Regular Council held in open session dated Monday, March 3, 2014; MOVED: Liz Welsh SECONDED: Helen Havlik THAT the minutes of the Regular Meeting of the Town of Petrolia Council from Monday, March 3, 2014 be approved as submitted. C /17/ RECOGNITIONS / AWARDS / ANNOUNCEMENTS Presentation by Sam Sadawi and Tim Stuart of Awards from the OPWA o Bourque Woodworks o Scotiabell Inc o CIMA + Recognition of Rob Hinde from Manny Baron, CAO/Clerk o On March 7 th, an on ice official suffered a major injury which required medical attention; Mr. Hinde is here tonight to receive recognition for his swift and professional action during this event. Mr. Hinde quickly called for medical assistance, cleared the way for the EMS and Paramedics to attend and assisted the trainers on ice while medical assistance arrived; o Petrolia Minor Hockey members Nick Salaris and Max Boyd also expressed their gratitude to Mr. Hinde Announcement from Laurissa Ellsworth, Manager of Marketing o After approximately 1 year of collecting information through survey s, branding sessions and public input the Marketing Department is pleased to announce that a new Tourism Slogan has been developed You ll be Surprised Recognition of Terry Bright, 35 years of Service o Mrs. Bright is the Town s HR Clerk and on March 12 th celebrated her 35 th year as a Town Employee; o Mayor McCharles congratulated her on this accomplishment and thanked her for her loyalty, Mrs. Bright was presented with flowers in recognition of this accomplishment March 25 th at 10 am there will be a ground breaking ceremony for the new Family Health Team Building on Glenview Road, all are welcome to attend, following there will be a reception at Victoria Hall; IODE Butter Tart sales have begun, please contact any IODE member to place your order; Annual Easter Egg Hunt as hosted by the Petrolia Lions will take place on Saturday, April 15 th at the Petrolia Lions Hall; Events happening on stage at Victoria Hall in the coming weeks are; o Petrolia Community Theatre presents Things my Mother Taught Me on April 3, 4, 5 and 6; o Petrolia Lions Club presents Class of 59 on April 11 th ; o St. Andrew s Presbyterian Church presents the Mudmen on April 12 th ; o Film presentation If I Shall Fall in conjunction with the Lambton Military Family Support Group on April 13 th The VPP Summer Season is selling well, don t be disappointed in missing out on your preferred seats, contact the Box Office to purchase your tickets; County Council will hold their budget session this coming Wednesday, at 9am at the County Building, all are welcome to attend;

C /17/2014 ii) Report dated March 17, 2014 from Joe Adams, Director of Operations regarding OCWA 2013 Annual Report - Summary; MOVED: Mary Jane Samela THAT the Council of the Town of Petrolia, accept the 2013 Water Treatment Plant Annual Summary Report as prepare and presented by OCWA. 4 c) Operations d) Community Services e) Administration i) Report dated March 17, 2014 from Lawrence Swift, Fire Chief regarding Fundraising Activity Boot Drive; MOVED: Joel Field SECONDED: Tim Brown THAT the Council of the Town of Petrolia, grant permission to the Petrolia Firefighters Association to conduct a fundraising door to door boot drive during the month of April C /17/2014 ii) Report dated March 17, 2014 from Mandi Pearson, Deputy Clerk/Operations Clerk regarding application for Temporary Signage Petrolia Optometry; THAT the Council of the Town of Petrolia, approve the temporary sign permit application for 413 Wingfield Street AND THAT the sign be removed by April 30, C /17/2014 iii) Report dated March 17, 2014 from Mandi Pearson, Deputy Clerk/Operations Clerk regarding Spring Clean Up at Hillsdale Cemetery; MOVED: Helen Havlik THAT the Council of the Town of Petrolia, receive and file this report as presented. 5 THAT the Council of the Town of Petrolia, approve the one-time donation of $ to 1 st Petrolia Guides C /17/2014 v) Report dated March 17, 2014 from Mandi Pearson, Deputy Clerk/Operations Clerk regarding request for Garden Centre permission at Heidi s Independent; MOVED: Helen Havlik SECONDED: Mary Jane Samela THAT the Council of the Town of Petrolia, approve the request from Heidi s Independent to operate a Garden Centre from March through July 2014; AND THAT all water usage to operate the Garden Centre be invoiced at the end of the season. C /17/2014 vi) Report dated March 13, 2014 from Rob Nesbitt, Planner regarding possible changes to the Petrolia Official Plan; MOVED: Liz Welsh Discussion: 1. Councillor Welsh: with the release of the 2014 Provincial Policy Statement, will this version be considered in the update? - Yes, this new model will be what is implemented 2. Mr. Nesbitt noted that if any members of Council would like to participate in this exercise he would most welcome them. - Councillor Gleeson and Councillor Welsh both offered to participate. 6 MOVED: Liz Welsh SECONDED: Tim Brown THAT the above correspondence items a) through g) be received and filed Discussion: Item C: Mayor McCharles noted that there has been lots of discussion on this topic, as Petrolia is a non-willing host for Wind Turbines, should we be allowing Road Use access for them? Something for Council to consider, comments by Council are appreciated and Council are encouraged to respond. C /17/ CORRESPONDENCE / ITEMS - MOTION REQUIRED 14. 7 Third and Final reading THAT By-Law Number being a By-Law of the Corporation of the Town of Petrolia to appoint Councillors and Ratepayers to Various Duties be read a Third Time and Finally Passed. ; C /17/2014 THAT By-Law Number being a By-Law of the Corporation of the Town of Petrolia to Confirm the Resolutions and Motions of the Council of the Town of Petrolia which were adopted up to and including March 17,2014 be read a Third Time and Finally Passed. ; C /17/ ADJOURNMENT MOVED: Tim Brown THAT the March 17, 2014 meeting of the Council of the Town of Petrolia be adjourned to the next regular scheduled meeting of Council to be held on Monday, April 7, 2014 or to the call of the Chair.
