2 This session focus Domestic extraction of fossil fuels and its position in the accounting modules Module 1 - Direct material accounts: Domestic extraction (DE) of primary materials, and direct physical imports and exports of these materials Module 2 - indirect flows of primary materials "embodied" in trade. Raw Material Equivalents (RME) of Exports (RME Ex ) and Imports (RME Im ) Module 3 - domestic processed output (DPO) i.e. waste and emissions flows back to environment. Module 4 - In use stocks and net additions to stocks (NAS) Module 5 - Unused extraction / hidden flows Module 6 - Material flows by sector 2

9 Summary for this session Thailand already reports to IEA, so good EW-MFA accounts for fossil fuels should be quite easy. Most of the big tonnages can be determined by simple summation of data that ONEP or other statistical agency is already reporting to the IEA. The system of tables and adjustments specified in The Guide is heavily geared towards the EU, and is excessive for Thailand s requirements. Concentrating effort on maximum compliance with IEA reporting requirements will guarantee good EW-MFA accounts, AND deliver a lot of other useful information. The reverse is not true, SO: Let compliance with IEA reporting drive your basic data collection processes for fossil fuels. 9
