RECEIVE AN UPDATED LIST OF ENTITY AND UTILITY COMPANY CONTACT PERSONS AND DIRECT STAFF ACCORDINGLY (FOR POSSIBLE ACTION) Comments: Mr. John Peñuelas, Director of Engineering Services-Streets and Highways, Regional Transportation Commission of Southern Nevada (RTC), mentioned that the Nevada Regional Common Ground Alliance contacts had been incorporated into the Entity and Utility Contact List. He asked the Regional Project Coordination Committee members to consider whether the addition of emergency contacts specific to the entities and utility companies they represented would be in order.

RECEIVE PRESENTATIONS FROM A MEMBER ENTITY AND UTILITY ON UPCOMING PROJECTS, NEW TECHNOLOGIES, AND OTHER TOPICS OF INTEREST (FOR POSSIBLE ACTION) Comments: Mr. John Peñuelas, Director of Engineering Services-Streets and Highways, Regional Transportation Commission of Southern Nevada (RTC), informed the Regional Project Coordination Committee (RPCC or Committee) that the RTC Board of Commissioners (RTC Board) had approved the agency s Capital Improvements Program (CIP) at the RTC Board s June 14, 2018 meeting. He stated that Mr. Joe Damiani, RTC Manager of Engineering, would provide a presentation on the RTC s CIP. RTC Capital Improvements Program Fiscal Years Roadway Planning and Funding Following a detailed PowerPoint presentation [attached], Mr. Damiani first detailed the RTC s CIP funding sources and amounts. Motor Vehicle Fuel Tax (MVFT) o $30,000,000 (NOTE: Mr. Damiani explained that the estimated MVFT receipts are $90 million, but, after various expenses, the RTC will have approximately $30 million for projects.) Fuel Revenue Indexing o $60,000,000 o $182,000,000 (NOTE: Mr. Damiani shared that this figure represented the amount against which the RTC could bond for the first fiscal year) Sales Tax o $11,000,000 The RTC Manager of Engineering stated that the RTC facilitated regional roadway planning and funding for the member agencies; namely, Clark County, the City of Las Vegas (Las Vegas), the City of North Las Vegas (North Las Vegas), the City of Henderson (Henderson), City of Boulder City, and City of Mesquite. The RTC and the local entities formally made arrangements regarding these particular projects via interlocal contracts. Mr. Damiani further stated that the RTC can advance monies for construction under the following conditions: the agency has funds available for construction and the member entity is at the 90 percent mark in design and has procured right of-way. RPCC GIS Project Map: New Legend for CIP Projects Mr. Damiani then displayed a slide entitled Clark County Projects which was in the style of the RPCC GIS Project Map visuals. He pointed out the legend in the lower left corner, noting that the RTC had created a new guide with the aim of focusing upon projects in design, planned projects, and recently approved. The RTC Manager of Engineering told the Committee that the legend would be applicable for the project maps that would be displayed in the presentation regarding the other above-mentioned Southern Nevada jurisdictions. From there, he discussed the legend in detail.

He informed the Committee members that RTC personnel planned to either include or present projects in design, respectively, in the RPCC agenda or at the RPCC meetings hereafter because this type of work should either already be in the coordination phase or coordination should commence very soon. Planned Projects The RTC Manager of Engineering informed the RPCC that the green lines represented the planned projects for the next three years. He said that planned projects beyond the three-year mark would be eliminated from the RPCC GIS Project Map because these efforts were too far in the future to discuss coordination. That being said, the RTC Manager of Engineering noted that the RPCC would talk about projects if they were moved forward into a CIP three-year timeframe for some reason. He cited the example of a CIP project being removed, allowing for work that had been scheduled further out to possibly begin sooner. Recently Approved (Projects About to Start) The RTC Manager of Engineering went on to say that the magenta lines represented projects recently approved projects by the RTC Board. He characterized these as projects about to start. Mr. Damiani mentioned that RTC staff members were planning to display this work on the RPCC GIS Project Map for approximately one month. He emphasized that entity and utility company personnel should actively coordinate on recently approved projects. Construction Projects The RTC Manager of Engineering told the Committee that projects in construction would be featured on the Cone Management Working Group GIS Project Map, not the RPCC GIS Project Map. Clark County Projects Clark County Projects Fiscal Year 2019 Next, Mr. Damiani showed a slide with a list of Clark County Fiscal Year (FY) 2019 projects that were included in the RTC s CIP. He stated that the following projects were in the design phase and were eligible for funding. Ann Road: Clark County 215 Beltway to Durango Drive Cactus Avenue: Fort Apache Road to Buffalo Drive Cimarron Road: Blue Diamond Road to Robindale Road Fort Apache Road: Blue Diamond Road to Warm Springs Road Elkhorn Road: Hualapai Way to Grand Canyon Drive Sloan Lane: Vegas Valley Drive to Ruby Creek Drive Silverado Ranch Boulevard: Jones Boulevard to Dean Martin Drive Rainbow Boulevard: Cactus Avenue to Blue Diamond Road Russell Road: Hualapai Way to 215 Beltway Mr. Penuelas noted that these projects would be featured on the RPCC GIS Project Map. ***A Regional Project Coordination Committee alternate, representing an entity with voting privileges, arrived at the meeting at approximately 9:10 a.m. *** Clark County Projects FY 2020 & 2021 Mr. Damiani went on to display a slide listing Clark County FY 2020 and 2021 projects as set forth below:

Henderson Projects FY 2019 The RTC Manager of Engineering stated that there were no projects for Henderson in Fiscal Year Henderson Projects FY 2020 and 2021 Mr. Damiani stated that the sole project in this category involved work on American Pacific Drive: Horizon Ridge Parkway to Appian Way. Future CIP Presentations by Entities and Utility Companies Mr. Damiani advised the RPCC representatives to design their CIP-related PowerPoint presentations so that matters relevant to the group would be provided. The RTC Manager of Engineering related that the presentations, along with any other CIP-related documentation, would be used by the RTC s Information Technology staff to populate the RPCC GIS Project Map. Questions and Answers What Sort of Information Should Entities Supply for Projects in Design and Planned Projects? Chair Mark Sorensen, City of Las Vegas, asked if the current to and from dates that the entities and utility company personnel supplied for project data on the RPCC GIS Project Map would be sufficient for the new projects in design and planned projects categories or if more information was needed. Mr. Damiani responded that the date details would be needed. That being said, he emphasized that was critically important to denote the street limits of a project so the users of the map would be aware of the roadways impacted by the work. He cited an example that the entity should set forth information along the lines of X Boulevard: Y Street to Z Drive. How Should the Entities Designate their CIP Projects Approved by Their Governing Authorities? Chair Sorensen asked how the entities should designate CIP projects that were not funded by the RTC, but approved by their governing authorities. Mr. Damiani believed that these fell into the recently approved category and would be outline in magenta. Moving Toward RTC Information Technology Handling Uploads to RPCC GIS Project Map Mr. Damiani noted that there had been technical difficulties associated with the data supplied by the entities and the RPCC GIS Project Map platform. This had resulted in various problems, including, but not limited to, the loss of data or the inclusion of extraneous information. The RTC wanted to address this problem. As such, agency personnel planned to talk to RPCC representatives about the RTC s proposal to change the map data upload process. The idea is that representatives would provide the RTC with their CIPs, via presentations made at the RPCC and/or other CIP-related documentation, and the RTC s Information Technology (IT) personnel would incorporate this information into the map. The RTC Manager of Engineering added that representatives could inform the agency about CIP adjustments and IT staff would also include these in the map. It was thought that such an arrangement

Mr. Damiani noted that the membership would have to be amenable to this change. DISCUSS POTENTIAL PROJECTS ON THE ONE TO TWO YEAR PLANNING LIST (FOR POSSIBLE ACTION) Comments: Mr. John Peñuelas, Director of Engineering Services-Streets and Highways, Regional Transportation Commission of Southern Nevada (RTC), related that the RTC had effectively set forth the agency s projects on the one to two year planning list in the Capital Improvements Program presentation which was the subject of Item 4. Mr. Peñuelas went on to say that he would be talking about proposed changes to the DISCUSS POTENTIAL PROJECTS ON THE ONE TO TWO YEAR PLANNING LIST (FOR POSSIBLE ACTION item as part of the discussion for the Topics of Interest (Item 8) agenda item. ***The Regional Project Coordination Committee member referenced in Item 4 returned to the meeting at 9:19 a.m.*** Motion: No motion was necessary. RECEIVE A REPORT FROM THE CONE MANAGEMENT WORKING GROUP (FOR POSSIBLE ACTION) Comments: Mr. John Peñuelas, Director of Engineering Services-Streets and Highways, Regional Transportation Commission of Southern Nevada (RTC), announced that the Cone Management Working Group

From there, Mr. Peñuelas recounted that he had asked the Regional Project Coordination Committee (RPCC or Committee) at the previous RPCC meeting to let him know if any of their colleagues might be interested in serving as the CMWG Chair. He shared that if no one came forward, the current chair, Mr. Lance Olson, with the City of Henderson, would continue to serve in that capacity. Next, Mr. Peñuelas reported that the CMWG would be focusing on work zone Intelligent Transportation Systems (ITS). As part of that effort, the RTC had contracted Kimley-Horn & Associates to develop a work zone ITS specification. The RTC Director of Engineering Services said that the first step in developing that specification would involve holding workshops with representatives of agencies to discuss work zone management, work zone performance, work zone locations, and work zone placement that necessitated the taking of roadway lanes. Mr. Peñuelas announced that a work zone ITS workshop with the traffic engineers of the Southern Nevada entities had already been scheduled for July 2018 to discuss the above-mentioned topics. He added that the utility companies would eventually be involved in this process in some fashion as well. The RTC Director of Engineering Services was of the opinion that there was existing technology that could supply data and information regarding the aforementioned matters. Mr. Peñuelas concluded his report by saying that the RTC and certain local agencies were continuing to test smart arrow boards utilizing the WAZE traffic navigation technology platform. He reminded the RPCC that the data captured by these boards fed into the CMWG GIS Project Map, providing information on a variety of work zone-related matters including where the work zones are situated and if lanes had been taken. DISCUSS TOPICS OF INTEREST Discussion of Proposed Changes to Regional Project Coordination Committee Agenda Mr. John Peñuelas, Director of Engineering Services-Streets and Highways, Regional Transportation Commission of Southern Nevada (RTC), informed the Regional Project Coordination Committee (RPCC or Committee) that the RTC was proposing to make some changes to the RPCC agenda. At this time, he wanted to discuss the matter with the Committee and revised items would be formally presented in the next agenda. Focus on Capital Improvements Program Projects and Their Movement from One Status to Another Mr. Peñuelas shared that the plan was to change the RPCC agenda so that some items would focus upon capital improvements programs or plans and the movement of projects from one status to another. Mr. Joe Damiani, RTC Manager of Engineering, related that one of the goals of the proposed changes was to prompt coordination efforts before projects moved into construction in order to enhance work zone and traffic management and performance. Revise Former Agenda Item to New Planned Projects Agenda Item Mr. Peñuelas stated that the RTC would like to change the item concerning the following subject matter: RECEIVE PRESENTATIONS FROM A MEMBER ENTITY AND UTILITY ON UPCOMING PROJECTS, NEW TECHNOLOGIES, AND OTHER TOPICS OF INTEREST (FOR

The RTC was proposing a new standing agenda item with language along the lines of RECEIVE PLANNED PROJECTS FROM MEMBER ENTITIES AND UTILITY COMPANIES (FOR POSSIBLE ACTION). He explained that the modification was intended to facilitate the sharing of CIP information among the RPCC members and for the RTC so that the agency could incorporate this into the RPCC GIS Project Map. The Director of Engineering Services added that representatives could provide updates on CIP adjustments, such as projects moving in or out of the three-year timeframe, during the discussion related to this agenda item. Mr. Peñuelas noted that the representatives would likely need to supply CIP documentation in addition to the presentation in the near term to ensure the RTC had all of the relevant information. Remove Potential Projects on Planning List Agenda Item Mr. Peñuelas went on to say that RTC staff members were proposing to the remove DISCUSS POTENTIAL PROJECTS ON THE ONE TO TWO YEAR PLANNING LIST (FOR POSSIBLE ACTION) from the RPCC agenda. Simplify Projects Under Design And/Or On Agency Boundaries Agenda Item The RTC Director of Engineering stated that agency personnel were aiming to simplify the agenda item with the recommendation DISCUSS PROJECTS UNDER DESIGN AND/OR ON AGENCY BOUNDARIES (FOR POSSIBLE ACTION). The current thinking was to revise the item with language along the lines of DISCUSS PROJECTS STARTING DESIGN (FOR POSSIBLE ACTION). Regarding this phase in a project s lifecycle, Mr. Damiani reminded the Committee that starting design was the equivalent of recently approved. He strongly encouraged the Committee to inform the RPCC about such work and commence coordination efforts with the appropriate parties as soon as possible. He noted that these projects would be outlined in magenta on the RPCC GIS Project Map and would only be displayed for a month period. Regarding this proposed new agenda item, Mr. Tim Gibson, Clark County Water Reclamation District, asked what sort of information should be shared at the meetings and for the RPCC GIS Project Map. Mr. Damiani stated that it was critically important to set forth the roadways impacted by the projects. He gave an example of X Boulevard: Y Street to Z Drive. Mr. Peñuelas mentioned that providing information could come in the form of the CIP presentation, CIP-related digital files and documentation, or a list of such projects. Include New Proposed Moving to Construction Phase Agenda Item Mr. Peñuelas announced that RTC staff members were developing a new agenda item as follows: DISCUSS PROJECTS MOVING TO CONSTRUCTION PHASE (FOR POSSIBLE ACTION). He informed the RPCC that this item would concern those projects which were moving from the design to construction phase. The work would be outlined in red in the RPCC GIS Project Map and would only be displayed for a one-month period. Mr. Damiani mentioned that members take careful note of these projects and if coordination efforts were not already in place to move forward with such collaboration. Mr. Peñuelas added that this could serve to mitigate or eliminate the number of instances when a particular roadway is subject to repeated disruptions due to conflicting construction projects. This would be of great benefit to the traveling public. The RTC Director of Engineering Services shared that these projects would also be featured on the Cone Management Working Group GIS Project Map. Formally Reviewing and Approving New RPCC Agenda Mr. Peñuelas stated that in the next RPCC agenda the RTC would include an Approve an Agenda item to cover the above-mentioned matter. He informed the group that the RPCC would be free to make comment to indicate whether the members were in favor or opposed to these changes.

The Committee members did not need to include their jurisdiction s CIP projects funded by the Clark County Regional Flood Control or the RTC. Regarding the RPCC GIS Project Map, Mr. Damiani stated that it was likely a great deal of information would be gleaned from the CIP presentations, but he noted that the Committees should still submit the capital plans and related documentation to ensure the RTC had accurate and complete information. For the near term, Mr. Damiani asked the representatives to send him a list of their projects in design. Regarding both presentations and the map, the RTC Manager of Engineering asked that the representatives ensure that they provided information on projects that impacted streets or rights-of-ways and set forth the specific limits. RPCC GIS Project Map Private Developments to be Featured on RPCC GIS Project Map Mr. Damiani went on to say that the RTC was aiming to have all private development projects on the RPCC GIS Project Map by January Comments on RPCC GIS Project Map Chair Mark Sorensen, City of Las Vegas, thought that the new RPCC GIS Project Map legend and the request that the RPCC representatives specifically denote roadways and rights-of-way that would be impacted by the CIP projects of their jurisdictions or companies would be beneficial to all map users. While Chair Sorensen understood that RTC personnel would be talking to the Committee members about the RPCC GIS Project map data fields, he wanted to note that the field for listing the project manager and the digital space to provide a detailed project description had been of great value to Las Vegas staff members. Notifying Kern River Gas Transmission Company About Projects in Vicinity of Company s Facilities Ms. Cindy Shackelford, Kern River Gas Transmission Company (Kern River), shared that Kern River had been receiving notifications of projects nearing the start of construction and some of the work was in the vicinity of the company s facilities. She said that there had been instances when company officials had to ask that project progress be put on hold until Kern River staff could assess activities. Ms. Shackelford expressed that Kern River needed communications much earlier in the project development phase. The Kern River staff member expressed willingness to meet with the project managers of the Southern Nevada agencies to talk about this matter. Mr. Peñuelas offered to help make these connections. He also recounted that the RPCC had discussed the addition of a layer displaying Kern River facilities on the RPCC GIS Project Map. Mr. Todd Gurnee, RTC GIS Analyst, said that he had not yet received files from the company. Ms. Shackelford said she would check on this matter. Chair Sorensen invited Ms. Shackelford and other Kern River representatives to speak with the Las Vegas City Engineer about the issue she had raised. Furthermore, he was in favor of a Kern River facilities layer on the RPCC GIS Project Map.

17 DocuSign Envelope ID: EE30E0BB-C58F-4071-BECD-EE07015A57F0 Minutes-Regional Project Coordination Committee Meeting of June 20, 2018 Page 11 of 12 Bureau of Land Management Believes RPCC GIS Project Map Could Be Used As Tool to Expedite Right-of-Way Application Process Ms. Vivian Browning, Bureau of Land Management (BLM), mentioned that BLM personnel thought that they might be able to use the RPCC GIS Project Map as a tool to expedite processing related to National Environmental Policy Act (NEPA) analyses. She provided an example to illustrate: An entity had a project in X area where BLM has jurisdictional authority and the entity applies for right-of-way (ROW) and said project has to go through the NEPA analysis. If there are other parties who have projects in the same area and, likewise apply for ROW for their projects (which also have to go through the NEPA analysis), BLM staff members think that if there was sufficient information included on the map, the information from all the parties and their respective projects could be contained in one NEPA document and analyzed at the same time. This could expedite the processing of the ROW applications. Ms. Browning went on to note that the BLM was planning a customer service workshop which would address how to complete a BLM permit application including a request for a NEPA analysis. This event would likely occur sometime in October Mr. Peñuelas asked if Ms. Browning or a BLM representative could provide a condensed overview on this process to the RPCC. Ms. Browning stated that it would be helpful to the BLM if the RPCC indicated what sort of information the Committee wanted to know regarding BLM permit applications. That being said, she said it might be possible for BLM to provide a basic overview of the process and highlight the information upon which applicants should focus. Chair Sorensen felt that a brief overview of the BLM permit application process would be helpful to the group and encouraged Ms. Browning to confer with her colleagues to determine if this was feasible. Upcoming CIP Presentations Mr. Peñuelas explained to the RPCC that the agency wanted to provide an example of a CIP presentation and discuss the above-referenced revised agenda items before the RPCC members discussed their CIPs. The Director of Engineering Services then said that the RTC would be working with the representatives of the entities and the utility companies to schedule CIP presentations. Mr. Damiani suggested that the representatives be prepared to inform the group as to when their CIPs would likely be adopted at the next RPCC meeting. Nevada Department of Transportation Work Mr. Doug Johnson, Nevada Department of Transportation (NDOT), reported that NDOT had issued permits on a limited basis for work on State Route (SR) 593 (Tropicana Avenue). The project limits were from the western side of Las Vegas Boulevard to Boulder Highway. Mr. Johnson informed the Committee that mill and fill work would start at the western side of Las Vegas Boulevard and end at Eastern Avenue. He continued, saying that open grade activities would be carried out from Eastern Avenue to Boulder Highway. The NDOT staff member reported that sidewalk median improvements would encompass the entire project Mr. Peñuelas thanked for this notification and told the Committee that the project was included on the RPCC GIS Project Map. Announcement of Retirement Ms. Priscilla Raudenbush, NV Energy, announced that she would be retiring from the company and this was her last RPCC meeting. She shared that Mr. Shawn Arnold with NV Energy would become the company s member representative and Ms. Pat Brown would become alternate for the RPCC. She lauded the Committee members for their efforts to facilitate project coordination in the Las Vegas Valley. RPCC members expressed appreciation to Ms. Raudenbush for her service on the Committee.

RECEIVE A PRESENTATION REGARDING THE ON BOARD YOUR FUTURE TRANSIT PLAN INITIATIVE Comments: On Board Your Future Transit Plan Following a detailed PowerPoint presentation [attached], Mr. David Swallow, Senior Director of Engineering and Technology, Regional Transportation Commission of Southern Nevada (RTC), discussed this plan. What Will On Board Do? Mr. Swallow stated that the On Board-Your Future Transit Plan (On Board) constituted a long-range vision of the community s transit needs over the next 20 years. On Board Focus Areas The RTC Senior Director said the plan would focus upon the following three key areas: 1. Traditional transit improvements 2. High-capacity transit (HCT) options 3. Emerging transit technology opportunities Input for On Board Mr. Swallow noted that numerous stakeholders and certain studies and other sources of information would provide input for On Board. He mentioned that the stakeholders included the community-at-

Regarding the On Board TAGs, he explained that public works and planning department representative of the local jurisdictions comprised these groups. Mr. Swallow described the feedback of all of these parties as critical for developing a plan that would reflect the mobility needs of Southern Nevadans and ways to address them. High-Capacity Transit Mr. Swallow informed the Regional Project Coordination Committee (RPCC or Committee) that determining the viability of transit options, including high-capacity transit, in the community was a critical element of the On Board plan. Universe of Corridors The RTC Senior Director of Engineering and Technology said the On Board TAGs (Engineering and Planning), the RTC, and other stakeholders had initially identified numerous Las Vegas Valley (Valley) roadways, dubbed the Universe of Corridors, which might be suited to HCT investment. Phase 2 Corridors Mr. Swallow continued, saying that the On Board TAGs, the RTC, and other stakeholders had pared down the Universe of Corridors to 25 roadways and continue to discuss how to determine the most likely candidates for HCT. He noted that the number of corridors would be less than 25 for the sake of the plan s viability. Transit-Oriented Development Typologies Mr. Swallow shared that another aspect of On Board is examining how transportation and land use work together. He informed the Committee that investments in HCT lines tended to support local developments, a concept known as transit-oriented development (TOD). As such, On Board includes a TOD typology component that assesses areas in the Valley and how HCT investments would affect development in each unique area. Stakeholders had provided feedback on this matter. Where We ve Been The RTC Senior Director highlighted some of the On Board s extensive and varied outreach efforts: More than 15,000 completed surveys Attendance of more than 105 community events and engagements 68 speaking engagements 16 On Board TAG meetings Five Transportation Resource Advisory Committee and Community Collaboration (TRAC) meetings Four public information meetings Next Steps Mr. Swallow pointed out that the On Board plan was in the recommendations and final plan stage. The aim was to complete the work by the end of Resort Corridor Feasibility Study Mr. Swallow noted that two studies would provide valuable data and insights for On Board. One of those is the Resort Corridor Feasibility Study, which would assess the opportunities and challenges presented by the development of an HCT transit system to and from the Resort Corridor.

Maryland Parkway Study Next, Mr. Swallow talked about the Maryland Parkway Study which was a source of information for the On Board plan. He shared that the Maryland Parkway Study was currently in an environmental assessment phase. Why Maryland Parkway? The RTC Senior Director highlighted some of the many significant elements of the Maryland Parkway corridor: Connection to numerous top transit lines in the Las Vegas Valley Highest productivity route, second only to Resort Corridor Links key destinations in Las Vegas Site of 85,685 jobs Serves 93,096 residents approximate to area Proposed Route Mr. Swallow displayed an image of the proposed HCT route, explaining that the line is 8.7 miles long and connects from downtown Las Vegas area to McCarran Airport. This routing would result in several key connection points, including links to the Las Vegas Medical District, the University of Nevada, Las Vegas, and McCarran Airport. What is Being Considered? The RTC Senior Director of Engineering and Technology said that different transit options were being considered for this important corridor. He followed by providing detailing the alternatives. The responses would be presented to the RTC Board in the near future to get their recommendation on the preferred option. This recommendation would be incorporated into the On Board plan. Questions and Answers Mr. Shawn Arnold, NV Energy, asked for an estimate on the year of construction start for Maryland Parkway after an option was chosen and approved. He also asked for details about possible funding sources for this work. Mr. Swallow replied that a timetable would depend upon which option the RTC Board recommended. He noted that a light rail plan would take the longest to implement. The RTC Senior Director noted that construction on light rail might be completed by 2024, with a goal of revenue service by Regarding funding, he said that this would depend upon the RTC Board s direction. Next, Mr. Arnold asked when construction might commence for a Resort Corridor project if such was approved. Mr. Swallow answered that the exact modalities for that corridor had not yet been identified since the feasibility study was ongoing. He went on to say that changes to the transit system on Las Vegas Boulevard would require the agreement of multiple stakeholders in that area. Mr. Swallow told Mr. Arnold that the feasibility study, which was expected to be finished by November 2018, should provide more insight on possible transit options. Mr. Arnold went on to ask if the RTC was considering the installation of electronic boards at every transit station. He thought this would be a helpful informational resource for passengers. Mr. Swallow responded that the RTC was currently uses real-time tracking systems via on-bus Wi-Fi to collect data on the vehicles and this information was provided to riders via mobile application. He said this was a less expensive method compared to dynamic message signs. However, Mr. Swallow noted that digital signage may be explored if light rail investments are made.

Pittman Planning Area: Whitney Wash Channel: Replacement of failing concrete trapezoidal channel with rectangular concrete channel and reinforced concrete box culvert Anthem Parkway Channel: Concrete channel from Horizon Ridge Parkway to Sienna Heights Drive Ms. Mayrena summarized the Henderson work, saying that there were two construction projects and one design project that are first-year eligible. The city s projects total approximately $9.3 million and the 10-year plan total is approximately $45 million for this municipality. City of Las Vegas Next, Ms. Mayrena talked about projects managed by the City of Las Vegas (Las Vegas). Central Planning Area Ms. Mayrena stated that there were three construction projects which were first-year eligible in the Central planning area. The work is all a part of the Flamingo Boulder Highway North System. Boulder Highway branch of the Flamingo Boulder Highway North system: Storm drain in Boulder Highway between Sahara Avenue and Charleston Boulevard Charleston branch of the Flamingo Boulder Highway system: Extension of storm drain from Boulder Highway to Maryland Parkway within Charleston Boulevard; and extension of storm drain lateral extending north in Maryland Parkway to protect downstream residential developments to the east Charleston Branch of the Flamingo Boulder Highway North system: Completion with extension of storm drain from Maryland Parkway to Main Street Gowan Planning Area The Flood Control District principal civil engineer mentioned that there were four first-year eligible projects in the Gowan Planning area. Lower Northern Las Vegas Wash Planning Area The Flood Control District principal civil engineer talked about the Fifth Street Collector, a storm drain project in Fifth Street from Deer Springs Way to Centennial Parkway. The plan was to tie the collector into the existing Centennial Parkway Channel east facility Range Wash Planning Area Ms. Mayrena went on to discuss projects in the Range Wash planning area. The proposed work would involve the following facilities: Orchard Collector Charleston to Linden: Collector facility to intercept runoff from Frenchman mountains to the east and convey it to Orchard Detention Basin Hollywood System, Dunes South Detention Basin to Centennial Parkway: Phase 2 of Hollywood System which consists of conveyance facility through Nellis Air Force Base from Las Vegas Boulevard to future Dunes South Detention Basin Range Wash Ann Branch: Storm drain system in Mt. Hood extending from just south of Tropical Parkway to Ann Road; in Ann Road, extending from Mt. Duck Creek Wash, Torrey Pines to Rainbow: Developer participation project that includes collection and diversion facilities connecting to existing inflow channel for Central Duck Creek Detention Basin Duck Creek Jones Boulevard: Storm drain in Jones Boulevard being constructed as part of Regional Transportation Commission of Southern Nevada (RTC) roadway project Duck Creek Wash Tributary 4: Project is outfall pipe for Duck Creek Railroad Detention Basin; located in Pyle Avenue, extending from Union Pacific Railroad to Jones Boulevard Silverado Ranch Detention Basin and Outfall and Inflow Facilities: In design under two contracts o Silverado Ranch Detention Basin and Outfall Facilities: Includes inflow facilities in Decatur Boulevard, south of Le Baron Avenue; 170 acre-foot detention basin, and an outfall storm drain in Silverado Ranch Boulevard that connects to existing system downstream of I-15 o Blue Diamond Channel 02, Decatur Le Baron to Richmar: Anticipated to be constructed as a part of RTC roadway project and includes collection system in Decatur Boulevard that will tie into future Silverado Ranch Detention Basin Duck Creek Haven Street project: Storm drain from Pyle Avenue to Cactus Avenue Duck Creek/Blue Diamond project: Open channel and storm drain improvements from Bermuda Road to Las Vegas Boulevard Blue Diamond Wash: Extends outfall pipe from Lower Blue Diamond Detention Basin and extends it from Arville Street to the I-15 within Robindale Road Outlying Areas The CCRFCD engineer touched upon Clark County s proposed projects involving outlying areas in Goodsprings, Nevada and communities in the vicinity of the Muddy River and its tributaries. She noted that Clark County had submitted a request for the Goodsprings Phase 1 work which would entail open channel improvements to protect residents from runoff coming from the north. She went on to say that Clark County has submitted a 90 percent plan for the Fairgrounds detention basin which will be located in Logandale, Nevada. The placement of the basin would be upstream of the Clark County Fairgrounds property with an outfall facility along Whipple Street. Ms. Mayrena summarized the Clark County work, saying that there were 15 construction projects, seven design projects, and four right-of-way projects that are first-year eligible. The County s projects

Hemenway Watershed The principal civil engineer stated that the project would involve the Hemenway System, Phase IIB including improvements to the Hemenway Wash along US 93. The aim is to increase channel capacity and the armoring of an unlined wash east of US 93. The CCRFCD engineer summarized the Boulder City work, saying that there was one first-year eligible construction project totaling $730,000 dollars. The 10-year plan total is approximately $6.5 million for the municipality. City of Mesquite Next, Ms. Mayrena proceeded to discuss the work managed by the City of Mesquite (Mesquite). Virgin River Planning Area Ms. Mayrena stated that Mesquite was requesting the development of a Virgin River Flood Wall which would involve the construction of a flood wall along the southeastern edge of the City of Mesquite extending into the State of Arizona. This project will offer flood protection to existing residential developments adjacent to the river. Town Wash Watershed The Flood Control District engineer went on to discuss the Mesa Boulevard, El Dorado to Town Wash work which would include concrete channel improvements within the I-15 corridor extending northeast from the Town Wash and a storm drain extending north to the intersection of Mesa Boulevard and El Dorado Road. Ms. Mayrena summarized the Mesquite work, noting that city has two first-year eligible construction projects totaling approximately $13.7 million. The 10-year plan total is approximately $23.5 million for this municipality. Master Plan and 10-Year Construction Program Summary Ms. Mayrena detailed that there were 821 total miles of conveyance facilities on the Master Plan. Of those 821 total miles, 619 miles had been completed, 82 miles had been proposed for work on the Master Plan, and 120 miles were remaining. She went on to say that the current Master Plan also includes 126 detention/debris basins. Of these 126 facilities, 93 were complete, 12 are proposed in the 10-year plan for , and 21 would be outstanding if the aforementioned twelve projects were finished. The principal civil engineer informed the Regional Project Coordination Committee that once the facilities listed on the Ten-Year Construction Program ( ) were completed, the Clark County Regional Flood Control District would be approaching the 85 percent mark based on the current Master Plan Update.

Chair Diana Hubbard, Southwest Gas Corporation, asked for clarification on the meaning of the term first-year eligible. Ms. Mayrena replied that the 10-year plan is broken into two sections: The first five years and the second five years. Projects identified in the first three years of the first five years are eligible for funding. The local government entities identifies d projects within the first three years. For the local entities projects to be eligible for funding, the work has d to be 90 percent in design, with rights-of-way and environmental permits obtained. This meant that even if projects are scheduled for the third year, they would secure funding in the first year. Ms. Mayrena noted that these monies are based on the entity s a prorated share. Chair Hubbard asked if one could reasonably assume that these projects will be in the design or construction phases in the timeframe of those three years unless something brought about changes. Mr. Penuelas pointed out that the deployment of arrow boards connected to the WAZE traffic navigation software in the Valley was an example of technology being utilized in the attempt to meet the above-mentioned information needs. The RTC Director of Engineering Services announced that the next workshop would focus operational parameters which would entail such matters as where to place work zone ITS and acceptable amounts to pay for these devices.
