1 TOURISM RESERVE FUND COMMITTEE Minutes of June 26, 2015 Regular Meeting The regular meeting of the Tourism Reserve Fund Committee was held on June 26, 2015, in the 2 nd Floor Conference Room of the Peoria Civic Center, 201 SW Jefferson Avenue, Peoria, IL, The meeting was called to order at 8:57. APPROVAL OF MINUTES: A motion was made to approve the minutes from the regular meeting held on May 14, 2015 by Leonard Unes and seconded by Casey Johnson. 1

JOINT MARKETING FUND REQUEST The motion was made by Ryan Spain to approve the request for from the Joint Marketing Fund for $17,000 for items listed in the Proposal. Check made payable to the PCC. It was seconded by Jim Garner and approved unanimously by voice vote. a. IEBA, $3,000 b. Broadway/Concert Meetings, $6,500 c. Pollstar in San Francisco, $3,500 d. Regional Promoter Visit Chicago & Madison, $2,000 e. Agent and Promoter Visit Nashville, $2, PEORIA MARKETING FUND REQUEST The motion was made by Bill Spears to approve the request from the Joint Marketing Fund for $126,085 for items listed in the Proposal. Check made payable to the PACVB. It was seconded by Ryan Spain and approved unanimously by voice vote. a. Billboard Bring Your Meeting Home Campaign, $33,400 b. Media USA Info Touch, $13,900 Moved below item ahead from the Local Grant Fund: The motion was made by Ryan Spain to approve the request for IGNITE Peoria! for $25,000 for an event from August 7-8, 2015 which is to offset facility costs, website modification and advertisement, check made payable to the PCC. It was seconded by Casey Johnson and approved unanimously by voice vote. 2

3 TOURISM RESERVE FUND June 26, 2015 Page % CIVIC CENTER FUND: The motion was made by Ryan Spain to approve the request for the IHSA Boys Basketball 1A-4A State Tournaments, March Madness Experience and Access Day for $202,100 for the event from March 7 19, 2016; $204,263 for the event from March 6 18, 2017; $206,491 for the event from March 5 17, 2018; $208,786 for the event from March 4 16, 2019; and $211,149 for the event from March 9 21, 2020 which is offset facility costs check made payable to the PCC (2016-$72,100; 2017-$74,263; 2018-$76,491; 2019-$78,786; and $81,149 and including a Sponsorship for event expenses of $130,000 each year, check made payable to the IHSA. It was seconded by Casey Johnson and approved unanimously by voice vote. The motion was made by Leonard Unes to approve the request for IHSA Leadership Conference for $3,500 for their event on September 28, 2015 which is offset facility costs, check made payable to the PCC. It was seconded by Jim Garner and approved unanimously by voice vote. The motion was made by Casey Johnson to defer the request for Prime Elite Entertainment for $37,660 for the River City Hoopfest event from August 21-24, 2015 which is to offset facility costs, check made payable to the PCC. It was seconded by Jim Garner and approved unanimously by voice vote. The motion was made by Leonard Unes to approve the request for Peoria Gay Pride for $7,500 the Peoria Gay Pride event from September 12-13, 2015 which is to offset facility costs, check made payable to the PCC. It was seconded by Casey Johnson and approved unanimously by voice vote. The motion was made by Ryan Spain to approve the request for Illinois Association of Fire Prevention Districts for the Annual Conference for all four years only for events from June 22-24, 2017 for $23,027; June 21 23, 2018 for $23,027; June 20-22, 2019 for $23,727; and June 25-27, 2020 for $23,717 which is to offset facility costs, check made payable to the PCC. It was seconded by Bill Spears and approved unanimously by voice vote. 3

4 TOURISM RESERVE FUND June 26, 2015 Page 4 The motion was made by Leonard Unes to approve the request for SisterCities International 2017 Annual Conference and Leadership Meeting for $25,000 for Sponsorship of the Mayor s Welcome reception on the event from July 14, 2017, check made payable to the PCC. It was seconded by Bill Spears and approved unanimously by voice vote. Any unused monies to be returned back to TRF. Moved below item ahead from the 10% Non-Civic Center Fund: The motion was made by Ryan Spain to approve the request for SisterCities International 2017 Annual Conference and Leadership Meeting for $5,000 for Sponsorship of the VIP Reception to be held at Dozer Park on Thursday, July 13, 2017, check made payable to Dozer Park. It was seconded by Jim Garner and approved unanimously by voice vote. The motion was made by Casey Johnson to approve the request for Markiewicz Spring Leadership Conference for $79,160 for the event from March 31 April 2, 2016 and for the Markiewicz Spring Leadership Conference for the event from May 4-7, 2017 for $81,384 which is to offset facility costs, check made payable to the PCC and also for a shuttle for both years at $5,000/year, check made payable to the PACVB. It was seconded by Jim Garner and approved unanimously by voice vote % NON CIVIC CENTER FUND: The motion was made by Casey Johnson to approve the request for the Slugger Fall Showcase for $10,000 for the event from September 18 20, 2015 which is to offset facility costs at the Louisville Slugger Sports Complex, check made payable to the Louisville Slugger Sports Complex for transportation, to offset costs at Louisville Slugger, and marketing check made payable to Game Day USA. It was seconded by Leonard Unes and approved unanimously by voice vote. Jim Garner abstained from this vote. The motion was made by Casey Johnson to approve the request for 24 Corp dba/louisville Slugger Sports Complex for $2,500 for GLVC Planning Meetings including Charter Bus, Tent and Food from July 39-30, 2015, check made payable to 24 Corp. It was seconded by Leonard Unes and approved unanimously by voice vote. Jim Garner abstained from this vote. Money to come from the LOCAL GRANT fund. 4

5 TOURISM RESERVE FUND June 26, 2015 Page 5 The motion was made by Jim Garner to approve the request for Illinois High School Association Boys Baseball Class 1A and 2A State Finals for events from June 3-4, 2016 for $25,750; June 2-3, 2017 for $26,523; June 1-2, 2018 for $27,319; May 31 June 1, 2019 for $28,139, and June 5-6, 2020 for $28,983 be held at Dozer Park for their Banquet, Fireworks, Posters, Flyers, and Welcome Banners, Hospitality Rooms, Food and Beverage at the facility and staffing at the facility, check made payable to PACVB. It was seconded by Casey Johnson and approved unanimously by voice vote. 7. LOCAL GRANTS: The motion was made by Ryan Spain to defer the request for Peoria Park District for $21, which is to recoup costs for 4 new events on the Peoria Riverfront, check made payable to the Peoria Park District to give time to Ryan Spain and Bill Spears to contact Peoria Park District officials to discuss funding. It was seconded by Jim Garner and approved unanimously by voice vote. The motion was made by Ryan Spain to approve the request for Central Illinois Black Expo in the amount of $5,000 for an event from September 11-12, 2015 which is to offset facility costs, check made payable to the PCC and also for marketing and promotion, check made payable to the Central Illinois Black Expo. It was seconded by Jim Garner and approved unanimously by voice vote. The $5,000 is contingent on receiving funds within 30 days of event, otherwise the amount will be reduced to $4,000. The motion was made by Ryan Spain to approve the request for the Fogelberg Foundation of Peoria for $2,000 for an event from August 13-16, 2015 for rental equipment, musician expenses, promotional materials and marketing efforts, check made payable to the Fogelberg Foundation of Peoria. It was seconded by Bill Spears and approved unanimously by voice vote. 8. NEW BUSINESS: None 9. OLD BUSINESS: None 5

It was seconded by Casey Johnson and approved unanimously by voice vote. Next meeting is on August 28, 2015 in the 2 nd Floor Conference Room at the Peoria Civic Center at 9:00AM. ACTION ITEMS: Action: Check dates for the Ignite! event due to a conflict of First Friday and Ignite. She is going to hold a committee meeting to discuss potential solutions.
