ADOPTION OF AGENDA Moved by Karin Terziano PIPS54-13 IT IS RECOMMENDED THAT: The Public Infrastructure and Protective Services Committee Meeting Agenda dated September 10, 2013 be adopted as printed and circulated.

PROPERTY STANDARDS COMMITTEE At this time, Committee sat as a Property Standards Committee. 5. PRESENTATION Agenda Item # 5. was addressed after Agenda Item # 3. a) Issuing of Huntsville Fire Department Badges to New Recruits Stephen Hernen and Gary Monahan present a PowerPoint Presentation. (Schedule A ) Chair Schumacher, Mayor Doughty and Fire Department Staff congratulated and presented new recruit badges to Josh Both, Andrew Ellis, Nolan Fisher and Travis Medland. (D Arcy LeClaire and Amy Nadrofsky were absent) 6. DEPUTATION a) Robert I. Maxwell - Request for Removal of Culvert 137 Old North Road Mr. Maxwell presented his deputation to Committee outlining his concerns with the installation of a new culvert near 137 Old North Road that, in his opinion, will flood his property. Mr. Maxwell provided a brief history of the area that included abutting properties belonging to Tembec and Fanotech. Bob Hall provided a public works synopsis of the area in regards to the recent 2013 flood. Committee requested staff a) arrange for a cap on the culvert; b) review the entire area of concern; c) review the Storm Water Management Plan for Tembec. 7. REPORTS a) Fire and Protective Services i) Report FIRE Fire Department Collection Procedures Stephen Hernen outlined the Report. Committee discussed proposed changes to the Report. Motion to Postpone Moved by Claude Doughty PIPS55-13 IT IS RECOMMENDED THAT: Committee hereby postpones Report, Reference FIRE , Fire Department Collection Procedures, until the next regular Public

3 Public Infrastructure & Protective Services Committee Meeting September 10, Infrastructure and Protective Services Committee meeting to allow staff further time to investigate the matter. b) Public Infrastructure i) Report PI Proposed Soccer Building at McCulley-Robertson Park Colleen MacDonald outlined the Report. Committee requested Ms. MacDonald review with the Huntsville Soccer Club the option of the Club maintaining ownership, operation and responsibility of the structure. Motion to Postpone Moved by Brian Thompson PIPS56-13 IT IS RECOMMENDED THAT: Committee hereby postpones Report, Reference No. PI , Proposed Soccer Building at McCulley-Robertson Park until the next regular Council meeting to allow staff further time to investigate the matter. ii) Report PI Sewer Connection Costs for Various Buildings at McCulley Robertson Park Moved by Brian Thompson PIPS57-13 IT IS RECOMMENDED THAT: Report, Reference No. PI dated September 2, 2013 prepared by Colleen MacDonald, Manager of Parks and Cemeteries, regarding Sewer connection costs for various buildings at McCulley-Robertson Park be received; AND FURTHER THAT: This committee approve the installation expenses detailed within this report; AND FURTHER THAT: This committee endorse the additional operational costs that will result from the installations. Defeated. iii) Report PI Splash Pad Concept Brian Crozier and Colleen MacDonald outlined the Report received for information only. Committee discussed requirements for a splash pad. Due to the high cost, Committee agreed the project would not be feasible to consider at this time. Pitman s Bay Update Colleen MacDonald noted the majority of construction was completed in July. Hutcheson Beach Update Colleen MacDonald noted the recent upgrades were well received by the community this summer. Councillor Davis raised concerns with stumps in the sand at the waters edge.

4 Public Infrastructure & Protective Services Committee Meeting September 10, Chair Schumacher noted staff would investigate if the Town would be allowed to remove them or not. c) Development Services i) Report PI Private Use of Road allowances Mike Gooch outlined the Report that was received for information only. 8. NEW BUSINESS - Nil 9. ADJOURNMENT Moved by Brian Thompson PIPS58-13 IT IS RECOMMENDED THAT: We do now adjourn at 12:15 p.m. to meet again on Tuesday, October 15, 2013 at 10:30 a.m. or at the call of the Chair, in the Huntsville Municipal Council Chambers. Report FIRE Fire Department Collection Procedures Moved by Claude Doughty PIPS55-13 IT IS RECOMMENDED THAT: Committee hereby postpones Report, Reference FIRE , Fire Department Collection Procedures, until the next regular Public Infrastructure and Protective Services Committee meeting to allow staff further time to investigate the matter. 2. 6 was 2 nd year for Joint Recruit Program - 52 recruits from 5 Municipalities - 20 instructors from 5 Municipalities -100hrs of classroom and practical training all over Muskoka - Final weekend at Ontario Fire College for Live Fire Training - June the recruits wrote Component 1 Provincial Exam

11 - 11 recruits completed training and where assigned to a station - certified NFPA 1001 level 1firefighters - all advanced to the next level - attend monthly training and maintenance - attend specialty training such as First Aid/CPR, Driver D, Air Brake - responding to calls - over the next 6 months they will have the opportunity to continue advancing with course s such as advanced Firefighter Survival/ATV Safety/Moving Water
