Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
project partners: state institutions Workforce Development Authority (WDA) now: Rwanda Polytechnic Capacity Development and Employment Services Board (CESB) educational institutions Integrated Polytechnic Regional Center (IPRC) East in Kibungo VET College St. Joseph (construction) in Kigali business Private Sector Federation (PSF) concrete project partner: business memberschip organisation (BMO) from construction sector: Association des Entrepreneurs du Bâtiment et Travaux Publics (A.E.B.T.P) Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
Project plan from school to business trades: painter, bricklayer, tile layer, road construction worker 2014/2015: survey on needs of building economy modular training of TVET college teachers in IPRC East completed with WDA-recognised certificates training of participants from business total of 60 TVET college teachers and in-company trainers trained 2015/ 2016: reworking curricula start of in-company practical phase (29/02/2016) until end of 2016 two more practical phases including road construction worker occupation into project developing curriculum for road construction Handwerk, Kammern und Berufsbildung Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
important prerequisites/conditions dual VET included in skills development strategy of Rwanda Government introducing in-company training as strategic goal right from the beginning The concept of dual apprenticeship is very theoretical and bureaucratic preparation of in-company trainers support of examination boards Thus: clear concept of IVET schemes in Road Construction and intention of strengthening businesses self-government; BUT: patience and flexibility required on mobilising local businesses Handwerk, Kammern und Berufsbildung Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
challenges tradition: use of qualified migrant workers from Congo and Uganda; large nos. of youths, low interest in construction occupations securing in-company internships unsteady construction sector combining Rwandese curricula with German experience recognition of changed curricula by WDA (accepting in-company phases as integral part of apprenticeship) making construction BMO AEBTP fit to be coordinator structures and commitment preparing in-company trainers exams and examination boards Handwerk, Kammern und Berufsbildung Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
soft -factor impact on the project Rwandese partners very theory-focused; it was important to set quality standards based on companies needs general adaptation to Rwandese VET system simple, practical implementation more difficult achieving buy-in from business still biggest challenges; securing more business involvement requires: - well functioning self-governance - political will to support involvement in apprenticeship training without constant political dialogue this project could not be realised Handwerk, Kammern und Berufsbildung Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
VET Partnership 1 st -phase: results main goal: establishing a sustainable network of TVET colleges cooperating with businesses; aiming for tailoring training content better to needs of business reality during pilot phase, 32 TVET college students have participated in apprenticeships in the trades of painter, bricklayer and tile layer construction BMO handled AEBTP allocation of apprenticeship places, 40 in-company trainers trained. Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
VET Partnership 2 nd phase continuing in-company training of painters, bricklayers and tile layers piloting in-company training for road construction workers modular training of in-company trainers as multipliers plan on including one more trade for IPRC East (welder) and St. Joseph college (bricklayer) in curricula with alternating places of learning (college/company) supporting construction BMO in developing revenue generating services Handwerk, Kammern und Berufsbildung Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
What will remain? alternating places of learning instead of in-company internships after training company commitment to apprenticeships: assuming responsibility improved practical orientation of TVET college teachers In-company trainers trained on basis of modular programme lasting cooperation of TVET colleges and companies; generally between government and business setting up examination boards improved understanding of self-governace tasks potentially higher quality requirements in construction sector lasting contact to Koblenz Chamber of Skilled Crafts Handwerk, Kammern und Berufsbildung Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
long-term project output evaluation of first in-company internships to be continued independently by project partner commitment of construction BMO as competent lobbyist and service provider establishing and conducting Continuing VET schemes in construction sector by project partner Handwerkskammer Chamber of Skilled Musterstadt, Crafts (HWK) Musterstraße Koblenz, Friedrich-Ebert-Ring 123, , Musterstadt Koblenz 21 September
