2 A Green Market Like No Other In a recent market report, McGraw Construction noted, The green school market is thriving because both the K-12 and higher education sectors report seeing strong financial benefits combined with positive impacts on student health and well-being. If this market is important to you, you won t find a bigger pool of potential customers than in California. K-12 California s public education system is immense, encompassing more than six million students in about 9,900 schools. State Superintendent of Public Instruction Tom Torlakson has green goals for all of these facilities. Several recent developments have brought new energy to the sector: Prop 39 is poised to bring as much as $550 million a year for energy efficiency projects in public buildings, with schools the main target. Last November, California voters approved schools facility bonds worth more than $13 billion. The State Allocation Board has just released $520 million in matching funds for shovel-ready projects. This is just the beginning of a new cycle of facility upgrades. A recent report from U.C. Berkeley estimated that $100 billion needs to be invested in this work over the next 10 years. COMMUNITY COLLEGES The California Community Colleges (CCC) form the largest post-secondary educational system in the world, serving over 2.6 million students annually 75 percent of California s undergraduate public college students. The system includes 112 colleges, 70 off-campus centers and 22 district offices and its assets include nearly 5,000 buildings. More than 80 percent of higher education enrollment growth in the next decade is projected to occur in the community college system. The most recent report from the Chancellor s office identifies nearly $30 billion in facility needs over the next five years. The Energy and Sustainability Policy of the system s has set goals for districts to achieve the energy conservation, sustainable building, and physical plant management best practices necessary to reduce energy consumption.
