3 Tender for the Provision of Services concerning the development of advanced filaments and materials for 3D printing processes with the use of recycled metals and glass fibres from waste electronics Section I General Guidelines You are invited to submit a bid to this tender to provide services concerning the development of advanced filaments and materials for 3D printing processes with the use of recycled metals and glass fibres from waste electronics. I3DU will collect and evaluate all the bids that are successfully submitted in accordance to the rules set forth in this tender and will proceed to issue a subcontractor agreement to the winning bid. I3DU reserves the right not to award any subcontractors if a satisfactory bid to this tender is not submitted. The evaluation of the bids and subsequent award of any subcontract will be done on the basis of best value for money and will follow the usually applicable tendering procedures as described in Article 13 of the annotated model grant agreement for H2020 RIA projects. Key details of the tender s requirements are provided in this document which should be taken into account in any bids to this tender. In particular this tender is consisted of 6 Sections: Section I contains general guidelines and instructions. Section II describes the Technical Specifications of the work that needs to be carried out by the subcontractor. This is what ir required from a potential expert bidding to this tender to investigate. Section III is the information that the potential bidding expert will need to complete. In this section the bidder will have to state who they are and how they are planning to perform the evaluation described in Section II. This is effectively the bid to do the job. The first 3 sections are the most important part of this document and it is crucial that the expert fully understands what they are aiming for. Section IV, V and VI are mainly procedural information. These sections explain part of the procedure that will need to be followed (i.e. what would be the report format, what is the submission and approval process, what are the points of contact etc.) in the event of a successful bid being identified. Once Section III of this document is completed and submitted to I3DU (it can be submitted by or through post at the details found on the cover page and section V), it will be evaluated together with any other bids received and the final decision for the winner will be announced by the end of April Following that a final subcontractors agreement will be released to the winner in order to begin working on the evaluation. By participating in this tender. The bidding experts are indicating their acceptance to be bound by the guidelines set out in this tender and attachments. As part of this tender process I3DU makes no obligations in any way to: - pay any vendor for any response to this tender; or - award the contract with the lowest quoted cost; or - accept any information received from vendors; or - include vendors responding to this tender, in any future invitation; or - any other commitment to vendors whatsoever. Section II Technical Specifications II.1 Introduction There is a big waste generation nowadays due to the growing demand for innovation and the fact that more and more products have a reduced lifetime, increasing the volume of dumps and landfills. Currently, one of the segments of large volume is the technology waste, which reflects on the printed circuit boards (PCBs) 1
4 that are the basis of the electronics industry. This type of waste disposal is difficult, given that recycling is complex and expensive, because of the diversity of existing materials and components, and their difficult separation process. Regarding the material involved in PCBs, there are metal fractions (MFs) and non-metallic fractions (NMFs), of which the recycling of NMFs is one of the most important and difficult processes, because they amount to about 70% of the weight of the PCB s waste. In general, the methods of recycling MFs and NMFs from PCBs can be summarized as physical recycling methods and chemical recycling methods. The mechanical processing for the separation of MFs and NMFs of PCB waste include shape separation, magnetic separation, separation based on electrical conductivity, density-based separation and corona electrostatic separation method while the chemical recycling methods employ several hydrometallurgical processes for the successful separation of the various elements. The recent revolution of 3D printers, projected a growth in filament materials market. Various polymer materials are available, especially for the Fused Deposition Modeling (FDM) additive manufacturing technology. This new interest in 3D printing, inspired developments in many technologies to 3D print a wider variety of materials Shifting from strict prototyping, no longer is 3D Printing used only for one-off pieces and prototypes, but for final part production of items with reduced and simplified assembly, quicker design iterations, greater design freedom, mass customisation and minimal material wastage. For these reasons, 3D Printing is already common in aerospace, orthopaedic, jewellery and dental sectors. Adoption is fast-growing in education, oil and gas, military, architecture, and medical research sectors. II.2 Description of work to be carried out As part of the H2020 project FENIX (Contract No: ) I3DU will need to subcontract a suitable external expert in order to investigate Use Case 3 The 3D printing advanced filaments use case and optionally assist with the investigation that needs to happen in Use Case 1 The 3D printing metal powders use case. In particular the following aspects will need to be investigated: 1. Using non-precious MFs recovered from electronic waste in order to develop advanced metal filaments for use in fused filament fabrication (FFF) systems for the production of metal parts (i.e. the filament will need to be capable of being extruded from wide range of 3D printer extruder nozzles forming metallic parts in green state that can then be further sintered into functional solid metal parts at post process level) 2. Using NMFs (mainly glass fibres) recovered by the recycling of e-waste as filler for reinforcing thermoplastics used in filaments for 3D printing with FDM technologies. 3. Optionally, as part of Use Case 1 The 3D printing metal powders use case conduct Lab-scale experiments on using recycled MFs in powder form directly in 3D printing with layer spreading and binder jetting for producing metallic parts in green state. The following items will need to be taken into consideration by the external expert and need to be included in the bid There are issues concerning mechanical strength, chemical analysis, mixture technologies, toxicity, processing, etc. Starting from a technology review, several works already published (e.g. scientific journals and reports) will need to be assessed, allowing for a knowledge update. Subsequently, a market survey will be implemented, by studying and analysing current market trends for fibre enhanced thermoplastics and metal filament applications in 3D printing. In general, a theoretical approach will be followed, by identifying the most important parameters to be taken into account, objectives, expected results and functional requirements. Once identified and based on the recycled materials input that I3DU will provide (originating from the FENIX project), the external expert is expected to develop the two different kinds of filaments 2
5 (explained earlier in 1 and 2) and optionally conduct further lab scale experiments using MFs in powder using 3D printing processes. The external expert will receive as input: - Metal powders from recycled electronic waste, indicatively (but not limited to): o o o Copper as Copper Metal Powder Lead as Lead Sulfate powder Tin and Nickel as oxides powder - Glass fibres from grinded waste pcbs The external expert will provide as output - Process and recipe for producing metal filaments (addressing No 1) - Process and recipe for producing glass fibre reinforced plastic filaments (addressing No 2) - Lab-scale experiments on using the powder directly in layer spreading and binder jetting for producing green parts (addressing No 3) Subsequently, an investigation of materials and laboratory samples fabrication from various candidate non-precious MFs, NMFs and thermoplastics, in laboratory extruder under controlled conditions will be applied. Mechanical strength stress tests will be executed, according to scientific and industrial specifications and standards applicable to the thermoplastics production. The next stage will be the chemical and material testing of samples in SEM, FTIR and other instruments available, according to internationally accepted research methodologies applicable to the polymer materials. Finally, health and safety assessment of the non-precious MFs and NMFs reinforced filaments, including environmental protection directives and standards will be considered. After the laboratory research, the subcontractor will consider the fabrication of 3D printed specimens using the non-precious MFs and NMFs reinforced thermoplastics previously investigated. To do that, a set of mechanical strength stress tests will be executed also on 3D printed specimens, according to scientific and industrial specifications and standards applicable to home and industrial additive manufacturing. Subsequently, there will be a material testing of the 3D printed non-precious MFs and NMFs reinforced thermoplastics samples in SEM, FTIR and other instruments. Finally, an assessment of the methodology for II.3 Evaluation Criteria and Process A set of detailed evaluation criteria has been prepared by I3DU for the evaluation of the submitted bids. The evaluation criteria will be based upon some or all of the following aspects of the Bidders proposals in (not in order of significance): Commercial - Competitive price - Price clarity - Management information provisions - Contractual compliance Service Capability - Service delivery experience - Service delivery models (including business continuity) - Quality - Compliance with Service Levels - Culture and ability to work with I3DU - Ability to adapt to changing business requirements - Continuous improvement plans 3

When describing your bid to this tender you should always keep in mind the evaluation criteria as described in Section II.3 Your Bid should include information such as: A detailed description of the work methodology/program, expected results and the intended deliverables. A time schedule, including delivery date of the final report and statement of any un-availabilities during the evaluation period. (Please note that in order to keep track with the FENIX timetable, bidders should aim to discharge the subcontract no later than the end of July 2019). Your area of expertise and how it is related with the task (including CV and past experiences of the experts that will be working in this subcontract). Resources, tools and methods that will be used (including any equipment and inhouse facilities that may be used). Indicative budget required for the contract. Please note that the provisions of Article 13 of the annotated model grant agreement for H2020 RIA projects will be considered when evaluating the bids and their quoted prices. As an indication bids over 60K will be rejected. Any other relevant information in support of your bid. Please note, that the above statements will become part of the final contract that will be issued to you and your Institution in the event that you are selected for the job. 4
7 Section IV Working procedure. H2020 Project FENIX (No ) This section describes the subcontracting procedure that will be adopted for the authoring and final approval of the evaluation reports that will follow with the successful bidder. IV.1 Report format. The report is to be written in MS Word 2010 and above format. The language to be used is English UK. The font size is to be between 10 dots to 12 dots. The fonts to be used are Times New Roman or Arial. IV.2 Submission & Approval procedures. Once submitted the report will be evaluated by I3DU in order to determine if the submitted report addressed fully the evaluation task as set out in Section II and the expert proposed by the expert on the bid information as set out in Section III. I3DU reserves the right to request a resubmission from the expert in the event that the quality of the submitted report is not satisfactory. Upon successful completion the final payment will be released to the expert. IV.3 Supervision and Meetings The work will be supervised by I3DU. The bidding expert must account in the quoted cost that he will need to attend between two and four project meetings taking place in Europe throughout the duration of the subcontract. IV.4 Communication during the project. Immediately after the contract is awarded it is mandatory that the awarded expert contacts via telephone I3DU. This will assist in further clarifying to the awarded expert what he is required to do in the evaluation. Any further technical queries or comments should be also be addressed to I3DU via or telephone during the duration of the subcontract.
