8 RESULTS: first approach to cross-analysis
9 Business cases are motivated by the challenge of governments to reduce costs, increase the productivity of the care sector, and to develop a competitive industry (regional policy). The business models work mainly because: Different public institutions are participating in the cost of the service Multiple complementary actors are working in partneship to design, implement and deliver an appropiate service: Regional and local actors: leading role of regions Industry Universities or research centeres Financial actors Public and private care providers Two clear models appear: 1) The public sector leads the implementation or 2) the public sector delegated the implementation to third-parties, with efficacy is controlled.
10 How the quality of the service is assured needs more visibility Standards and norms are a huge field, not always specifically addressed, and an important ingredient for the good functioning of the technology-based service Training seems a key activity: It is usually targeted to different actors not only end-users (elderly people, carers), but also to installers and engineers. There is also an aim to provide them with digital and care competences as well as new and qualified jobs in this sector through demostrator, knowledge transfer and professional and university diploma from technological centres and universities.
