3 Yorkshire Water Developer Services 2 General The purpose of this document is to provide developers with a guide on how to put a drainage system on a development site forward to be formally vested in Yorkshire Water as a public sewerage system. It also details what we require to progress the site through the adoption and vesting process. The Sewerage Technical Team is responsible for undertaking technical assessments on all sites put forward for adoption, through to the issuing of Technical Approval, undertaking of site inspections during construction and issuing the Final Certificate and to the provision of Vesting Declaration upon adoption of the assets put forward within the S104 Agreement. The structure of the team responsible for delivering the end to end adoption of new sewers process is detailed below. 4 Yorkshire Water Developer Services 2 Adoption of a Drainage System All submissions for new sewers being offered for adoption should be made in accordance with Sewers for Adoption 6th Edition or Sewers for Adoption 7th Edition, published by the Water Research Council (WRC), and Yorkshire Water s Standard Details. As a developer you have already signed up to constructing the drainage system on a development site, in accordance with the Technically Approved drawings and specific site details. The engineering layout plans will also be included within the signed legally binding S104 Agreement. By doing so, you have also committed to ensuring that you have sought and agreed all consents and legal requirements for the development site. Requirements of the Adoption Process As part of the formal adoption process, Yorkshire Water need to ensure that developers have provided us with the relevant information we require to progress the adoption of a drainage system on a development site and that you have requested Yorkshire Water to inspect the drainage system during the construction period, allowing us to formally take ownership of the agreed system and assets. For a Provisional Certificate to be issued we therefore require the following information to be submitted for review: Formal Agreement we require a formal Agreement to be in place to allow Yorkshire Water to take ownership of the drainage system and assets. This should preferably be via a signed S104 Agreement Record of Inspections by Yorkshire Water during the period of construction, you need to request a number of Inspector visits. Our Developer Services Inspector, will be able to ensure that the system being constructed is in accordance with the agreed plans included within the S104 Agreement during the construction period. As Built Drawings we require a full set of detailed drawings, showing us exactly where you have constructed the drainage system. These should be the same set of drawings, updated to reflect what is exactly on site, as the set provided for gaining Technical Approval and listed within the signed S104 Agreement. These are often referred to as 'As Built drawings Assets to be Operated and Maintained if you are proposing to put forward any assets that will require Yorkshire Water to operate and maintain them following adoption, we need to understand what these are and how they work. As such, we require copies of the Operating Manuals and Product Details as well as any specific detailed drawings as provided at the Technical Approval stage. Land Transfer / Rights of Access Details if any area of land needs to transfer ownership to Yorkshire Water or Rights of Access are required to operate and maintain an asset following adoption, we require these details as soon as possible for the process to be completed. These details are generally required for pumping stations, detention basins and / or access roads. We require the developers details, coloured drawings of the proposals and solicitor details and these will need to be formally binding before we can issue the vesting certificate and take ownership Surface Water Discharge Permissions if the surface water system does not discharge directly to a public sewer but to a watercourse, river, canal etc. we will require the correct permissions to be in place prior to Yorkshire Water taking ownership. As a developer, you should have sought the correct rights from the landowner for the location of the outfall, as well as receiving confirmation from the Authorising Body for the Allowable Rates of Discharge. We will require written permission for these to be provided to us. Health and Safety Files we require a copy of the Health and Safety documents for the as constructed drainage system on the development site to allow us to ensure we fully understand what Yorkshire Water are going to adopt. We also require you to make us aware of any issues that may have occurred on site during the construction phase and how these have been mitigated.
5 Yorkshire Water Developer Services 3 Arranging the Right Inspection As a developer, you are in control of the development site and are best placed to advise Yorkshire Water when the site is ready to be progressed towards formal adoption. Once the proposals put forward for the development site have been issued Technical Approval and a formal S104 Agreement has been signed, you are then able to progress with the onsite construction works of the proposed drainage system. Technical Approval is the confirmation that the works meet the criteria of Sewers for Adoption (6 th or 7 th Edition) and that Yorkshire Water will consider the system to be included within a S104 Agreement. A signed S104 Agreement is the formal confirmation that if a developer constructs the sewers in accordance with the details in the signed Agreement, then Yorkshire Water will adopt the agreed systems. There are a number of different types of inspection required during the construction phase of the development site and leading up to the formal adoption of the drainage system by Yorkshire Water. Pre Start Inspection A pre start inspection can be requested where Technical Approval has been issued. At the first inspection you will be invoiced for the supervision fees for the site (if not already paid). The developer / contractor can request a site meeting with a Developer Services Inspector to discuss the site proposals and Yorkshire Water s requirements for adoption. Topics discussed will include the relevant standards, design details included on the Approved Layout Drawing (included within the S104 Agreement), the status of the site, when further inspections will be required and contact details. The Developer Services Inspector will also need to see the F10 Notice for the site and ensure they are safely inducted onto the site before any site inspections commence. Non Approved Inspections Inspections on a site should not commence until the S104 Agreement has been signed. However, we are happy for inspections to commence once the site has been issued Technical Approval. In some instances, if early inspections are required a non-refundable fee of 1,500 will be applicable in addition to the full supervision fees. A copy of the F10 Notice must be provided and made available for the Developer Services Inspector. We will be able to inspect the system being constructed but will only inspect to ensure that the system meets the basic requirements for construction. All of the works that are constructed in this way are all at the developers / contractors risk. Any system that does not meet the requirements of the Technically Approved drawings will not be considered for Adoption. Commission Inspection (Sites with Pump Stations Only) The commissioning inspection is required at the point that there are enough properties connected to the public sewer network (51% occupancy of the site). This is an inspection where all of the necessary parties meet to understand if the asset that has been constructed is in accordance with the Approved Drawings and also that the system is operating how it is intended to. General Inspection During the length of the construction phase, we require you to remain in contact with us and actively request general inspections of the development site by our Developer Services Inspectors. They will come out to the development site to visually inspect the system being installed and discuss any on site issues. During the general inspections, the Developer Services Inspector will be able to air test the system, view the bed and surround and ensure that the drainage system is being laid in accordance with the agreed plan incorporated with the S104 Agreement for the development site.
6 Yorkshire Water Developer Services 4 If the development site has not had any inspections carried out on it during the construction phase, we will request trial pit excavations to be undertaken, at the developers cost, to confirm the bed and surround used. We will require a full CCTV of the adoptable system and water tests may also be requested, all at the developers cost. Pre Maintenance Inspection A pre maintenance inspection can be requested by the developer once the development site is 51% occupied. The area of 51% refers to the properties included within the green boundary coloured on the Approved Engineering Layout Drawing included within the S104 Agreement. The Developer Services Inspector will need to inspect all the of the system coloured on the Approved Engineering Layout Drawing. Prior to the agreed date of the pre maintenance inspection the developer will receive a copy of the job pack that the Developer Services Inspector will be reviewing the site against. The developer is responsible for all Health and Safety matters and must ensure traffic management is in place (if required), prior to the pre maintenance inspection. The developer must ensure that the covers are freed to easily lift prior to the inspection by one of their trained contractors. At the time of the pre maintenance inspection, the developer must ensure they bring a copy of all the As Built drawings to site ready for the Developer Service Inspector to use. It is the developers responsibility to ensure that the system is ready for inspection. For example, the channel needs to be free flowing and the system cleaned out. If not, the Developer Services Inspector can abort the visit and aborted visit charges will be made to the developer. All remedial works that are highlighted at the inspection will need to be remedied by, and at the cost of, the developer in a good timely manner. You will be responsible for confirming that the works have all been completed and arranging a re-visit to site. Appendix A contains the Developer Services Inspector checklist used during a pre maintenance inspection. Provisional Certificate A provisional certificate for the site will be issued, following a pre maintenance inspection, if the site is confirmed: to be at least 51% occupied; to have no outstanding remedial works; and Yorkshire Water have paper and PDF copies of the As Built drawings for the site (including manhole schedules, long sections, Engineering Layout drawings, operating manuals and any additional site specific asset drawings) Once Yorkshire Water are in receipt of all this information, we will issue a Provisional Certificate confirming that the site has been placed on maintenance. For signed S104 Agreements (under Sewers for Adoption 6 th Edition), Yorkshire Water will then arrange for any cash bond on the site to be released or confirm the surety can be released from their obligation. For all other versions, the bond / surety will remain in place until the site is vested in Yorkshire Water. Yorkshire Water will then start requesting details of the legal requirements in relation to the site and update our Statutory Sewer Records and asset details within three months of receipt of the issuing of the Provisional Certificate. Final Inspection The final inspection of a site is typically the last inspection required to ensure that the system is operating how it was designed to and that there are no further remedial works required before Yorkshire Water formally take ownership. During this inspection, we will re-inspect the whole system that is shown within the green boundary, and shown coloured on the Engineering Layout Drawing within the S104 Agreement. This inspection will typically take place 12 months after the site has been put on maintenance, and can be requested to be arranged two months prior to the vesting date.
7 Yorkshire Water Developer Services 5 Handover Meeting (Sites with Pump Stations, Detention Basins, Sewerage Treatment Works and Screens Only) The handover meeting date is one where Yorkshire Water formally takes ownership of the asset. The Developer Services Inspector, Yorkshire Water Network Engineer, Yorkshire Water Operator and the Developer will be required to attend these meetings. Handover meetings are only required for when pumping stations, detention basins, screens and sewerage treatment works have been put forward for adoption. Vesting Declaration The Vesting Declaration is the formal documentation issued by Yorkshire Water which confirms in writing that we have now taken ownership of the system(s). The developer will receive written confirmation from Yorkshire Water. All legal matters must have been finalised prior to the issue of the Vesting Certificate. Any agreed Commuted Lump Sums will also have been deposited with Yorkshire Water prior to the issue of the Vesting Certificate. At this point we will also pass the details onto the Asset Integration section of Yorkshire Water to ensure the Statutory Sewer Records are updated and to set up any maintenance regimes.
8 Yorkshire Water Developer Services 6 Developers Checklists of Documentation to be Provided This section provides a summary of Yorkshire Water s requirements in relation to the drawing details required prior to arranging a pre maintenance inspection. There are a number of checklists provided in this document which the developer can make use of whilst preparing the submission to Yorkshire Water. Appendix B contains the developers checklist for the progression of a site. Before Yorkshire Water can progress your development site and issue a provisional certificate, it is your responsibility to tell us about the system and assets that have been installed. It is your responsibility to ensure that the system constructed is the same as that which was issued Technical Approval and detailed on the Engineering Layout drawing included in the S104 Agreement. Contact Details It is your responsibility to provide us with up to date contact details for the site. It will be this person who we will contact directly to arrange site inspections with. We need the following information: Developers Name Developers Address Contact Name (for site inspections) Contact Number (for site inspections) Address (for site inspections) Site Specific Details It is your responsibility to provide Yorkshire Water with two paper copies and PDF versions of all the As Built drawings. We require a complete set of information of the system and assets put forward for adoption and these details must reflect all of those included within the S104 Agreement. If you do not have a signed S104 Agreement in place, we will not be able to progress the site without holding a discussion with you regarding how Yorkshire Water can take ownership under S102. We require confirmation of the following: that the works were completed as agreed that the plans provided reflect what is out on site if the completed works were not as the agreed plans, what were the changes? that the plans show exactly where the manholes are located that any access issues are to be highlighted against the manholes or pipes whether Yorkshire Water locks are required for access and where they are needed whether there are any access issues and where these are whether traffic management is needed to enable the operation of any asset whether a pumping station was inspected during the construction of the site whether the detention basin was inspected during its construction Yorkshire Water also requires the following site specific information to allow progression of a site through to vesting: Detention Basin Details Full set of construction drawings Maintenance regime Written confirmation of the Commuted Lump Sum Operating and Manufacturers Manuals Pumping stations Sewerage treatment works Telemetry

Construction Phase Inspections A record of inspections undertaken by Developer Services Inspectors during the construction phase Land Transfer Coloured plan of the land to be transferred Land Registry details Landowners details Solicitors details Permissions to Discharge Written confirmation from the Landowner for the location of the outfall Written confirmation from the Authorising Body for the Allowable Rate of Discharge As Built Drawings and Plans Required There are a number of drawings that Yorkshire Water requires to ensure we can understand what the business is taking ownership of as well as what the business requires to operate and maintain the adoptable system and associated assets. During the production of these drawings, ensure that the sewers, lateral drains and assets accord with the coloured Engineering Layout drawing included in the signed S104 Agreement. Appendix D contains a checklist for developers regarding the provision of as built drawings. As Built Drawings Engineering Layout Plan Manhole Schedule Long Sections Site Specific Detailed As Built Drawings Detention Basin details Storage details Pumping station details Rising main details Sewerage treatment works details Outfall structure(s) As Built Manufacturer Details for an Asset Flow control devices Penstock details Flap valves Outfall structures Storage systems Specifically in relation to the As Built Engineering Layout Drawing, the following information must be shown on the drawing which reflects what has been constructed on site: Sewers coloured (function) Line types Direction of flow Sewer lengths (in metres) Manhole numbers Sewer diameter Sewer materials Sewer gradients Confirmation of the drawings being As Builts Confirmation of the sewers shown on the Engineering Layout Drawing reflect those included within the S104 Agreement plan Specifically in relation to the As Built Manhole Schedule, the following information must be shown on the drawing which reflects what has been constructed on site: Manhole cover type Manhole cover size Chamber type Chamber size (diameter) Chamber depth Chamber material Cover level Invert level Confirmation that all the manholes are shown Specifically in relation to the As Built Long Sections, the following information must be shown on the drawing which reflects what has been constructed on site: Sewer lengths (in metres) Sewer materials Sewer type Sewer diameter Details of any backdrop manholes (levels) Appendix E shows the S104 Engineering Layout Drawing requirements in terms of the line types and colours that should be used to identify different aspects of the plan.
10 Yorkshire Water Developer Services 8 Specifically in relation to As Built Flow Control Device details provided, these must reflect those that were issued Technical Approval for the site and you must ensure these specific devices are installed. If a different device is installed, to that which was issued Technical Approval, Yorkshire Water must receive a copy of the Micro Drainage calculations so checks can be made that the asset installed is fit for purpose. Each model works in different ways and will have different head flow characteristics (and minimum orifice) which will need checking. You will be responsible for additional time spent in assessing the changes. If the product is not sufficient then you will be responsible for changing the system to the previously agreed system. Pumping Station Details Prior to the Pre Maintenance Inspection, Yorkshire Water must be in receipt of the following information: As Built pumping station compound layout Arrangement of the pumping station Operating and Manufacturers Manuals (Yorkshire Water requires three paper copies and a PDF copy) Mechanical and Electrical details AIP Sheet completed by the pump manufacturer (Appendix F) Original copy of the Chain Certificate Prior to the Final Inspection, Yorkshire Water must also be in receipt of the following information: Lifting Certificate for the chains, davit and davit arm (in date) NICEIC Electrical Certificate (in date) Confirmation telemetry has been installed 3 months of telemetry data (ROD Report) Confirmation on the number of locks required for bollards, gates, wet well, valve chamber and kiosk Electricity supplier details and MPAN number Telephone supplier details (to be transferred)
11 Yorkshire Water Developer Services 9 Legal Requirements There are a number of legal requirements that are needed by Yorkshire Water during the progression of a development site and it is the developers responsibility to ensure these are provided in a timely manner. All legal requirements will be site specific but could include the following: Land Transfer Deed of Grant of Easement Protected Strip (TP1 details) Deed of Variation Right of Access Right in Perpetuity to Discharge Discharge Confirmation from Authorising Body Confirmation of Landowner for Headwall Location Commuted Lump Sums Appendix G contains details of Yorkshire Water requirements for Land Transfer plans. Land Registry Plans Be drawn to, and show, an accurate metric scale Indicate the north point Show undefined boundaries accurately and where necessary by reference to measurements Land Registry will reject plans which: Have been reduced in size, but bear the original scale Are marked for identification only Have thick edging obscuring detail (e.g. due to repeated photocopying) Are distorted by repeated photocopying Do not have sufficient detail to relate them to the OS map Where very large scale plans are used which cannot be related to the OS plan, they should conform in all other respects to the Land Registry Guidelines. In such a case, you must ensure you provide Yorkshire Water Legal Services with a location plan which meets all the eight criteria. When a Land Transfer is requested the following details must be incorporated within the associated plan to ensure that Yorkshire Water s legal team can locate and deal with the relevant application from a developer. Many of the property transactions which Yorkshire Water Legal Services are instructed to request are required as part of the registration process at the Land Registry. Land Registry has issued guidelines for plans and will reject plans which do not meet these standards. In summary, all plans should: Be based on an OS map extract Include the OS map number Show sufficient detail to be identified on the OS map Show the general location by showing roads, road junctions and other landmarks Show the extent of the land, edged, hatched or coloured

19 Yorkshire Water Developer Services 17 Further to the changes that were made to the Health and Safety Regulations (CDM Regulations) in April 2015, it is now a requirement for Yorkshire Water to receive a copy of the Health and Safety file for each site that we are looking to vest into the company. We are aware that there will be a full Health and Safety file for a development site which will inevitably contain all of the details relevant to the site. We will need the details to be provided and incorporated within the report to allow our operations teams to take into account any relevant site details so they are aware of the relevant risks associated with maintaining the future assets from yourself as the Developer, so we are looking only at the details being provided where they are relevant to the drainage system that we are looking to take ownership of. It is important to complete the information relevant to the development site so when Yorkshire Water look to take over the system the new Risk Assessments / Health and Safety plan(s) for the assets can be assessed, taking into account the relevant findings on site during the construction.

24 Yorkshire Water Developer Services 22 Before we can look to progress your development site towards placing the site on the 12 month Maintenance Period, we need you to tell us about the system that you have installed. The system that should have been constructed should be the same as the system that was Technically Approved and included within the plans within the S104 Agreement. We need you to confirm who the best contact is in ensuring that the inspections can be arranged Site Name Reference Number Developers Name Developers Address Contact Name Contact Number Address When you provide a copy of the as built details we require a full set of information of the system that we are looking to take ownership of. This set of as built drawings should reflect the same as those included within the signed S104 Agreement. If you do not have a signed S104 Agreement we will not be able to progress the site without further discussions about how we can take ownership. When you have provided the details we will then assess the information that you have supplied by checking through the following items listed in the tables below. If you can check this before we receive the information this could speed up the arranging of the Pre-Maintenance Inspection.
