2 International Seminar on Technological Development in Contemporary Eraa Threat to Environment at National and International Strata: Challenges and Remedies (November 11-12, 2017) About the Institution The Nehru Memorial Law PG College, Hanumangarh Town (Rajasthan) was established in the year 1980by the Management, Rashtriya Shikshan Sansthan Samittee with due permission from the State Government since then this institution is imparting legal education with excellence. The College is permanently affiliated to Maharaja Ganga Singh University, formerly University of Bikaner, Bikaner and was the first of its kind to be an independent Law College in the state of Rajasthan. The institution was established with the aim of imparting legal education and preparing the student to be excellent in legal profession. Later by introducing Post Graduate classes and legal research, this institution has become an excellent legal institution with research facilities i.e. Research Centre in the field of law. The college has touched the new heights of glory under the dynamic leadership of Prof. V. Tayal, Former Vice-Chancellor, University of Bikaner, Bikaner and Principal, Nehru Memorial Law PG College, Hanumangarh Town (Raj.). This college has the credit to produce many administrative officers and judicial officers along with high profile lawyers of the higher courts of the country and noted academicians. The college provides a platform for a sound balance of academic learning, recreational atmosphere and infrastructural support for the students along with cultural awareness, continuing endeavours of innovative teaching learning methods, self-learning through individual and collective projects, well researched and documented dissertations and importantly learning through group-discussions, periodicals tests, seminars, conferences, court visits, moot courts, legal aid camps and legal literacy camps. College publishes a National Journal (Bhatner Socio-Legal Journal). All these are distinct and unique features of this college which evolved it as the region s premier institute. About the International Seminar Technological development and environment are invariably related to each other. Even the developing countries cannot afford to ignore the environmental consequences of the process of development. Hence an essential and grave problem is to maintain harmony between development and environment. The future of the developing countries greatly depends on better international understanding of the right of development because this right depends on several other human rights. Article 55 of the U. N. Charter describes economic development and respect for human rights as the twin foundations of friendly and peaceful relations among nations. Economic development and human rights are thus intimately connected with each other. Development is linked with human rights through ii
3 the clear acceptance of social and economic rights as well as established human rights. Thus human rights and economic development are clearly complementary to each other. Stockholm Conference, Habitat Conference and Conference on Desertification and several other conventions relating to environment not only provide foundation for the development of international environmental law but make it clear that a real beginning has been made in the management of the world in which all of us live in the right directions. The Stockholm Conference on Human Environment is also remarkable for creating institutions (as discussed above) for the protection and preservation of human environment but it must be noted that "their vitality will obviously depend on the behaviour of governments. In this sense, the Stockholm Conference on the Human Environment was neither a beginning nor an end but an unprecedented opportunity to break new ground in the management of a world in which all of us live. It cannot be denied that the Stockholm Conference has been successful in breaking the new ground. It is clear from above discussion that protection and preservation of environment are necessarily related to development. The seminar shall focus on the challenges faced environmental degradation due to technological development with all type of socio-legal measures to tackle the problem. It shall also answer how to protect human environment in this world. The overall emphasis of the Seminar shall be to make the participants aware about the emerging challenges faced in existing legal system and its probable solutions. Seminar Objectives The primary objective of the seminar is to develop in-depth knowledge and problem solving skill on the issues related to environment. This International Seminar will also focus on the specific area and aims to bring together thoughts of Academicians, Scientist, Health Professionals, Legal Professionals, NGOs, Government/ Private agencies and experts in the field as well as students trough out the world. Some specific objectives are follows: To provide a platform for discussion, sharing and exchange of ideas and insights on issues related to environmental and technological development. To achieving common agreement on the most practical and realistic mechanism in strengthening the development and human environment. To encourage bringing together all nations involved in environmental and deployment issues. To emphasize and promote recent and modern practices in the field of environmental and technology. To review the existing policy framework at the national and international levels for a healthy environment. Appreciate and understand a few critical contemporary environmental issues facing all of humankind. To examine the causative factors for Climate change, environmental degradation, displacement and loss of livelihoods. To examine the technological development effects on environment general and human environment on particular. To find possible consequences of technological development on developed and developing countries. iii
4 Call for papers Papers are invited from the academicians, practitioners, researchers, scholars and students on the issues related to above main theme and below mention sub themes. It is also proposed that the selected papers by the Committee will be published in a special volume on the seminar in the form of an Edited Book with ISBN No. Author of selected papers would be given an opportunity to present their papers as per requirement of the theme during sessions on the day of the seminar. Technological Development, Climate change-human health and Welfare issues Technological Development and Environment-National and International perspectives Climate change and Environment- Sustainable livelihoods and Human Rights Technological Development climate networks and national security Ecosystems and Biodiversity, indigenous systems and alternative renewable energy sources Solid Municipal wastes and Waste Management Natural calamities and Environmental Implications Environmental Education and Awareness at national and international level Development and Displacement- Socio, economic legal and gender issues Environment- loss of agricultural production and food Biological Therapeutic Products Biopharma Strategies Drug Discovery and Developments Green Chemistry and Environment Any other theme which is related from the main theme Guidelines for Submission Interested authors should submit an abstract of their original research/conceptual papers and empirical studies/case studies briefly describing objectives, methodology, major results and its implications in about 300 to 500 words. All abstracts will be peer reviewed and evaluated before final acceptance. Authors of accepted abstracts will be invited to submit and present full paper at the seminar. Accepted abstract are likely to be published in the souvenir of the projected Seminar. The length of the full papers should normally not exceed about 5000 words (excluding tables, figures, illustrations and references etc.) and it must be typed in Times New Roman font Size 12 on A4 size paper with 1 margin on all sides with 1.5 line spacing using MS Word. 7 About Hanumangarh Hanumangarh district situated at 29 5' to 30 6' North and 74 3' to 75º3' East and shares its boundaries with Haryana state in the East, Sriganganagar district in the West, Punjab state in the North and Churu district in the South. The geographical area of the district is Sq. Km. Climate The climate of the district is semi-dry, extremely hot during the summer and extremely cold during winter. The maximum average temperature remains 18 to 48 C and minimum average is 2 to 28 C. The average rainfall during the year is 225 to 300 mm. The best season to visit Hanumangarh is the winter season. The temperature remains comfortable and is apt for sightseeing. The best months to visit are October, November, December and March. Accessibility Hanumangarh is well connected with most of the metropolitan cities of the country by Rail and Road. Air The nearest Airport from Hanumangarh is Chandigarh and Amritsar Airport, roughly five and half hour and four and half hours respectively drive from the city. Both the Airports are well connected to the major cities like New Delhi, Bangalore, Mumbai, Goa, Ahmedabad, Jaipur and Leh. Road One can reach Hanumangarh, Rajasthan by Road very easily since a network of National Highways and State Highways roads covers the state extensively. It is 240 km from Ludhiana, 355 km from Delhi, 361 km from Chandigarh, 400 km from Jaipur, 527 km from Jodhpur, 554 km from Jaisalmer and 677 km from Udaipur through Rajasthan State Road Transport Corporation (RSRTC). While state road transport corporations do not have sleeper buses, private bus operators and bus travel companies operate AC sleeper bus services to major cities across the country. So, most of the tourists prefer to travel by road. Railway The town has its own Railway Station called as Hanumangarh Railway Station. Both Meter Gauge and Broad Gauge lines pass through this station. There is a Diamond- Railway-Crossing. It is well connected with other cities like Jalore, Jaipur and Agra. Few trains such as Dli-Jsm Express, Ghy-Bme-Bkn Express, Hw-Bme-Link Express and Klk- Bme Express are available from Delhi, Kalka, Haridwar and Guwahati for Hanumangarh District. vii
