1 Support Services for the Management and Utilization of Monitoring and Assessment of the EIP-MAFEIP Tool 1st Newsletter January 2017 In this issue 1 Objectives of the MAFEIP study European Summit on Digital Innovation for Active and Healthy Ageing 3 MAFEIP presented at the Summit 4 Unveiling the Blueprint for Digital Transformation of Health and Care in Europe 5 Seventy four European regions awarded Refernce Site status at the Sumit Objectives of the MAFEIP study The MAFEIP study (Support Services for the Management and Utilization of Monitoring and Assessment of the EIP - MAFEIP Tool) is performed by Open Evidence and empirica and aims at facilitating the use of the MAFEIP tool by members of the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA). The MAFEIP tool was initially developed in response to the EIP specific monitoring needs. At present, it should be considered and used as a support mechanism for evidence-based decision-making processes for all institutions and users. The new context underlined by the EU Blueprint Digital Transformation of Health & Care for the Ageing Society invites EIP members to frame a common language on this basis, but also addresses the need to reach out to a larger community of users, far beyond the EIP context. Technically MAFEIP is based on statistical and IT concepts that are already in use worldwide and does not require additional knowledge for routine utilization. The study will foster the building of a MAFEIP User Community (MUC) around the tool and provide training and support to utilizing MAFEIP, including data introduction, evidence-based data gathering from secondary sources and results interpretation. Based on user feedback, improvement measures to the tool will be carried out and implications and recommendations regarding its routine utilization and data management will be documented. The results achieved by the MUC will be reported and visualised. Through the study, the Community is expected to grow, contributing to the wider utilization of the MAFEIP tool in Europe. 1

2 The European Summit on Digital Innovation for Active and Healthy Ageing was held in December More than 2000 participants discussed a number of important topics relating to ageing, demographic change and the Silver Economy. The unprecedented ageing of Europe s (and the global) population is already having profound consequences for individuals, businesses, governments, policy-makers and investors. The global ageing phenomenon is challenging established economic models, reshaping consumer spending and driving the emergence of new industry and service sectors of the European and global economy. Demographic change constitutes a societal challenge for Europe, but also offers new opportunities for innovation, growth and jobs particularly in ICT innovation and the digital economy. The Digital Single Market can transform demographic change into a triple-win for Europe; an opportunity to improve the quality of life of our ageing population, to move towards more sustainable health and care systems and to create economic growth and jobs in the Silver Economy. The summit is aimed at bringing different stakeholders together in order to foster global collaboration with a shared vision amongst Europe s civil society, industry leaders, innovators, public authorities and policy makers. The 2016 Summit is designed to harness the transformative potential of the Digital Single Market across different sectors of our society and economy, develop joint actions and ultimately maximise the benefits of digital innovation for Europe s ageing society. A four-day event held at the Square in Brussels, the Summit addressed global cooperation opportunities between the EU and Japan (5 December), the developed Blueprint on the Digital Transformation of health and care (6 December), the European Innovation Partnership on Active and Healthy Ageing and the 2016 Reference Sites (7 December), and included other dedicated events and workshops organised by Summit partner organisations in different venues. 2

3 MAFEIP presented at the Summit The MAFEIP tool was presented to the audience at the Summit as part of an afternoon session on 7th December. Arnaud Senn from DG CONNECT briefed the participants about the background of the tool and its creation, as well as its policy relevance. Christian Boehler, formerly with JRC-IPTS which is responsible for the creation of the tool, presented the technical side of MAFEIP and the underlying model used in the assessment tool. Francisco Lupiáñez-Villanueva (OpenEvidence) and Strahil Birov (empirica) outlined the scope of the MAFEIP study and presented next steps in engaging different stakeholders and providing support and training. If interested, please contact us at The study is planning to conduct a hands-on workshop for interested users, planned for late February Interested users are asked to contact us at info@mafeip.eu The study is currently producing a MAFEIP User Guide to help users work with the tool easily and efficiently. Other supporting materials currently being developed include informative videos, flyers and presentations. A help desk will be established to answer user questions. Based on them, a Frequently Asked Questions (FAQ) document will be set up and continuously maintained. 4 Unveiling the Blueprint containing a shared vision on Digital Transformation of Health and Care in Europe At the 4th Conference of Partners of the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA) in December 2015, European Commissioner Günther Oettinger (Digital Economy and Society) outlined how digital innovation, enabled by a functioning Digital Single Market, can transform demographic change into an opportunity for Europe s economy and society. Commissioner Oettinger invited all stakeholders to work together with the Commissioner Oettinger (right) - European Commission in the development of a shared vision as a blueprint for Digital Transformation of Health and Care in Europe. Since then, the Blueprint has been informed by various stakeholders representing businesses, governments, policy-makers and investors. High-level politicians and representatives of health and care organisations (industry, professional organisations, public authorities and civil society) presented their view on the future of health and care and how digital can help deliver better healthcare, sustainable healthcare systems and economic growth opportunities. Following this process, the final draft of the Blueprint was officially handed over to Commissioner Oettinger on 7 December, during the European Summit on Digital Innovation for Active and Healthy Ageing. On December 7 at the 2016 EIP on AHA Summit, 74 regions in Europe officially received the Reference Site distinction. 4

5 Günther H. Oettinger, Commissioner for Digital Economy and Society, awarded star-prizes to 73 European cities and regions, and 1 federal state, the German federal government at the European Reference Sites awards ceremony, held in Brussels today as part of the European Summit on Digital Innovation for Active and Healthy Ageing (5-8 December). These 74 Reference Sites of the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA), represent inspirational ecosystems, consisting of industry, academia and government authorities, are being rewarded for delivering innovative digital solutions, to improve the lives and health of older people. The maximum of four stars were awarded to Andalusia, Basque Country, Catalonia, Healthy Ageing Network Northern Netherlands, Northern Ireland, Scotland, Southern Denmark and Wales. Another 23 Reference Sites received 3 stars, 25 received 2 stars and 8 received 1 star. (see full details in this list). The Reference Sites awards celebrate the commitment of these European regions to invest over 4 billion in connected healthcare for the elderly population until 2019 an investment expecting to benefit 5 million people across Europe. They also symbolise Europe s dedication to bringing Digital Single Market in active and healthy ageing (AHA). The record number of 74 Reference Sites, in comparison to 32 in 2013, is a testament to the European commitment to developing, adopting and scaling-up digital innovation for the ageing European society. Commissioner Günther H. Oettinger said: I am delighted to award the 2016 Reference Sites prizes to the 74 regional and local leaders. They are recognised for having pioneered innovative digital services and their committed to continue investing in digital innovation as a way to provide better health and care to their ageing populations, more efficient health and care systems, and Contact Seventy four European regions awarded for investing in digital health and care for the elderly generate new economic opportunities for innovative companies. The Commissioner also noted: Digitisation of health and care is already happening; still, further opportunities await to be explored in Europe and beyond. Going digital for better health and care services is also a component of Europe s Digital Single Market (DSM). Ongoing actions, such as the Digital European Industry strategy, can further ensure that digitisation of health and care leads to real change. President of the European Committee of the Regions (CoR) Markku Markkula said: I would like to extend my warmest congratulations to the 74 award-winning reference sites of the European Innovation Partnerships on Active and Healthy Ageing. I am especially proud of the CoR members who are playing a crucial role here. These sites represent a sum of more than 4 billion targeted at health, quality of life and innovative solutions for Europe s ageing populations. They are right to invest in their future, especially in view of the demographic changes sweeping across all of Europe s regions and cities. More broadly, we welcome the Innovation Partnerships on Active and Healthy Ageing and Digital Innovation as important steps towards developing future solutions to societal challenges in Europe. A Europe built on innovative, pioneering regions is a Europe of the future so I call on these pioneers to inspire others to join us in creating a more sustainable future, for and with our citizens.
