7 Problem Statement EUROCITIES Knowledge Society Forum, Lille, October Over the last decade there has been a growing awareness of the need to better use ICTs for increasing citizens' participation and opening-up governance models innovative experiences and pilot projects at city government level While traditional ways of governing and engaging citizens will continue, the use of ICTs to enhance public service delivery, policy development and decision-making provides opportunities for cities to engage and involve citizens and local communities in new ways leading to possible novel models of ICT-enabled governance systems ICTs are generating changes in the city government systems But the effects of such changes on governance processes and their implications on specific policy areas are yet to be demonstrated Attempts to assess the effects of ICTs on governance processes and their implications and impacts on specific policy areas are lacking or where existing incomplete or difficult to use for comparison in other contexts or at EU level

8 Research Questions EUROCITIES Knowledge Society Forum, Lille, October The core research question underpinning the analysis is the following: What new ICT-enabled governance models are emerging at city level in Europe? Operational sub-questions: a. Which are the main dimensions of change of new ICT-enabled governance models emerging in European cities? b. What are the effects of the changes driven by ICTs on the interaction 1) within the city administration and 2) between the city government and other stakeholders in a specific policy domain? c. What are the implications of new ICT-enabled governance models on a specific policy domain?

9 EUROCITIES Knowledge Society Forum, Lille, October Development of a framework to assess the main dimensions of change of ICT-enabled governance models at city level 2. Selection of key city governance policy areas most impacted by ICTs and cases to be analysed in-depth, in collaboration with cities 3. Case Studies Analysis: i. Interviews and questionnaires ii. Collection of available documentation and data iii. Analysis of cases to understand the effects of changes driven by ICTs and their implications on a specific policy domain 4. Cross-cases assessment and discussion of i. key drivers of changes and their consequences for ICT-enabled governance ii. implications on the policy domain under investigation 5. Validation of findings with city representatives and other stakeholders 6. Final Report, including: i. Policy recommendations and ii. future research agenda Research Plan Timeframe: September 2009 September 2010

10 Expected Outcomes EUROCITIES Knowledge Society Forum, Lille, October Contribution to policy to inform policy-makers at EU, MS and local level about the implications of changes driven by ICTs on new and emerging ICT-enabled governance models in EU cities and to demonstrate evidence of the impacts of changes that ICTs are producing on city governance models and in the specific policy area under investigation Contribution to knowledge & practice to consolidate scientific evidence of the implications of changes driven by ICTs on city governance models in the EU and enrich the knowledge base in the research domain of ICT for governance with a twofold perspective: 1) From a methodological perspective: contributing to develop and enhance methodologies and tools to trigger governance and policy assessment while focusing on the interactions between innovative ICT-enabled processes and mechanisms with emerging forms of city governance 2) From a practical-oriented perspective: analysing the drivers of change of emerging ICT-enabled governance models and examining their outcomes at both institutional level and within the city governance structure

What key city governance policy areas ICTs impact most and what governance changes are driven by ICTs? B. What new ICT-enabled Governance models are emerging and which are their key socio-economic implications? C. Identification of possible case studies
