CONDUCT A COMMENT PERIOD FOR CITIZENS PARTICIPATION During the initial Citizens Participation, any citizen in the audience may address the Committee on an item featured on the agenda. During the final Citizens Participation, any citizens in the audience may address the Committee on matters within the Committee s jurisdiction, but not necessarily featured on the agenda. No vote can be taken on a matter not listed on the posted agenda; however, the Committee can direct that the matter be placed on a future agenda. Each citizen must be recognized by the Chair. The citizen is then asked to approach the microphone at the podium, to state his or her name, and to spell the last name for the record. The Chair may limit remarks to three minutes duration, if such remarks are disruptive to the meeting or not within the Committee s jurisdiction. The Regional Transportation Commission keeps the official record of all proceedings of the meeting. RECEIVE A QUARTERLY REPORT FROM THE LAS VEGAS CONVENTION AND VISITORS AUTHORITY ON UPCOMING EVENTS (FOR POSSIBLE ACTION) Comments: Las Vegas Convention and Visitors Authority Quarterly Report Event Schedule Mr. Patrick Coyne, Las Vegas Convention and Visitor s Authority (LVCVA), began the quarterly report by listing some of the LVCVA s upcoming events scheduled to occur between December 2017 and March 2018: National Finals Rodeo New Year s Eve Consumer Electronics Show (CES) The World of Concrete International Market Centers Super Bowl Men s Apparel Guild in California (MAGIC) March Madness NASCAR weekend National Automobile Dealers Association Mr. Coyne pointed out that the first quarter of any given year typically generated the most significant economic impact for the Las Vegas area. Ms. Adriana Ventimiglia, Southern Nevada Water Authority (SNWA), asked if Mr. Coyne could include a list of the upcoming events for the entire year at his next quarterly report. She noted that this information would be helpful for the planning efforts of SNWA, particularly projects on the Resort Corridor. Mr. Coyne indicated that he would provide a year-long event list for future presentations. Mr. John Penuelas, Regional Transportation Commission of Southern Nevada (RTC), stated that the RTC and the LVCVA would discuss how this information should be disseminated to the members to ensure they receive early notification of programs and activities. Video Regarding October 1, 2017 Incident and Response Next, Mr. Coyne played a video about the tragedy that occurred on October 1, 2017 in Las Vegas, Nevada, how the community, the nation, and the world responded, and how the incident affected the public perception of Las Vegas. The production showed some scenes at the incident site and included photographs and video footage of first responders and other individuals helping persons attempting to escape the gunfire or get medical care. Additionally, the production included visual and audio elements related to the LVCVA s marketing efforts undertaken to preserve Las Vegas reputation as a safe tourist destination. Mr. Sarge Benson, Las Vegas Valley Water District, asked if the video was available to the public. Mr. Coyne indicated that he would check on this matter. If authorized to disseminate it, he would work with Ms. Tammy McMahan, RTC Management Analyst, to provide the video to the Committee. Many Regional Project Coordination Committee members thanked Mr. Coyne for showing a video that they described as somber, but also meaningful and inspiring. Motion: No motion was necessary.

RECEIVE A QUARTERLY REPORT FROM THE LAS VEGAS METRO CHAMBER OF COMMERCE ON UPCOMING BUSINESS DEVELOPMENTS AND OTHER ACTIVITIES (FOR POSSIBLE ACTION) Comments: Chair Mark Sorensen, City of Las Vegas, stated that representatives of the Las Vegas Metro Chamber of Commerce (Las Vegas Metro Chamber) were unable to attend the meeting and, as such, they had requested to pull this item. Mr. John Penuelas, Regional Transportation Commission of Southern Nevada (RTC), related the Las Vegas Metro Chamber planned to provide a report at the January 2018 meeting. DISCUSS POTENTIAL PROJECTS ON THE ONE TO TWO YEAR PLANNING LIST (FOR POSSIBLE ACTION) Comments: Chair Mark Sorensen, City of Las Vegas (Las Vegas), expressed gratitude for the GIS project map. He mentioned that Las Vegas staff members were reviewing this map and finding it helpful. In that regard, the Chair and other personnel had noticed the almost simultaneous handling of a Las Vegas bus turnout project and a Nevada Department of Transportation project in the same area. In his opinion, the map had brought to the forefront that coordination efforts were in order. Motion: No motion was necessary. Vote/Summary: No vote was taken. Item: 7. DISCUSS PROJECTS UNDER DESIGN AND/OR ON AGENCY BOUNDARIES (FOR POSSIBLE ACTION) Comments: Project in the Area of Washington Avenue to Decatur Road/US 95 Ms. Adriana Ventimiglia, Southern Nevada Water Authority, stated that the Las Vegas Valley Water District (LVVWD or Water District) had a project in design in the area of Washington Avenue to Decatur Road/US 95. The work involved abandoning the asbestos line from Decatur Road to Washington Avenue. Also, a new line would be installed on the east side of the area to avoid the storm drains which were present on the west side and the site of the current water line. Ms. Ventimiglia noted that this was an unexpected project that required attention. Furthermore, Water District personnel had discovered that the City of Las Vegas (Las Vegas) had several storm drains and potential projects in that area, so the LVVWD was actively communicating with the city to coordinate efforts. She added that the LVVWD had met with Las Vegas staff members about the pavement replacement element and both parties agreed to a pavement limit outlined under the relevant Uniform Standard Specifications. This component would be incorporated into the design. Ms. Ventimiglia understood that the LVVWD

11 DocuSign Envelope ID: CDF4FB3A-95EF-430A-9181-CEA67372BECF Minutes-Regional Project Coordination Committee Meeting of November 15, 2017 Page 5 of 8 expected to submit the final project design during the week of November 20, Mr. John Penuelas, Director of Engineering Services-Streets and Highways, Regional Transportation Commission of Southern Nevada (RTC), thanked Ms. Ventimiglia for her detailed report. He wanted to focus on this project because this area had been the site of considerable construction over the last few years. Mr. Penuelas said that when this occurs, the public can be frustrated and confused as to why the roadway is seemingly always impacted by work and the free flow of traffic was hindered. As such, the Director of Engineering Services said that entities and utilities needed to be aware of projects and coordinate. He emphasized that regular reviews of the GIS project map and discussions at the Regional Project Coordination Committee and the Cone Management Working Group were intended to facilitate collaboration and planning to minimize disruptions to the traveling public. Also, Mr. Penuelas stated that entities and utilities needed to clearly explain to the public why roadway work was necessary in those instances when the corridor has recently been under construction. The Director noted that the local entities are supposed to notify the utility companies about rehabilitation work, which was the kind of effort that Ms. Ventimiglia had just talked about, but entity staff members may not be aware of what happened after that notification. Mr. Penuelas concluded his statement by saying that the entities and utilities needed to develop a rational and defensible decision-making process regarding how to handle specific project elements and project coordination. Regarding elements, the costs of every option should be assessed when considering solutions and INRIX software and other technologies may help to calculate the expenses. He emphasized that decisions should be clear and transparent so interested parties could better understand why certain actions were or would be taken. Chair Mark Sorensen, City of Las Vegas, outlined three matters in response to the statements of Ms. Ventimiglia and Mr. Penuelas as follows: Abandonment Policy The municipality s staff members are working on an abandonment policy for utilities, covering both large and small projects. Even though the municipality owns some utility lines that give rise to right-of-way issues, the city is looking at options for making the utility companies responsible for the utility services. Pipe Replacement Project Las Vegas personnel researched the LVVWD pipe replacement project on Washington Avenue. Chair Sorensen described how they had assessed the project parameters and noted that the nearest city project was 1.1 miles away. With this information in mind, he believed that the Las Vegas Valley Water District could work concurrently on these projects. Operations and Maintenance Chair Sorensen shared that the operations and maintenance staff disseminate maps of project sites to the utility companies and other affected or interested parties, but these staff members are not sure about all of the information that should be included in notifications to utilities. Chair Sorensen related that the municipality was working on a system to provide all of the relevant data to the appropriate entities, companies, and concerned individuals. He added that City of Las Vegas operations and maintenance personnel are now being invited to the city s utility coordination meetings. City of Las Vegas Data for the GIS Project Map Mr. Chris Schwarz, RTC Regional Traffic Coordinator, stated that the RTC had received Las Vegas data, but the municipality s Fuel Revenue Indexing (FRI) 2 project information was not entirely clear. He said that the RTC had to make additional notations to the graphic displays of the Las Vegas projects on the map in an attempt to clarify certain matters. However, Mr. Schwarz preferred that the local government entities provide this data for the sake of accuracy. Chair Sorensen agreed and asserted that

12 DocuSign Envelope ID: CDF4FB3A-95EF-430A-9181-CEA67372BECF Minutes-Regional Project Coordination Committee Meeting of November 15, 2017 Page 6 of 8 the city s Information Technology (IT) Department staff members would continue to provide information and the IT personnel had been working on certain technological glitches that affected Las Vegas data. Dates of Significance on GIS Project Map Mr. Tim Gibson, Clark County Water Reclamation District, inquired as to whether the issues related to the pending construction category on the GIS project map had been resolved. In reply, Mr. Todd Gurnee, RTC GIS Analyst, listed three trigger dates that impacted the GIS project map. Notice-to-Proceed (NTP) approval date which would place a project in pending category Project start date Project design start date Mr. Gibson followed by asking if the NTP date was interpreted as the physical start of the project. Mr. Penuelas explained that this time was meant to denote that the agency had authorized the contractor to proceed and this was the functional equivalent of a project start date. Mr. Gibson next inquired as to whether the entities could take some action to make map users more aware of pending construction on the GIS map. Mr. Penuelas expressed that some issues could be solved by ensuring that all project dates are accurate. GIS Project Map Purpose, Additions, and Suggestions Mr. Penuelas set forth that the RTC envisioned the GIS project map as a resource for three functions: 1) Regional Project Coordination Committee collaborations; 2) Cone Management Working Group (CMWG) coordination efforts; and 3) Seeing Orange project map entries. Mr. Joe Damiani, RTC Manager of Engineering, echoed Mr. Penuelas sentiments, expressing that the Commission wanted the GIS project map to be a coordination resource. He reported that the RTC personnel would be reviewing the Capital Improvement Programs (CIP) for every local entity and would enter the CIP project start dates. Additionally, RTC staff members were planning to include private developments on the map. In the opinion of Mr. Damiani, a project should be moved to the pending construction category when project design was complete. The RTC Manager of Engineering ended the discussion by strongly encouraging the entities and utility companies to share their success stories related to use of the GIS project map and to inform the RTC about functions they would like to see incorporated into the map software. RECEIVE A REPORT FROM THE CONE MANAGEMENT WORKING GROUP (FOR POSSIBLE ACTION) Comments: Mr. John Penuelas, Director of Engineering Services-Streets and Highways, Regional Transportation Commission of Southern Nevada (RTC), described an incident that had been relayed during the most recent Cone Management Working Group (CMWG) meeting. He believed that the mishap was due to a

Mr. Penuelas stated that the incident involved a Nevada Department of Transportation (NDOT) project in the area of Cheyenne Avenue and a northern section of Las Vegas Boulevard. This project was in the jurisdiction of Clark County and close to the City of North Las Vegas. He noted that NDOT had hired a third party paving company to handle this work. Mr. Penuelas shared that the paving company had shut down an entire intersection near the project, with no notice given to the aforementioned local government entities. The company s actions were in contravention of the plan approved by NDOT. Mr. Chris Schwarz, RTC Regional Traffic Control Coordinator, commented that the project s Memorandum of Understanding had set forth that only one lane would be closed at a time and traffic could be stopped for up to five minutes. The Director of Engineering Services informed the Committee that the result had been significant congestion and delays for the traveling public, including transit riders, in the area. Regarding transit riders, Mr. Penuelas informed the Committee that an RTC route had been affected by the deviation from the project plan. He explained that the RTC monitored to determine if operators made the time points and would dock the contractors pay when time points were missed. However, transit contractors would not be penalized for delays due to construction. The incident resulted in 20 missed time points. The RTC was in the process of determining whether NDOT s third party paver or NDOT itself was financially responsible for these delays. Next, Mr. Penuelas said that the RTC had been able to calculate the financial impacts of this incident due to INRIX software. He detailed that the above-mentioned congestion and delays had resulted in approximately $28,000 in total road user costs and a 333 percent increase in costs for travel on the above-referenced section of Las Vegas Boulevard and a 66 percent increase in costs related to movement on Cheyenne Avenue as compared to 2016 road user costs in these same areas. Mr. Penuelas believed that the significant, adverse consequences could have been avoided with better communication. As an example, he stated that Clark County and the Freeway and Arterial System of Transportation (FAST) should have been notified before the intersection was closed. Conversation ensued among the Regional Project Coordination Committee members and alternates and some individuals stated that the project partners should have a clear understanding of their responsibilities, supervisors should be placed on site to monitor the work, and the parties should know the exact notifications to be sent and to whom. DISCUSS TOPICS OF INTEREST Comments: Mr. Joe Damiani, Manager of Engineering, Regional Transportation Commission of Southern Nevada (RTC), advised the local government entities and utility companies to not delay coordination, but instead collaborate prior to the issuance of a project bid. He went on to express his preference for the inclusion of a traffic control plan in a project s design and bid documents. Mr. John Penuelas, Regional Transportation Commission of Southern Nevada, concurred and stated that the entities and companies should be regularly using the GIS project map to facilitate coordination. He commented that some members were regularly supplying information, but other members were not consistently contributing. Mr. Penuelas emphasized that the more information that was provided for the map, the more useful the
