3 1 Abstract A specialist in neutral beam physics and technology is required to assist the Neutral Beam Section in acquiring documentation of the physics relevant to the ITER neutral Beam Systems evaluating and assessing R&D relevant to the ITER Neutral beam systems and the on-going design work on the injectors in the Domestic Agencies. 2 Background and Objectives The neutral beam systems of ITER are novel, complex, and state of the art in much of their technology and engineering. There is a need to assess the R&D being carried out both for ITER and elsewhere from the perspective of the ITER injector realisation; to assess the engineering design of the ITER injection systems; and to create documents that cover the main physics issues associated with the injection systems. As it is recognised that there is insufficient manpower and expertise to perform those tasks within ITER, the services of a specialist in neutral beam physics and technology is sought to help and assist the Neutral Beam Section to do so. 3 Scope of Work This contract is foreseen to cover: 1 Documentation of the physics relevant to the ITER neutral beam injectors; 2 Evaluation of the evolution of the design of the NB systems; 3 Follow up of ITER task agreements for the design of PRIMA, the HNB injector components and the ex-nb vessel components; 4 Evaluation of the yearly work programme to be carried out at PRIMA 5 Evaluations and validations of the design choices for the HNB and DNB power supplies; 6 Evaluations of the importance of the results from all the R&D tasks on the ITER injectors and the procurement of the injector components. 7 Participation at the design review of the HNB/DNB components as a panellist. 4 Estimated Duration The contract will cover 250 working days in the period from the 01/06/2012 to 31/05/2014. This would comprise of onsite working days of 100 days per year and 25 off-site days per year. An on-site and off-site rate will apply. 5 Work Description Thee areas of work are foreseen as detailed below. The fraction of time devoted to each of the topics will be decided by the Neutral Beam Section Leader in consultation with the Heating & Current Drive Division Head. 5.1 A major task will be to produce documentation covering the physics relevant to the ITER neutral beam injectors. The extent and depth of the documentation will be determined by the Heating and Current Drive Division Head in consultation with the Neutral Beam Section Leader. Page 3 of 6
4 5.2 The specialist will assist the NB section in assessing the importance of the results from all the R&D tasks to the ITER injectors. Some of the on-going tasks are listed below: - Study of the power loading from re-ionised particles - Study of the effectiveness of different magnetic filter configurations for the ion sources of the DNB and HNBs. - The development of the 1 MV bushing for the HNB - Development of the half ITER size negative ion source, ELISE - Development of the RID as an alignment diagnostic The specialist will also assess the possible impact of R&D from elsewhere by attendance at meetings and/or conferences as required, in particular the coordinated committee for Neutral Beams, CCNB, and the Negative Ion beams and sources conference. 5.3 The specialist will assist the NB section in assessing the design of the injector components, the need for further R&D that would ensure, or help ensure, that the systems meet the required level of performance and reliability/availability. Some of the on-going design tasks where the specialist will contribute are listed below: - HNB beam source, i.e. 1 MV accelerator and extractor evaluation of the physics design in June HNB and DNB ion sources participation on the program committee of ELISE - HNB beam source vessel and beamline vessel Preliminary Design review due Dec HNB beamline components - neutraliser and electron dump, electrostatic residual ion dump, beamline calorimeter- Final design review Dec Caesium ovens for the HNBs and DNB and evaluation of the results from the Cs distribution study at INDA - Beamline diagnostics for the NBTF and investigation into the use of the RID as an alignment diagnostic - 1 MV bushing for the HNB transmission line termination The specialist will also be called upon for advice on the operational requirements for the various power supplies of the HNBs and the DNB. The specialist must be prepared to travel on mission for ITER within the EU, to F4E in Barcelona, Spain, to RFX, Padua, Italy, to IPP, Garching, Germany and to appropriate workshops or conferences as requested by the ITER Organization. Up to 7 missions and one conference attendance should be foreseen per annum and should be covered by the contract. This contract will require a laptop to be provided by IO. Page 4 of 6
5 6 Responsibilities (including customs and other logistics) When applicable. 7 List of deliverables and due dates (proposed or required by ITER) Documentation of the physics relevant to the ITER neutral beam injectors as defined by the Neutral Beam Section Leader and the Heating & Current Drive Division Head. Brief monthly reports on the work carried out within the preceding month 31/05/2013 and 31/05/2014 Before the end of each calendar month 8 Acceptance Criteria (including rules and criteria) The selection will be done taking into account the following criteria: 1) Expert CV and Interview 70% 2) Price 30% 9 Specific requirements and conditions Qualifications and skills: Degree at least equivalent to 8 years of successful study after the high school diploma in physics or engineering (e.g. PhD). Technical experience: - Comprehensive knowledge of NB injector physics - Experience in the design of positive and negative high power neutral beam injectors for fusion devices. - Thorough knowledge of negative ion sources used for neutral beam injection - Thorough understanding of the electrostatic acceleration of H and D at current densities and energies relevant to neutral beam injectors (200 to 260 A/m 2 and 0.1 MeV to 1 MeV) - Comprehensive understanding of phenomena leading to power deposition in the accelerators of the injectors and the consequences. General Experience: Fluency in English, both written and spoken Direct experience of working in a multi-cultural environment Experience of project management Specific Professional Experience: At least 8 years of experience in developing and operating negative and positive ion sources and accelerators Proven experience in the design of high power neutral beam systems based on positive and negative ion acceleration and neutralisation At least 8 years of experience in the successful construction and commissioning of high power neutral beam systems At least 8 years of experience in the operation of high power neutral beam systems on large tokomaks. 6 10 Work Monitoring / Meeting Schedule The monthly reports will be reviewed within 5 days of submission by the Neutral Beam Section Leader. The physics documentation will be reviewed by the Neutral Beam Section Leader as it is produced, which will depend on the decisions taken by the Neutral Beam Section Leader in consultation with the Heating & Current Drive Division Head see section 5. The work of the specialist will be monitored by reports given every 2 weeks to the Neutral Beam progress meeting and the monthly reports submitted by the specialist. 11 Payment schedule / Cost and delivery time breakdown Payment will be made monthly on submission of an approved monthly report and an invoice for the number of days worked. 12 Quality Assurance (QA) requirement The organisation conducting these activities should have an ITER approved QA Program or an ISO 9001 accredited quality system. The general requirements are detailed in ITER document ITER Procurement Quality Requirements (22MFG4) Prior to commencement of the task, a Quality Plan Quality Plan (22MFMW) must be submitted for IO approval giving evidence of the above and describing the organisation for this task; the skill of workers involved in the study; any anticipated sub-contractors; and giving details of who will be the independent checker of the activities. Prior to commencement of any manufacturing, a Manufacturing & Inspection Plan Manufacturing and Inspection Plan (22MDZD) must be approved by ITER who will mark up any planned interventions. Deviations and Non-conformities will follow the procedure detailed in IO document MQP Deviations and Non Conformities (22F53X) Prior to delivery of any manufactured items to the IO Site, a Release Note must be signed MQP Contractors Release Note (22F52F). Documentation developed as the result of this task shall be retained by the performer of the task or the DA organization for a minimum of 5 years and then may be discarded at the direction of the IO. The use of computer software to perform a safety basis task activity such as analysis and/or modelling, etc shall be reviewed and approved by the IO prior to its use, it should fulfil IO document on Quality Assurance for ITER Safety Codes Quality Assurance for ITER Safety Codes (258LKL). 13 References / Terminology and Acronyms Page 6 of 6
