2 Title and aims of the conference The title of the conference refers to the challenging task of putting the concept of Circular Economy into practice. A key condition for making the Circular Economy work is to better connect policy, law and regulation on the ground. Given this context, we considered that the conference could have the following aims: Contributing to the dialogue between regulators, policy makers, law makers, and businesses on making the Circular Economy work in practice, with a focus on enabling circular innovations within EU environmental law. Improving the understanding of the roles and perspectives of regulators, policy makers, law makers and businesses and what is needed to bridge the gap between policy, law and practice. Improving the understanding on how regulators can support the transition to the Circular Economy, protect the environment, assure compliance with environmental law and prevent environmental crime. Raising awareness on the need to empower regulators and identifying what actions regulators can take to perform their role more effectively. Sharing and exchanging of good regulatory practices, experiences, ideas and initiatives. Improving the understanding of the barriers and opportunities in current and future EU environmental law. Providing information to the participants on relevant EU policy and legislative developments. Launching and presenting the MiW and IMPEL guidance as a tool to support regulators and discussing how to organise its further uptake. Exploring other future actions relevant to enabling circular innovations and how in particular MS initiatives and networks can further contribute in this respect. The programme was drafted with these aims in mind. Throughout the conference programme the MiW and IMPEL guidance can be used to trigger and kick off discussions. Apart from the plenary session where the guidance is launched and presented (session 5) and the suggested Master class (session 19) the guidance can help structure many of the other working sessions (10-15 and 18). At the conference the MiW and IMPEL guidance on enabling circular innovations is going to be launched. This guidance aims to support regulators in enabling circular innovations, in particular by helping them: to understand the opportunities and barriers in EU environmental law; to identify how they can organise themselves more effectively; to determine the support they need from the policy and law makers; to become more sensitive to the needs and concerns of innovative businesses. Circular innovations in this guidance are innovations at production and recycling facilities (industrial installations) promoting: resource efficiency, using less primary raw materials; prevention of waste, reducing the production of waste; the use of production residues as secondary raw materials (by-products); the recovery of materials from waste (recycling) and the use of these materials as secondary raw materials (end-of-waste). 2
3 Conference participants We are seeking participation by management and senior staff of permitting and inspection authorities in the MS (regulators), senior policy makers and law makers at ministries in the MS, representatives of innovative businesses, managers and senior experts at the Commission, representatives from MiW, IMPEL and NEPA, representatives of NGO s and other networks as Europol and EU Network of Prosecutors for the Environment (ENPE). 3
