1 SPEAKER BIOS AQUILES ALMANSI Lead Financial Sector Specialist Finance & Markets Global Practice The World Bank Aquiles Almansi is a Lead Financial Sector Specialist at the World Bank based in Washington, DC. Before joining the World Bank in 2002 Almansi served as a Member of the Board at the Central Bank of Argentina, held senior positions in the financial private sector at Citigroup Asset Management Argentina, INVESCO Asset Management Latin America, Banque Nationale de Paris-New York, and worked as a consultant for Citibank NA s Latin America Training Center, Merrill Lynch, and several Argentine banks. He has also lectured in Economics and Finance at the Universities of Chicago and Michigan-Ann Arbor in the US, and CEMA, San Andres, and Di Tella in Argentina. He holds MA and PhD degrees in Economics from the University of Chicago, and graduate and undergraduate degrees in Economics from CEMA and UNR in Argentina. Since 2009, Almansi has led since approximately 30 single and multi-jurisdiction financial crisis simulation exercises in North and South Saharan Africa, East Asia, Latin America, and Eastern Europe. These interactive, roleplaying exercises offer an opportunity for participants (Ministers of Finance, Governors and senior officials of Central Banks, heads of supervisory agencies, etc.) to deal with a variety of critical financial sector scenarios, including cyber incidents. CHIKAKO BABA Senior Economist Chikako Baba is a senior economist in Monetary and Macroprudential Policies Division of the IMF s. Since she joined the IMF s Economist Program in 2009, she has worked on a number of core policy papers related to capital flow management, macroprudential policy and monetary policy. She is a contributor to the IMF s Staff Guidance Note on Macroprudential Policy and the primary author of the Detailed Guidance Note on Liquidity Tools. She has worked on FSAPs of Hong Kong, Mauritania, Finland, and China, and also participated in Article IV missions in Singapore and the Philippines. She contributed to technical assistance on monetary policy modelling and implementation, as well as jurisdictional assessments and liberalization of foreign exchange system in various emerging and developing countries. Since joining the IMF, she has also worked in African Department. She holds a Ph.D. in Economics from the University of Wisconsin-Madison.
2 KELVIN CHEN Sr. Supervisory Financial Analyst Kelvin Chen is a Senior Analyst in the at the Federal Reserve Board, where he helps the Board understand fintech developments and navigate the regulatory and policy issues they raise. Previously, Kelvin was the Consumer Financial Protection Bureau s program manager for Emerging Payments, where he was the Bureau s point person for understanding payment-related technologies domestically and abroad. In prior roles, Kelvin advised former Federal Trade Commission Chairwoman Edith Ramirez on consumer protection issues and was a litigator in the New York offices of Morrison & Foerster LLP and Cadwalader LLP, where his work included digital copyright litigation and counseling. Kelvin studied Systems Engineering and Mathematics at the University of Pennsylvania ( 00) and attended New York University School of Law ( 04). Kelvin is an affiliate of the Princeton Center for Information Technology Policy. RUTH DE KRIVOY President Síntesis Financiera Ruth de Krivoy is President of Síntesis Financiera, a Caracas-based consulting firm, member of GlobalSource Partners, global network of independent emerging market economists. She was President of the Central Bank of Venezuela ( ) and served on official commissions on public sector foreign debt restructuring, fiscal reform, state reform, and industrial competitiveness. She held leading positions in Venezuelan banks and served as member of the board of directors and head of the audit committee in C.A. Nacional Teléfonos de Venezuela (Verizon s operation in Venezuela). She also served as Vice-Chair of the Toronto International Leadership Center for Financial Supervision and Chair of the Center s Bank Advisory Committee; she is member of the Center s Bank Advisory Board. She is founding member and past chairperson of the Latin American Shadow Financial Regulatory Committee, and serves as consultant to multilateral institutions and emerging market governments on financial sector reform, crisis management and contingency planning. Her book Collapse: the Venezuelan banking crisis of 1994 (2001) was published by The Group of Thirty, Washington, DC; the Spanish edition (2003) was co-sponsored by the Andean Development Fund (CAF), The Group of Thirty and Instituto de Estudios Superiores de Administración (IESA), Venezuela. Ruth earned her degree in Economics Summa Cum Laude 1963 from Universidad Central de Venezuela.
3 CAIO FONSECA FERREIRA Mr. Caio Ferreira is a in the Financial Regulation and Supervision Division of the. Caio has over 20 years experience as banking supervisor and regulator. Since joining the IMF in April/2015 he has been actively engaged in technical assistance on banking supervision and regulation, financial sector assessments and macroprudential policy work in several countries in Asia, Europe and Africa. Prior to joining the Fund he was the head of the Prudential and Foreign Exchange Regulation Department at the Central Bank of Brazil where he coordinated, among other projects, the implementation of Basel III. He has been actively involved in several international supervisory and regulatory forums since Basel Committee member between 2011 and 2014, he co-chaired for two years the Task Force on Standardized Approaches, responsible for developing a new standardized capital framework for credit risk. Chemical engineer, he holds a PhD in Economics and an M.Sc in Finance from Sao Paulo University, Brazil. CHRISTOPHER FINGER Associate Director Christopher Finger is an associate director in the at the of Governors. He is responsible for policy and supervision activities related to quantitative modeling, and serves on the oversight committee for validation of Federal Reserve stress test models. Internationally, he serves as chair of the Credit Risk Group of the Basel Committee on Banking Supervision, and has in the past represented the Board of Governors on working groups related to sovereign exposures and total loss absorbing capital at the Basel Committee and the Financial Stability Board. Prior to joining the Board of Governors, Mr. Finger served as head of research and head of credit products at RiskMetrics Group, and was one of the co-founders of the firm. He began his career in the Risk Management Services division of JP Morgan. Mr. Finger holds a PhD in Applied Mathematics from Princeton University and a BS in Mathematics and Physics from Duke University.
4 DAVID HOELSCHER Former Assistant Director and Division Chief David Hoelscher held senior positions in the financial institutions from 1988 until his retirement from the IMF in He worked as Professor of International Economics in University of Chile; Economist for Economic Commission for Latin America, United Nations; Resident Representative in Bolivia and Kazakhstan, IMF; Director, Office of Economic Analysis in U. S. Agency for International Development, Guatemala. He holds Ph.D. in Economics from University of Pittsburgh, and B.A. in Political Science from Johns Hopkins University. Mr. Hoelscher has an extensive experience in systemic crisis resolution, safety net design (deposit insurance, insolvency framework) and prudential supervision and regulation. He was involved with developing the financial reform program in Russia following the collapse of the Soviet Union and led financial sector teams for Argentina, Bolivia, Ecuador, Indonesia, Thailand, Turkey, and Russia. He was also responsible for crisis country cases including Iceland, Greece, Hungary, Latvia, Russia, and Turkey. He served as a member of Expert Panel for the International Association of Deposit Insurers. JAN PHILIPP NOLTE Senior Financial Sector Specialist Finance & Markets Global Practice The World Bank Jan Nolte works in the Finance and Markets Global Practice. He specializes in deposit insurance and bank resolution. Jan participates regularly in IMF WB FSAP missions (Financial Sector Assessment Program), most recently in Tajikistan, Montenegro and Belarus. Furthermore, Jan is actively involved in Technical Assistance projects of the WB in Africa, Central Asia, Eastern Europe and Latin America. For the World Bank he liaises with the International Association of Deposit Insurers (IADI) and the Financial Stability Board (FSB). Prior to joining the Bank in 2014, Jan worked as a Director at the Deposit Protection Fund of German Banks and the Association of German Banks. During , he has been involved in several insolvency proceedings and various bank resolution measures in Germany. Jan was a member of the working group that drafted the original methodology for the BCBS and IADI s Core Principles for Effective Deposit Insurance Systems in Jan holds the First and Second State Examination in law and studied at the universities of Freiburg and Münster, Germany.
5 ANTONIO PANCORBO (MCM) Antonio returned to the IMF in 2012, where he is actively involved in the work of MCM on prudential supervision and the completion of the G20 regulatory reform agenda. In this capacity, Antonio has led technical assistance (TA) missions on banking supervision matters, and participated in several others TA missions. He has also led comprehensive assessments of financial systems, and focused financial sector assessments as well. He acted as the deputy mission chief to the FSAP of the CEMAC, and participated in the IMF-led FSAP missions to New Zealand and Singapore, dealing with banking supervision matters. Before joining the Fund, he worked at the Bank of Spain ( ), as a Senior Adviser, first in the General Directorate of Supervision and then in the Financial Stability Department, where he participated in the 2011 UK FSAP. He also participated in the FSB country peer reviews of Canada and Mexico. He coordinated from the authorities side the 2012 FSAP mission to Spain. Previously, he worked as a Member of the Secretariat of the Basel Committee on Banking Supervision ( ), and previously as a Senior Economist at the IMF ( ). In 1988, he started his professional career in the Directorate General of Supervision at the Bank of Spain. Antonio holds a PhD in Economics from Universidad Rey Juan Carlos (Madrid, Spain). RICHARD WESTERKAMP Vice President Federal Reserve Bank of Richmond Rich Westerkamp is currently a Vice President over the Risk and Resiliency Unit in the Large Financial Institution Group. Previously he was the Vice President over Large Banking Organizations including Capital One Financial, E*Trade, TRowe Price, and BB&T Corporation. He also serves on several Federal Reserve System committees including the Executive Committee which governs the annual CCAR capital stress testing review, the LBO Management Group, and the Operating Committee which directs supervision for the largest systemic financial institutions. He has worked and led stress testing reviews since the Federal Reserve s program started in Prior to the Vice President position, Rich served as the Central Point of Contact (CPC) for Wachovia Corporation and Capital One Bank, commercial exam team manager, and a traditional commercial bank examiner. Previously, he worked as a commercial loan officer for a community bank. Rich has a MBA in Finance and a Bachelor s Degree in Economics from Virginia Commonwealth University.
6 SUZANNE WILLIAMS Deputy Associate Director As the Deputy Associate Director for Corporate Governance in the Supervision and Regulation Division of the Board of Governors of the Federal Reserve System, Ms. Williams oversees the Federal Reserve s policy, guidance, and initiatives related to the Bank Secrecy Act (BSA), anti-money laundering (AML), and Office of Foreign Assets Control. She is also responsible for oversight of regulatory and strategic policy related to incentive compensation, corporate governance and corporate compliance. Ms. Williams previously served as the Manager of the BSA/AML Section responsible for designing and implementing supervisory strategies, including enforcement actions, to address significant BSA/AML and OFAC issues at supervised institutions. She joined the Board in 2005 after spending 15 years at the Federal Deposit Insurance Corporation and the Department of the Treasury in various bank supervisory and examination positions. Ms. Williams has a master s degree in financial management from the University of Maryland and a bachelor s degree in international business from King s College. ANDREW WILLIS Supervisory Financial Analyst Andrew Willis is a supervisory financial analyst in the at the. He is primarily responsible for developing and implementing policy related to the Basel Committee on Banking Supervision (BCBS) capital and liquidity standards as well as aspects of the Dodd-Frank Act and policy matters related to credit risk more generally. Andrew currently represents the on a BCBS international working group tasked with reviewing existing credit risk-based capital requirements. He was previously seconded for a two-year assignment at the Secretariat of the BCBS at the Bank for International Settlements in Basel, Switzerland. Andrew holds a B.A. in International Relations from Brigham Young University and an M.A. in Economics from Johns Hopkins University.
7 CHRISTOPHER WILSON Chris Wilson is a in the MCMFR. His area of expertise is banking supervision and regulation in general. He has particular interest in the Basel III liquidity standards and has led technical assistance missions on this topic. He has also participated in the Fund s FSAPs and Article IV missions. Prior to joining the Fund, he worked at the Australian Prudential Regulation Authority and the United Kingdom s Financial Services Authority in the field of bank supervision and regulation, including supervision of major banks and regional banks. Most recently, he was involved in the domestic implementation of Basel III. He holds a Bachelor s Degree in Economics and Master s Degree in Politics and Public Policy from Macquarie University, and a Graduate Diploma in Applied Finance from FINSIA. OLIVER WÜNSCH Oliver Wünsch is member of the IMF's where he leads financial sector rescue reform initiatives and advises countries on banking sector strategy and policy, monetary and central banking issues as well as regulation and supervision. He has recently led the banking system turnaround initiatives for Cyprus and Greece as part of the IMF s lending programs. Before arriving at the IMF, Mr. Wünsch was Head of Strategic Services at the Swiss Financial Market Supervisory Authority FINMA, tasked with developing and coordinating the agency s policy response to the financial crisis. He also shaped the Swiss initiative Too big to fail initiative, focusing on financial crisis management and resolution of large banks, and the recently implemented macro-prudential framework. While working with UBS for several years, Mr. Wünsch gained extensive private sector experience in risk management, accounting and regulation. Mr. Wünsch is representative to working groups on financial sector reform of the Financial Stability Board, the Basel Committee on Banking Supervision and the International Organization of Securities Commissions, and is appointed lecturer in banking and finance at the University of Zurich, where he also received his PhD in Finance.
