2 INTRODUCTION Competitive Intelligence is becoming part of the manager s day-to-day vocabulary. After raising the question (during the 1 st symposium ATELIS in 2005) about the overall perception (mode/fashion effect or new methodological approach in the development of companies and countries) it is important to study the emerging topics related to Competitive Intelligence practices, such as competence evolution, ethics or territorial development further, at a European level, SYMPOSIUM OBJECTIVE ATELIS formed a partnership with CEGE-ISEG to organize the second edition of the CI symposium with a view to cohesion and European ouverture. The objective is to promote dialogue between the actors, public or private, that have developed original actions in Competitive Intelligence and allow them to present their experiences. The purpose of this symposium is to reflect on the possibility of a European Model of Competitive Intelligence, allowing the opening of new paths of experimentation to assist public and private decision-makers. SEQUENCE OF EVENTS The symposium will focus on workshops which will bring together professionals, experts, institutional bodies, academics and players from all sectors who wish to speak about their experiences in Competitive Intelligence. TOPICS As a result, in order to make the exchanges easier and to enhance the collective thought-process, we are interested in your papers and testimonies regarding the following subjects. Competence identification and evaluation o How have Universities and Business Schools integrated Competitive Intelligence methods and tools? o Which tools should be used for training? o What are the required competences in CI and how should one assess them? o Is there academic research in Competitive Intelligence? Ethical Issues in Competitive Intelligence o The state of ethics in competitive intelligence practice. o Ethical issues facing CI practitioners. o Cultural differences in CI techniques. o Ethical failures and reputation. o Adoption of ethical standards. o Articulating ethical standards. o Handling ethical pressures. o Organizational culture and ethics. o Corporate policy and the ethics of CI gathering. o Sources of ethical pressure for CI practitioners. o Ethical CI guidance. o Frameworks to assess the ethics of CI activities. o Ethical frameworks to assist CI practitioners. o Unethical Practices in Competitive Analysis: Patterns, causes and effects. 3 Territorial intelligence: the role of institutional structures: o Competitive clusters, what lessons can be learnt from them? o Is sustainable economic development possible? o What has been gained from territorial competitive intelligence actions? What are the new views that must be developed? o How are roles shared out between institutional organizations and private ones in regional competitive intelligence actions? o How can national competitive intelligence policies be linked to regional policies? How can the principles of subsidiary be implemented at national, regional and local levels? o How can competitive intelligence be used by regions to anticipate change and revitalise industrial development and innovation? o How can institutional organizations use competitive intelligence to modernise their missions and services for the general public (e-government)? Competitive intelligence and small and medium-sized businesses o How to integrate competitive intelligence into small and medium-sized businesses? o What kind of competitive intelligence is needed for small and medium-sized businesses? o What competitive intelligence strategy can be adopted by small and medium-sized businesses? o What competitive intelligence actions are offered by public institutions, parapublic organizations or industrial corporations to small and medium-sized businesses? o What are the CI success factors for small and medium-sized businesses? o What are the reasons for failures? o What are the common and uncommon practices in competitive intelligence for small and medium-sized businesses in each country of Europe? CI at the macro level in public institutions and multinational companies: the globalization effects, organizational process and information systems o What are the characteristics of the deployment of a competitive intelligence procedure within a multinational company (constraints / opportunities)? o How do multinational companies manage the multi-cultural and trans-national aspects of their teams? o What are the different models of internal competitive intelligence organization (centralization / decentralization)? o What relations do businesses have with the authorities on these aspects? o How are businesses informed of the degree of sensitivity of information? o What are the legislative frameworks in European countries? o How do European firms integrate competitive intelligence into their information systems? o What is the impact of information systems on the development of competitive intelligence tools within firms? o What are the major achievements in the implementation of competitive intelligence projects in information systems? o Which firms are the most innovative in this field (structure, size and establishment)? o What organizational structure could make the introduction of competitive intelligence into information systems easier? o What are the most innovative technologies offering new applications? 4 o How can we deal with the new vulnerabilities of information systems? o The importance of CI for the emergent economies. o The role of governments and the implementation of CI national policies, in public and private institutions. This list is not intended to be exhaustive, and we welcome any complementary themes. DEADLINES November 30 th 2007: Final date for submission of electronic versions of papers. January 15th 2007: Notification of acceptance to the authors. March 27 th and 28 th 2008: European Competitive Intelligence Symposium. SUBMISSION OF PAPERS The official symposium languages are French and English: the papers and presentations should, at least, be made in English. The declarations of intent for a paper and submission of papers (unabridged version) must be sent electronically in WORD file format before November 30 th 2007 to lmasson@escem.fr (ATELIS). The papers must be presented as follows: - The author presentation: name and surname, company, address, phone, fax, electronic address and a brief author biography. - An abstract of approximately 500 words and 7 keywords (maximum) referring to the topics and central concepts developed in the article. - The title and the plan of the article. - An article written in Times New Roman 12, justified and in A4 format. It should not exceed 25 pages with a line space of one and half (1 1 / 2 ), appendices and bibliography included. The tables and the figures must be inserted into the text and be numbered. The bottom, top and side margins should be 2,5 cm. All conference proceedings will be available on a CD-Rom.
