3 Defining High Poverty Areas in the Central Oklahoma Workforce Investment Area PURPOSE: This is a technical assistance report to WIOA service providers in the Central Oklahoma area. The report describes the local areas in Central Oklahoma that meet the definition of a High Poverty Area, as defined in of the Department of Labor s final regulations for the Workforce Innovation and Opportunity Act (WIOA). BACKGROUND: On June 30, 2016, the WIOA Final Regulations were published on the website of the U.S. Department of Labor. In of the Regulations, the following definition of High-Poverty Area is given: How does the Department define high poverty area for the purposes of the special regulation for low-income youth in the Workforce Innovation and Opportunity Act? A youth who lives in a high poverty area is automatically considered to be a lowincome individual. A high poverty area is a Census tract, a set of contiguous Census tracts, an American Indian Reservation, Oklahoma Tribal Statistical Area (as defined by the U.S. Census Bureau), Alaska Native Village Statistical Area or Alaska Native Regional Corporation Area, Native Hawaiian Homeland Area, or other tribal land as defined by the Secretary in guidance or county that has a poverty rate of at least 25 percent as set every 5 years using American Community Survey 5-Year data. The definition is relevant to a special rule for youth who apply for services in the WIOA Youth program. The special rule is found in Section 129(a) of the Workforce Innovation and Opportunity Act: (2) SPECIAL RULE. For the purpose of this subsection, the term low-income, used with respect to an individual, also includes a youth living in a high-poverty area. The significance of the Special Rule is that it serves to expand the definition of Low-Income Individual, which is otherwise defined in Section 3(36) of WIOA. The Special Rule is advantageous for the Central Oklahoma area because it simplifies the process of determining an individual s eligibility for the WIOA Youth program. Using the Special Rule, it is easier to determine an individual s low-income status. 2

4 This report has been updated to reflect the latest available poverty data from the U.S. Census Bureau. It includes data for the entire 9-county COWIB area as defined by the Governor s Council for Workforce and Economic Development. Census Data Used in this Report / Methodology. To prepare this report, data was reviewed from all 9 counties of the COWIB area including the poverty rate that was given for each census tract within each county. The source data for his report was the year estimate from the American Community Survey (published by the U.S. Census Bureau). To collect data at the census tract level, the following methodology was used: Begin with the Advanced Search page for the American Community Survey dataset (from Census.gov) Under the Topics selection option, choose People; then Poverty; then, Poverty again. Under the Geographies selection option, choose Census Tracts ( 140 ) as the Geographic Type. Select Oklahoma as the state. Then, select the appropriate county. The Advanced Search will return about 520 tables and other products that match the selection criteria that have been chosen. To narrow the search, choose the report labeled S1701, Poverty Status in the Last 12 Months. To pull up your desired reports, choose View or Download. Then, refer to the data element, Population for whom poverty status is determined. The maps used in this report were downloaded from the Census Tract Reference Map section of census.gov: 3

5 From the Census data available, we were able to identify several contiguous areas of highpoverty census tracts in Central Oklahoma. Summary of High-Poverty Areas in Central Oklahoma As a result of our review, we identified 10 High-Poverty Areas in Central Oklahoma. Canadian County has a single census tract that meets the definition of a High Poverty Area: Western Canadian County, including parts of Calumet & Geary 1 census tract Cleveland County has a High Poverty Area made up of 18 census tracts: Noble / Norman Area 18 census tracts Hughes County has 2 High Poverty Areas: Holdenville Area 2 census tracts Wetumka / Dustin Area 1 census tract Logan County has 2 High Poverty Areas: Guthrie (part) 2 census tracts Langston / Meridian Area 1 census tract Okfuskee County meets the definition of a High Poverty Area the entire expanse of the county has a poverty rate of more than 25 percent. Okfuskee County 4 census tracts Oklahoma County has a large High Poverty Area encompassing more than 478,000 people: Metro Core Area 174 census tracts Pottawatomie County has a High Poverty Area covering part of Shawnee: Shawnee (part) 6 census tracts Seminole County has a large High Poverty Area encompassing most parts of the county. Including Wewoka and Parts of Seminole 7 census tracts NOTE: We did not find any census tracts in Lincoln County that meet the definition of a High- Poverty Area. Taken as a whole, the 10 High-Poverty Areas in the COWIB area include 216 unique census tracts and more than 600,000 people. 4

7 High-Poverty Area in Canadian County Updated July 15, 2016 We identified a single census tract in the western part of Canadian County that meets the definition of a High-Poverty Area: Census Tract Population Persons in Poverty Poverty Rate , The census tract includes parts of Geary and Calumet. Here is a map of the area, with the High Poverty Area indicated by the red outline: 6

8 High-Poverty Area in Cleveland County In Cleveland County, we identified 18 census tracts that, when grouped together, form a High Poverty Area. As shown by the map, the area encompasses most of Noble, OK, as well as a large part of the city of Norman. Most of the census tracts are east of I-35. The total population of the area is more than 63,000, including large numbers of students at the University of Oklahoma. 7

In the Holdenville area, there are 2 census tracts that have a combined poverty rate of 27.5 percent: Census Tract Population Persons in Poverty Poverty Rate ,705 1, % , % TOTAL 6,095 1, % As shown by the map, the area encompasses a large part of Hughes County in and around the city of Holdenville: 9

11 Wetumka / Dustin Area. In the northern part of Hughes County, there is another High Poverty Area. It includes the cities of Wetumka and Dustin as well as large parts of rural Hughes County. 13 High-Poverty Areas in Logan County Updated July 15, 2016 There are 2 High Poverty Areas in Logan County. Guthrie (Part). 14 Langston / Meridian Area. In the eastern part of Logan County, there is another High Poverty Area. It includes the cities of Langston and Meridian as well as large parts of rural Logan County. 15 Okfuskee County There are 4 census tracts in Okfuskee County. Taken together, they have a combined poverty rate of 26.4 percent. 16 High-Poverty Area in Oklahoma County Updated July 15, 2016 In Oklahoma County, we identified 174 census tracts that, when grouped together, form a High Poverty Area. We refer to this as the Metro Core Area. As shown by the map (below), the area encompasses parts of Bethany, Del City, Edmond, Midwest City, Oklahoma City, The Village, and Warr Acres. More than 478,000 people reside in this area. The census tracts within this area are listed on the following pages. 15

21 High-Poverty Area in Pottawatomie County In Pottawatomie, we were able to identify a single High Poverty Area located in and near Shawnee, OK. The HPA is made up of six census tracts. 22 High-Poverty Area in Seminole County Updated July 15, 2016 There are 9 census tracts in Seminole County. We were able to identify 7 of these census tracts that are contiguous, and they have a combined poverty rate of 25.2 percent: Census Tract Population Persons in Poverty Poverty Rate ,963 1, % , % ,408 1, % , % , % , % , % TOTAL 20,150 5, % As shown on the map, the HPA is indicated by the area inside the red outlines not including the area with the blue crosshatched lines. The HPA includes all of Wewoka and part of the city of Seminole. More than 20,000 people reside in this High Poverty Area, according to the official Census estimate. 21

23 Finding an Individual s Census Tract Number To determine if you reside in one of these Census Tracts, use the search feature on the American Fact Finder webpage: This feature allows you to enter your street address, city, and zip code. The website returns to you an instantaneous report on the Census Tract in which you live. Your census tract will be identified by a Census Tract Number. You can then refer to the Census Tract Numbers given in this report in order to determine if you reside within a High-Poverty Area or not.
