1 MINUTES CITY OF INDIAN ROCKS BEACH ENVIRONMENTAL STEWARDSHIP BOARD The Indian Rocks Beach Environmental Stewardship Board Meeting was held on, at 7:05 p.m., in the Public Services Department Conference Room, 1507 Bay Palm Boulevard, Indian Rocks Beach, Florida. 2 3. DISCUSSION OF the acceptance of Appendix C (Plumbing Code- Gray Water ). Board Member Baker presented and read a letter he had drafted for Committee consideration in recommending the City formally accept Appendix O of the Florida Building Code, Residential, encouraging the integration of gray water management into new construction within the City. Board Member Frizzle inquired about the downside of the integration of gray water management into new construction. Board Member Baker stated that deterrents include upfront costs as retrofitting cannot be accomplished, along with society s recognition of the difference between gray water and black water, i.e. what is used in sinks and showers versus what is discharged from toilets. Board Member Frizzle inquired if there are any discussions about having recycled water come in on a separate line for toilets. Board Member Baker stated the water pressure of recycled water is significantly higher, which would render it unsafe to have that level of pressure enter a house. 4. DISCUSSION OF finalizing the Oktoberfest participation. Chairperson Simon inquired if anyone had any feedback on obtaining the booth. Community Services Supervisor Warren stated the booth has been confirmed, and passed the flyer, regarding the solar air heater, around to Board Members. Board Member Baker stated that the cost to build the heater can run around $25 depending on the cost of glass. Board Member Baker suggested searching the internet for solar air heater for information. Community Services Supervisor Warren summarized items for the Oktoberfest booth would include a rain barrel and the solar air heater as well as general information. Community Services Supervisor Warren stated that volunteer times for manning the booth can be accomplished at the next Board Meeting. Page 2 of 5

3 5. REPORT OF Community Services Supervisor. Community Services Supervisor Warren distributed the monthly recycling totals as well as a year to year comparison for Board review. Board Member Baker asked if information regarding the solar air heater can be included in the Griffin Publications Newsletter. Community Services Supervisor Warren reviewed the progress of condominium recycling. Proposals by some vendors, could include the condos as well. The City is receiving quotes, which are within budgeted amounts, which could introduce a curbside recycling program by year s end. 6. OTHER BUSINESS. Board Member Baker suggested Board Members brainstorm on the direction of the Environmental Stewardship Board and solicited ideas on how to help residents improve their quality of life and/or their operating costs through living greener, and further suggested that Board Members come back to the next meeting with one new idea each toward saving money and leading by example. Chairperson Simon stated the City Commission had presented the Board, at its inception, with a list of ideas the City Commission wanted to the Board to pursue. Community Services Supervisor Warren stated each new member has been given a packet of information which should include the list as compiled by the City Commission. Chairperson Simon suggested reviewing the City Commission s list as well as explore other ideas, particularly those which can be easily accomplished. Board Member Frizzle inquired if a summary of accomplishments exists. Chairperson Simon stated the Minutes are transcribed and placed on the City s website. Community Services Supervisor Warren stated the environmental booth, which has appeared at various City events, has provided an avenue of information for residents. Board Member Baker suggested that a Board Member take on the task of developing an educational pamphlet to coincide with the curbside recycling program to enlighten residents on the work involved in instituting the recycling Page 3 of 5

4 program, the effects on the environment now and in the future and encouraging residents to take part in curbside recycling. Board Member Frizzle inquired when recycling funds are collected, what are they used for? Community Services Supervisor Warren stated any recycling funds received are returned to the City s General Fund; most of the City s recyclables are sold to the City of Clearwater, along with other small recycling businesses, and the return covers the cost of the containers and transporting recycling materials to Clearwater. Community Services Supervisor Warren stated that upon inception of curbside recycling, there will be a promotional/educational flyer, provided by the vendor who was awarded the bid, with each recycling bin. Chairperson Simon suggested waiting until six months after the curbside recycling program has been instituted to place an informational piece in the newsletter, as well as including a tag line on the vendor s flyer. Board Member Frizzle pointed out that utilizing the funds received from recycled aluminum and plastics to develop a paper flyer to urge residents to recycle aluminum and plastic appears to be unproductive. He continued that if the recycled funds are used toward a good cause, residents would have an impetus to recycle. Community Services Supervisor Warren stated that as a result of diverting recyclables out of the solid waste, a reduction in tipping fees occurs, thereby incurring a savings to the City. Chairperson Simon suggested that topics for the next meeting should include promoting curbside and other recycling, the future of the Board and finalizing the volunteer hours for the Oktoberfest booth. Community Services Supervisor Warren stated the topic for the next agenda will be the vision of the Environmental Stewardship Board. 7. ADJOURNMENT.
