IOOS - A Partnership Supporting Lives and Livelihoods News from the IOOS Program Office: It has been a busy 2 weeks for IOOS Congressional Report, Certification and Reauthorization hearings! Congressional Report: The report was delivered to Congress on 12 June by the National Ocean Council Deputies. Read the report here: Certification Cleared NOAA and DOC! Next up, the Proposed Rulemaking will be published in a Federal Register Notice for a 30-day public comment period. Directions for submitting comments are included in the Notice of Proposed Rulemaking. Comments may be submitted directly to Dave Easter, David.Easter@noaa.gov, or through Regulations.gov website. Public comments may be submitted on any part of the Notice of Proposed Rulemaking, along with the Paperwork Reduction Act section. Remaining Steps and Tentative Timeline: o June 28 - Publish Notice of Proposed Rulemaking in the Federal Register (includes public comment on the Paperwork Reduction Act submission). 30- day public comment period begins. o June 28 - OMB begins review of the Paperwork Reduction Act submission concurrent with the public comment period for the proposed rule. OMB approval of the information gathering process and Application Form is required. o July 29 - IOOS Program Office begins to adjudicate the public comments and drafts the Notice of Final Rulemaking o August: The final rule is submitted to NOAA and DOC for clearance. o September: The Notice of Final Rulemaking is cleared by NOAA and DOC o September: Publish the Notice of Final Rulemaking in the Federal Register (no public comments) o Generally, a rule becomes effective 30 days after its publication in the Federal Register ICOOS Act Reauthorization Hearing: Please see the Congressional Section below for full details on the recentcongressional hearing entitled Deep Sea Challenge: Innovated Partnerships in Ocean Observation held on 11 June. Observation Subsystem and Sensor Technologies: High Frequency Radar/Radio: (Lead Jack Harlan, Jack.Harlan@noaa.gov): o NEED YOUR HELP - Request for HFR Training Materials for NWS AWIPS Personnel: Thanks to those who have responded. We are working with the NWS to develop training materials for the use of HFR data when it gets into the Automated Weather Information Processing System in October If you have any training documents, please send them to Jack Harlan. He and Nicole Kurkowski (NWS S&T) will collate the materials. We are also looking for
2 volunteers to help train WFO staff on the use of HFR data in AWIPS via webinars and in-person visits. Please let Jack know if you are interested. o 2 nd Global HF Radar meeting held 11 June: We had 14 countries represented at the meeting and welcome Morocco, Saudi Arabia, and Indonesia to the group. We have formed 3 working groups: Data Management, Applications, and Deployments. In collecting information for the meeting, we found that of the 90 countries in GEO, 75 countries have salty coasts and 35 of the countries have HF radar. We have collected over 63 success stories with uses from recreation; water quality; green energy; fisheries; buoy tracking; maritime/safety operations; tsunami, typhoon,and hurricane tracking; beach closure; search and rescue; oil spill/pollution; and circulation studies. Actions from the meeting include: (1) work with GEO secretariat to convey the success stories at the 2014 GEO Ministerial; (2) work with Korea (through the US/Korea partnership), Spain and Australia to portray their data on the US HF Radar data system and transition this to the GEO HF Radar portal, (3) ensure the HF Radar data is registered into the GEOSS CGI, (4) consolidate success stories, radar locations on the global site, and (5) consolidate frequency information onto the global site. For more information see: University of Washington has licensed Seaglider to Kongsberg Underwater Technology, Inc: D0FDDC143DC1257B6D004CB89A?OpenDocument UPDATE on GLOS/GLERL Weather Buoy to Aid Forecasters in West Michigan: The buoy has been relocated halfway between two of the busiest boating and beach communities on the Great Lakes, the Grand Haven and Holland areas. The buoy is the first of its kind in the Great Lakes to be outfitted with a webcam that is capable of transmitting high resolution images and video clips over the internet on a regular basis. Images from the webcam will be used by NOAA weather forecasters to verify current conditions and to estimate visibility on the water. Check out the images and video clips: Video clips and images are updated every two hours between 6 AM and 8 PM daily. An archive of images and video clips is also available on the website. Observations from the buoy can be viewed online through the Great Lakes Observing System or through the UGLOS websitehttp://bit.ly/45029buoy Data Management and Communications (DMAC) Subsystem and Tools built on IOOS data: (Contact Derrick or Rob to get on the list serve for changes - Derrick.Snowden@noaa.gov, Rob.Ragsdale@noaa.gov). SOS reference implementations with v1.0 templates: o Test plan: Alex Birger defined the major test steps that will be conducted on the SOS reference implementations when deployed at each region. The establishment of success criteria is still to be resolved. o Initial tests: An instance of the SOS reference implementation with 1.0 templates is undergoing testing at PacIOOS. Some technical issues were identified and are being worked through with the SOS developers and Unidata. Animal Telemetry Network: The US IOOS Program and NANOOS successfully hosted a regional demonstration workshop on Animal Acoustic Telemetry (AAT) observations project on Thursday, June 13, 2013 at the University of Washington, Applied Physical Laboratory in Seattle, Washington. 32 persons attended this workshop from Government, Academia, and industry as well as international partners from Global Ocean Tracking Network (based in Canada) and the Australian Integrated Marine Observing System (IMOS).
3 o Outcome: The data services developed including data content and metadata standards, data access and connection to user application were successfully demonstrated and appear to be useful to the Animal Telemetry Community. o Lessons Learned: Defining the specifications was the hardest part in this project. Mapping to data standards, creating and refining a specific data feed (i.e OTN) was relatively easy. Implementing the data access, delivery services (ERDDAP, GEOSERVER) was relatively easy. Connecting client services (user applications) was straightforward with less effort. o Moving Forward: IOOS and OTN will develop a plan to make the Animal Acoustic Telemetry System fully operational. They will develop comprehensive documentation to help the Animal Telemetry community to implement these data services. US Navy meeting on passive acoustics monitoring (PAM): Charly and Hassan, IOOS Program Office, discussed with the US Navy s Robin Fitch standards for passive acoustics monitoring and collaboration opportunities. Robin is Director of Marine Resources and At Sea Policy in the office of the Deputy Assistant Secretary of the Navy for the Environment which is responsible for environmental compliance. She is interested in working with IOOS on standards for the acquisition and quality control of PAM data and on possibly adding unclassified PAM instruments to the emerging IOOS Registry. GCOOS Launches Invasive Species Tool: Working with GCOOS-RA member Dr. Jorge Brenner from The Nature Conservancy, and incorporating information from the U.S. Geological Survey (USGS), the National Oceanic and Atmospheric Administration (NOAA), and other regional institutions, GCOOS Geographic Information Systems specialist Dr. Shinichi Kobara has created an interactive map that allows users to track the spread of lionfish (Pterois volitans,linnaeus, 1758), in the Gulf of Mexico, Caribbean Sea, and western Atlantic Ocean (see To contribute data to this effort, hookand-line or other fishing-related lionfish catches can be reported to NOAA by ing reportlionfish@noaa.gov or calling SCUBA divers have several options for reporting exotic species sightings, including online at the REEF Program s website, exoticspecies@reef.org. Lionfish reports from the REEF Program have been included in the USGS Non-Indigenous Aquatic Species Database, which is the main source of data for this mapping tool. For more information, please visit Modeling and Analysis Subsystem: For information on the US IOOS Coastal Ocean Modeling Testbed (COMT), contact our project manager, Becky Baltes, Becky.Baltes@noaa.gov Ecological Forecasting Roadmap: Becky and Gabrielle, IOOS Program Office, participated in a follow-up call with Allison Allen, NOAA, the team leads for the Ecological Forecasting Roadmap (EFR), and the Regional IOOS Directors to discuss more details about the EFR progress and plans and opportunities for collaboration with the Regions. Next step is to hold individual follow-up meetings with specific team leads and regions to look for opportunities to share data and leverage resources. Interagency Collaboration: IOOC Biological Integration and Observation Task Team meeting 6/7: The team found that 6 of the 25 broad Post IOOS Summit recommendations mentioned
4 biological variables. Two of those mentioned biological data. Awareness of biology has been raised within IOOS from the recommendations of the Summit. The main task on this call was to review the survey/questionnaire document that is designed to collect baseline information on biological observations data and reconcile a long list of comments. The next steps for the Task Team are to draft the survey questions. Delivering Benefits: US-IOOS-NERACOOS: Science Center Event Engages Public on Ocean Acidification and IOOS : On World Ocean Day, June 8, the Northeast region of the U.S. Integrated Ocean Observing System (IOOS) hosted a public event at the Sea Coast Science Center in Rye, New Hampshire, to highlight ocean acidification. Handson activities helped teach children about the importance of a healthy ocean, while adults watched a short film on ocean acidification featuring third-generation ocean explorer Fabien Cousteau. Following the film, regional and national experts engaged attendees in a series of short presentations. Read more at: U.S. IOOS at Intelligence, Surveillance, Reconnaissance (ISR) Conference in Arlington, VA. The U.S. Integrated Ocean Observing System (IOOS ) is gaining recognition as a contributor to enhancing our knowledge of the ocean on the part of our federal colleagues charged with protecting our nation from security threats. On June 11, IOOS Deputy Director, Suzanne Skelley, delivered a 35 minute briefing of the unique capabilities of IOOS to an audience of about 60 attendees representing the DoD and DHS community, industry leaders, and others interested in ISR topics. By numbers of questions asked and contacts following the presentation, the audience was interested to learn about the application of IOOS observations, data management, modeling & analysis and R&D capabilities to ISR. Gliders for Research, Ocean Observation, and Management (GROOM) General Assembly meeting June : As a member of the GROOM international advisory board, Zdenka participated in the general assembly meeting. GROOM is a European Union funded design study to evaluate the requirements for a sustainable glider infrastructure. The program will greatly advance the operational and scientific use of profiling gliders. Having US IOOS, GROOM, and Australia s IMOS together we were able to agree on two data management efforts: 1. To harmonize the NetCDF global variables, within the next 6-8 months 2. To address the BUFR template for distribution on the World Meteorological Organization Global Telecommunications System (GTS), though the JCOMM Data Management Task Team on Table Driven Codes. More on GROOM: GROOM CO-OPS Meteorological Climatic Summaries Available: As part of the National Data Buoy Center (NDBC) partnership, climatic summaries of CO-OPS meteorological data (winds, air and water temperature, and barometric pressure) are now available on the NDBC website ( NDBC produces these summaries using quality-controlled CO-OPS data for the period of record (from 2003 onward, when the NDBC/CO-OPS partnership began). These summaries include a table of monthly and annual frequency, cumulative percent frequency, and means and extremes based on observations for each data type. Plots of mean and standard deviation over the period of record are also available.
5 AOOS and Partners in Action: 2013 Chinook Salmon Run Forecast: Building on last year s demonstration, the forecast for Yukon River delta spring Salmon run is now available: Congressional: The U.S. Senate Committee on Commerce, Science, and Transportation, Subcommittee on Oceans, Atmosphere, Fisheries, and Coast Guard held a Hearing entitled Deep Sea Challenge: Innovated Partnerships in Ocean Observation on June 11. One of the focus areas of the Hearing was the reauthorization of the ICOOS Act. Witnesses included Dr. Jan Newton, Executive Director, NANOOS; Dr. Susan Avery, President and Director, Woods Hole Oceanographic Institute; James Cameron, Filmmaker; and Mr. Ed Page, Executive Director, Alaska Marine Exchange. The Witnesses expressed a strong need for the reauthorization of the ICOOS Act highlighting the programs strong Federal/non-federal partnership that enables leveraging of public and private sector assets. rd_id=29496bc2-fdb7-47c7-93ef-0def99cf9d6c&contenttype_id=14f995b9-dfa5-407a- 9d35-56cc7152a7ed&Group_id=b06c39af-e033-4cba-9221-de668ca1978a o Chairman Begich (D-AK) and Senator Cantwell (D-WA) expressed support for U.S. IOOS and NOAA s Ocean Acidification Program. o Dr. Avery testified, IOOS provides core infrastructure for coastal, ocean, and Great Lakes research and discovery. Long-term, sustained observing systems are critical to understanding natural variability in U.S. waters and for rapidly detecting change that can have an impact on terrestrial and marine activities. and The primary issue of concern with IOOS is the continued low, flat funding of the program. The House version of the re-authorization limits the funding to appropriated amounts, or $29.6 million. At this level, the program will be forced to remove assets from the water and will not be able to address the gaps in the coastal observing network. o Mr. Page testified, The Act provides the framework for building a system of systems that links and enhances our existing observing capacity. It is an innovated approach for government, one that relies on partnerships to be costeffective and responsive. And, it is working. o Dr. Newton testified, Because it is implemented with both a federal and regional footprint, this allows IOOS to connect with regional stakeholders while maintaining national consistency. IOOS is the essence of an innovative partnership. The U.S. House of Representatives, Natural Resources Committee, Subcommittee on Fisheries, Wildlife, Oceans and Insular Affairs held a Legislative Hearing on several House Bills, including H.R.2219 to reauthorize the ICOOS Act, on June 13. RDML Glang was the NOAA witness for all of the House Bills. In addition to RDML Glang, the witness panel testifying in support of the ICOOS Act included Representative Issa (R- CA); Edward Kelly, Executive Director, Maritime Association of the Port of NY & NJ; and Dr. Lynne Talley (H.R and H.R. 2219), Professor, Scripps Institution of Oceanography. = o In her opening remarks, Ranking Member, Delegate Bordallo (D-Guam), supported the ICOOS Act reauthorization and expressed concerns about the funding authorization in H.R o Chairman Fleming introduced, for the record, the written testimonies from Dr. Rick Spinrad, submitted on the behalf of the IOOS Federal Advisory Committee and Dr. Julie Thomas, on the behalf of the IOOS Association, in support of the ICOOS reauthorization.
6 o Edward Kelly s testimony demonstrated the benefits of U.S. IOOS in support of marine safety. Mr. Kelly also expressed his concerns over the funding authorization in House Bill H.R o Dr. Lynne Talley s testimony stated how far the development of the U.S. Integrated Ocean Observing System has come since it was first envisioned ten years ago. Her testimony provided examples of how IOOS has benefited the State of California.
