1 Market survey on availability of engineering effort to (1) provide support on the preparation of build-to-print design specifications of the Diagnostics; (2) and to provide industrial expertise on the evaluation of the Diagnostics designs and solutions 1. Introduction Fusion for Energy (F4E) is committed to develop and supply several ITER Diagnostics. The design of the Diagnostics is currently being conducted under other contracts covering the design activities to completion of final designs and production of final design documentation which will include production of e.g. 3D CAD models of the different systems; 2D drawings of the main views identifying critical tolerances and materials; input material for the manufacturing specifications and tests; etc. Hence, the (1) provision of support on the preparation of the build-to-print design specifications of the Diagnostics aims to, with the set of final design documentation produced under other contracts as input data and with the advice of the designers of the Diagnostics, produce a detailed and robust documentation package that will form the input for tendering for the manufacturing of the Diagnostics, encompassing the review and/or production of e.g.: - 3D multi-part models and bills of materials; - manufacturing (2D) drawings with materials, finishes and tolerances; - manufacturing specifications (including test specifications). Note that the design of the Diagnostics will be conducted under other contracts (i.e. it will be out of the scope of the contract). The (2) provision of industrial expertise on the evaluation of the Diagnostics designs and solutions aims to help with the assessment, from an industrial perspective, of the Diagnostic designs during the preliminary and final design reviews in order to validate whether the proposed designs could be manufactured complying with the applicable requirements, including, e.g.: - manufacturability and inspectability studies; - evaluation of compliance of the manufacturing and testing plan with applicable codes and standards; - tolerance studies of sub-assemblies and final assemblies; - studies of vacuum compatibility and resulting requirements; - evaluation of compliance with nuclear licensing regulations; - requirements management and verification; - cost of fabrication; - nuclear waste management & decommissioning studies; - risk analyses. 1
2 The aim of this market survey is to establish whether there is sufficient interest from, and capacity in, economic operators in EU and Switzerland to (1) provide support on the preparation of build-to-print design specifications of the Diagnostics; and to (2) provide industrial expertise on the evaluation of the Diagnostics designs and solutions. The responses to the questions should allow F4E to decide on the procurement strategy for the F4E contract to be launched. In particular, the survey will help guide F4E on the definition of the scope and selection criteria and whether companies are able to provide the whole set of activities or only some specific parts. It is foreseen to launch a Framework Contract with an approximate duration of four years and a required estimated staff effort of 35 ppys. It is intended that the activities are conducted under the Framework Contract through specific contracts requiring an estimated staff effort between 1ppy to 3ppys each. The staff effort needed to perform the first task of this contract will be approximately 27ppys and the estimate duration will be 4 years staring from the end of The staff effort needed to perform the second task of this contract will be approximately 8ppys and the estimate duration will be 4 years staring from the middle of Note that the manufacturing/assembly of the Diagnostics will be conducted under other contracts (i.e. it will be out of the scope of the contract). Finally we would like to remind you that F4E standard contractual conditions apply to on-going and future procurement procedures. 2. Context and function of the Diagnostics ITER will be equipped with a set of plasma diagnostics to measure plasma and first-wall parameters. The functions of these plasma diagnostics are machine protection and basic control, advanced control, and physics analysis. Diagnostic systems use a very wide range of techniques, both passive, e.g. detectors, with their cables, power supplies, and electronics (including data acquisition and signal processing), and active, e.g. measurement based on lasers, particle beams, mm-wave sources. A diagnostic is more than a detector, as it consists of a complete system that typically includes front-end optics/antenna, transmission (optical, waveguides, feedthroughs), back-end detectors/instruments and electronics. Although the Diagnostics are completely independent of each other, the required skills and expertise needed for the provision of support on the preparation of the build-to print design specifications are similar an therefore a uniformed approach is required. In addition, the provision of industrial expertise on the evaluation of the designs encompasses activities that are common to many Diagnostics. (See section 3) 2

Summary of engineering techniques and technologies required The following is an indicative list of standard engineering and more specific competences that may be required for the provision of support on the preparation of manufacturing specifications and for the provision of industrial expertise on the evaluation of the Diagnostics designs and solutions. Additionally, Annex 1 shows pre-conceptual sketches of several Diagnostics and Diagnostic components, only for illustration purposes. Standard engineering competences: Knowledge on manufacturing of metallic components/structures (involving e.g. forging, rolling, precision machining and polishing), including destructive and non-destructive testing, heating treatments and surface protections Knowledge on metallography (involving e.g. material composition determination, material mechanical properties testing) Knowledge on manufacturing of ceramic components (involving e.g. sintering, machining, grinding, polishing) Tolerance analyses Knowledge on metrology (alignment and positioning systems) Knowledge on weld engineering involving - welding techniques: e.g. TIG, brazing - weld validation techniques, both destructive and non-destructive (e.g. ultrasonic testing and radiography) - compliance with codes and standards including nuclear codes Knowledge on manufacturing of actively cooled structures Knowledge on manufacturing of cabling and coils (involving technologies for electrical connections for signal cables (e.g. soldering, bonding)) Knowledge on production of test specifications Knowledge on production of cleaning and packaging specifications Specific competences: Knowledge on manufacturing of components for use in high vacuum environment (e.g. vacuum windows, vacuum feedthroughs) involving e.g. sealing technologies, leak detection techniques, cleaning techniques, etc. Knowledge on thin-film coating manufacturing technologies (including adhesion methods, diffusion methods, etc.) Knowledge on manufacturing of optical components (e.g. mirrors, lenses, fibers, etc.) and systems (e.g. holders, alignment systems, etc.) Knowledge on manufacturing of millimeter waveguides on the frequency range of GHz 3
