2 MISSION The Marine Advisory Board was formed to develop ways to increase revenue from the marine industry sector in Hollywood; develop strategies to encourage students and residents to pursue careers in the marine industry; develop strategies to increase marine activities and opportunities for Hollywood s residents and tourists, and to provide recommendations to the City Commission on marine-related issues. BOARD S UNDERSTANDING OF ITS MISSION The Marine Advisory Board fully understands its mission and intended purpose is to develop ways to increase revenue from the marine industry sector in Hollywood; develop strategies to encourage students and residents to pursue careers in the marine industry; develop strategies to increase marine activities and opportunities for Hollywood s residents and tourists; and to provide recommendations to the Commission with specific findings and recommendations. SUMMARY OF MEETINGS IN 2015 Following is a brief summary of each meeting: January The final draft of 2014 annual report was discussed and approved. A motion was made and passed to accept the draft version of the 2014 annual report with minor attendance updates. Vote was taken for Board Chair and Vice Chair positions with Ed Martinez voted in as Chair and Clifford Germano voted in as vice chair. Discussion ensued on MAB Goals and Objectives in A motion was made to proceed with goals and objectives for FY2015. February The board assigned representatives to locations for the Marine Industries Association of South Florida Waterway Clean-up in March and worked to solidify the presenters for Career Day in April. March The Board lacked a quorum. On March 7 th Board Members Suzi Cutrone, Bob Lieberman, Stacy Wolf and James Harrison took part in the 38 th Annual MIASF Waterways Cleanup. Volunteers manned registration booths at Rotary Park, Holland Park and the City Marina where 65 participants signed up and returned with about 16 2

3 cubic yards of debris. Waterlogged planks, lawn furniture, garden hoses and plastic and glass bottles dominated the scene of trash filling the dumpsters. April At the monthly meeting the board finalized preparation for the annual Career Day event. The Annual Marine Career Day Event was held on Tuesday April 21, 2015 at 6:00pm at the Hollywood Beach Community Center. This year s event was poorly attended which could have been due to the rainy weather or the change in date of the event (previously held in October). The Board voted to reduce the number of members on the Marine Advisory Board from 11 down to 9 in attempts to get a quorum and be able to have productive meetings. During this meeting the Board also voted to move the monthly meetings back to City Hall Room 215. May The Board lacked a quorum. June As there were several open positions on the Board, applicants were invited to the June meeting to meet the Board members and see what the Marine Advisory Board is all about. July New members: Juan Mendoza and Charles (Chuck) Smith were elected to fill the two vacated positions and two other positions were eliminated from the board as previously voted on by the Board as were the ex-officio board positions. The City Attorney presented the Sunshine Law information to all the members of the MAB. The Board utilized this meeting as their annual goal setting meeting. Members of the Board were appointed to sub-committees as discussed as part of the goals and objectives as follows: North and South Lake Coves Subcommittee is made up of Justin Freeman and Juan Mendoza, the Waterway Clean-up subcommittee is made up of Bob Lieberman, the Kayak Racks Subcommittee is James Harrison and the Sheridan Street Coves subcommittee is Justin Freeman. August The Board lacked a quorum. September The Board reviewed the recent revisions to the Ordinance governing Advisory Boards and elected to start the attendance revisions as of October 1 st. Sub-committee members gave updates in their areas and are still working to get quotes on prices for projects. October This meeting was utilized to discuss projects from the Marine Waterway Master Plan and how work toward getting projects funded and moving forward. Staff advised of the upcoming Florida Inland Navigation District grant funds and Broward County Boating Improvement grants as opportunities with projects of day docks and 3

4 boat. The members are also exploring a volunteer Marine unit similar to the volunteer mobile patrol. On October 17 th Board Members Justin Freeman, Chuck Smith, Juan Mendoza, Cliff Germano, James Harrison, and assisted with the 7 th Annual Cardboard Boat Races held at the Hollywood Marina. The event had over 25 teams building and racing their cardboard created boats for prices like Most Dramatic Sinking and Last Boat Standing. November In this meeting the Board was introduced to the new Dockmaster Matthew Domke and some discussion of the marina and its age/condition were discussed. The Board also discussed the upcoming joint Marine Advisory Board meeting with all of the Marine Advisory Boards in Broward County in attendance. This meeting will be held January 12 th and will serve in place of the Boards monthly meeting. December The final draft of 2015 annual report was discussed and approved. Vote was taken for Board Chair and Vice Chair positions with voted in as Chair and voted in as vice chair. ACCOMPLISHMENTS IN 2015 The Marine Advisory Board began 2015 with several projects earmarked for highlighting boating and the Marine industry. In March the Board participated in the 38 th Annual MIASF Waterway Clean-up hosting stations at three of the City s park sites and removing 16 cubic yards of trash from the city s waterways. Then in April they held the Annual Marine Career Day and in July created sub-committees to explore opportunities from the Marine Waterway Master Plan. July brought the changing of the four members, two new members were appointed and two Board positions were removed along with two ex-officio positions. Officers were elected and the Board regained a full complement of members. Meetings were held on a monthly basis. However, there were four (4) instances in which a quorum was not present. The Board s major accomplishments included: Support of and participation in the Annual Waterway Cleanup Assigning sub-committees to the prioritized Marine Waterway Master Plan projects. Continued diligence on keeping abreast of the anchoring legislation and affects. support of the Hollywood Marina s Cardboard Boat Race 4

5 GOALS AND OBJECTIVES FOR 2016 The Marine Advisory Board previously identified the following goals and objectives. Further refinement of these is suggested for 2016: Increase Boards participation in meetings to meet quorum each month. Continue to research implementing opportunities identified in the Marine Waterway Master Plan from both short term and long term priorities identified by the Board. Promote increased awareness and participation with residents and students regarding marine-related career opportunities available in the city. Promote and take an active role in the City s Cardboard Boat Race event. Encourage Marine Advisory Board members to attend marine-related activities and report their observations to the Board. Assess availability of funding for marine-related activities being promoted by the Board. The Marine Advisory Board expects to: EXPECTED ACCOMPLISHMENTS Further promote its accomplishments, events and services via the City s public relations and marketing efforts and by enhancing the Board s presence on the website. Actively support Waterway Clean-up activities. Promptly fill any vacancies by actively recruiting new members to the Board. Refine existing goals and objectives to increase the likelihood of accomplishing them. ISSUES The Marine Advisory Board is concerned with the following issues: Legislation on anchoring and how it will and is affecting the Marinas in Hollywood. Port Everglades and airport expansion projects. The condition of private seawalls adjacent to the city s waterways. The visual appearance of private properties adjacent to the city s waterways. Maintenance and upkeep of the public beach and the city s waterways. 5
